Saint Paul Downpayment Assistance Program
The Saint Paul Downpayment Assistance Program provides financial assistance for homebuyers at or below 60% Area Median Income (AMI). Qualified homebuyers can receive up to $40,000 for a home down payment, closing costs, and/or property inspection.
The program was developed to protect and preserve naturally occurring affordable housing in neighborhoods vulnerable to displacement and gentrification pressures.
The Downpayment Assistance Program is funded by the Housing Trust Fund, with support from Minnesota Housing. Homebuyers must:
Owner occupy and register as a homestead with Ramsey County throughout the loan term;
Have net assets at or under $25,000; and,
Earn at or less than 60% Area Median Income (AMI).
AMI is based on the number of people in a household: 1 person: $43,440, 2 people: $49,680, 3 people: $55,860, 4 people: $62,040, 5 people: $67,020, 6 people: $72,000 7 people: $76,980, 8 people: $81,900, 9 people: $86,900, 10 people: $91,850, 11 people: $96,800, 12 people: $101,750
In order to help providers and stakeholders get ready for the launch of housing stabilization services in mid-July 2020, there will be five remote regional roadshows that will take place from June-July 2020. Each date will focus on a specific region of the state with morning sessions for providers and afternoon sessions for county staff and tribes. The provider session will cover enrollment, provider training, billing, the eligibility review process and answer questions about service implementation. Emergency Solutions Grant COVID-19 Funds, Round 1 (ESG-CV1)
The Minnesota Department of Human Services, through its Economic Assistance and Employment Support Division, Office of Economic Opportunity (OEO or STATE), is seeking proposals from qualified responders to provide emergency shelter services and/or outreach to unsheltered individuals and families experiencing homelessness in the state of Minnesota. The Request for Proposals (RFP) seeks eligible entities (nonprofit organizations and local units of government) to provide emergency shelter and/or unsheltered street outreach services to youth, single adults, and/or families. Recipients of these supplemental allocations of ESG-CV1 funds are to be used to:
Prevent, prepare for, and respond to the coronavirus pandemic (COVID-19) and related economic hardships among individuals and families who are homeless or receiving homeless assistance; and
Support additional and/or maintain homeless assistance activities to mitigate the impacts of COVID-19, related economic hardships, and persistent barriers to housing.

The term of any resulting contract is anticipated to be for twenty-four months, from October 1, 2020 until September 30, 2022.
This RFP is only for the first CARES Act ESG Allocation to Minnesota (ESG-CV1). The second CARES Act ESG allocation (ESG-CV2) will be allocated using a separate RFP process in the coming months.
Because the Department of Human Services is the recipient for ESG allocations for non-entitlement areas (balance of state), funds distributed via this RFP are prioritized for entities providing services in non-entitlement areas (any location other than the entitlement communities of Duluth, Minneapolis, St. Paul, Dakota County, Hennepin County, and St. Louis County).
