Housing Connection Services
Department of Corrections requests proposals to provide housing connections services to all individuals regardless of release location, and to be responsive to most disparately impacted justice-system involved persons.
Proposal Deadline: Proposals submitted in response to the Request for Proposals in this advertisement must be received via email or mail no later than 4 p.m. Central Standard Time, Monday, December 2, 2024. Late proposals will not be considered. This request does not obligate the State to complete the work contemplated in this notice. The State reserves the right to cancel this solicitation. All expenses incurred in responding to this notice are solely the responsibility of the responder.

DOC Peer Recovery Support Programming
- DOC is partnering with the Minnesota Department of Health (MDH), Minnesota Recovery Connection and other Recovery Community Organizations throughout the state through the COSSUP grant to train incarcerated individuals to be peer recovery support specialist, implement peer recovery services in the facilities and support re-entry.
- What is a peer recovery specialist?
- A PEER is “a person that is of equal standing with another.”
- Peer Recovery Support is the process of giving and receiving non-clinical assistance to help aid the process of recovery
- Peer Recovery Support Specialist is provided by an individual with lived experience in recovery, completed formal training, provides one-one strength-based support to peers in recovery.
- Minnesota Recovery Connection has facilitated the 46 hour Recovery Coach Academy training at 7 facilities to train 128 individuals to become peer recovery support specialist
- 46 individuals have been released into the community
- 10 individuals have reached out to report working/volunteering in PRS work
- Peer Recovery Support services at the facilities:
- Trained peers working individually with other IP’s in 1:1 session
- Peer lead All recovery meetings
- At Faribault PRS has been working closely with the Crisis Response CPT to support IP’s known to have struggled with substance use and/or overdose while incarcerated
- 11 trained peers completed certification testing and are now Certified Peer Recovery Specialist (CPRS)
- Ongoing testing will continue to gain more certified peers
- Trained peer recovery specialist gain another employment opportunity in the community
- Many Recovery Community Organizations (RCO) are eager to employ individuals with lived experience of substance use and justice involvement
- Minnesota has 33 agencies recognized with Minnesota Alliance of Recovery Community Organizations (MARCO) Connect With An RCO – MARCO
- If an IP was trained at a facility with this COSSUP grant and get released prior to certification testing they can connect with Minnesota Recovery Connection to have their certification test paid as a part of the COSSUP grant and become employable Minnesota Recovery Connection – Connect. Recover. Advocate. Serve.
