Target population to be served: Individuals exiting incarceration and/or on community supervision in Benton, Sherburne, Stearns and Wright Counties

 

This virtual gathering is a tutorial for corrections professionals and community service providers who serve individuals on correctional supervision in Benton, Sherburne, Stearns and Wright counties.  During this event, participants will learn the referral process for this service and be able to provide feedback and ask questions to RISE Inc. community partners.  The purpose of these program is to assistance individuals within the target population with the following:

  • Assistance with applications to programs
  • Aid and benefits
  • Connection to identification materials

Hear from legal experts, advocates, and individuals impacted by outdated legal doctrines and inequitable sentencing guidelines that result in the overincarceration of Minnesotans. Engage in creative conversations to understand what we can do collectively to create
a more just system.

Housing with Supports for Adults with Serious Mental Illness grants awarded in 2022


New Housing with Supports for Adults with Serious Mental Illness grants starting in 2022 have been awarded to eight community agencies and counties.  The Housing with Supports grants fund agencies to provide supportive services for adults with serious mental illness who are experiencing homelessness or who are exiting institutions, and who have complex needs and face high barriers to obtaining and maintaining housing. The new grantees will join seventeen existing grantee projects to help transition adults with serious mental illness to stable housing in the metro and throughout Minnesota.

Established in 2007, $4.55 million per year in grants starting in 2022 will fund:

  • Housing transition services for people who need assistance with accessing and establishing housing
  • Tenancy sustaining services to maintain tenancy once housing is secured
  • Site-based services at a single-site housing location to assist tenants with retaining their housing
  • Case management services to assist people with coordinating their services and resources
  • Community support services that help people to develop the skills to live in the community and promote their behavioral health recovery

The 8 new grantees are:

  • Avivo, HSASMI Services
  • CommonBond Communities, Upper Post Veterans Homes
  • Emma Norton Services, Opening Doors
  • Lutheran Social Services of Minnesota, HSASMI Program
  • Project for Pride in Living, Stabilizing Families 3
  • RADIAS Health, Housing Navigation Program
  • Sanford Health of Northern Minnesota, Bemidji Behavioral Health Stable Housing Program
  • Washington County, HSASMI Services

The existing grantee projects are:

  • Center City Housing: Garfield Square, River Crest, and San Marco Stable Housing Initiatives

The Administration’s vision is https://www.whitehouse.gov/wp-content/uploads/2021/10/ONDCP_Report-Substance-Use-Disorder-and-Pregnancy.pdfthat all pregnant women with SUD will be identified early in pregnancy and prioritized to receive evidence-based treatment, services, and other recovery and social supports. Health care delivery will be well coordinated to optimize outcomes for families and prevent foster care placement where possible. Clear coordination of health care and early childhood systems, including public health, early learning, courts, child welfare systems, and family economic supports will optimize the outcomes for infants and pregnant women with SUD.

We approached this work acknowledging five key values:

  1. Having SUD in pregnancy is not, by itself, child abuse or neglect.
  2. Criminalizing SUD in pregnancy is ineffective and harmful as it prevents pregnant women with SUD from seeking and receiving the help they need.
  3. Everyone has the right to effective treatment, and denying such care on the basis of sex or disability is a violation of civil rights.
  4. Pregnant women using substances or having SUD, should be encouraged to access support and care systems, and barriers to access should be addressed, mitigated, and eliminated where possible.
  5. Improving coordination of public health, criminal justice systems, treatment and early childhood systems can optimize outcomes and reduce disparities.
