DHS announces 1115 reentry waiver project

The Department of Human Services (DHS) is developing an 1115 reentry waiver project based on guidance from The Centers for Medicaid Services (CMS). Federal policy requires Medicaid coverage to be suspended during incarceration leading to gaps in healthcare upon release. The 1115 reentry project would allow for people leaving incarceration to be eligible for Medicaid coverage in the 90 days before they reenter the community.

A feasibility study is currently underway, and the demonstration will start in January 2026, or upon federal approval. DHS is working on an open competitive process for choosing the pilot sites.

The project will also have a reentry working group. The working group is awaiting tribal consultation feedback and then will be sending out a request for those with lived experience to be part of the group.

The project will require the collaboration of multiple state agencies, including DHS, the Department of Corrections and Minnesota Management and Budget, external stakeholders and those with lived experiences.
