Minnesota Department of Commerce issues CARD grant RFP for general topic projects

The Minnesota Department of Commerce, Division of Energy Resources seeks proposals from organizations or individuals interested in applied research and development projects that serve to accelerate the development and adoption of new energy-efficient technologies and innovative program strategies in Minnesota. The information obtained from this effort is intended to inform electric and natural gas utility Conservation Improvement Program (CIP) development and state energy policy.

The projects considered for this request for proposals (RFP) will be funded through the Conservation Applied Research and Development (CARD) Grant Program. Two Funding Topics have been identified for this particular RFP:

  • Funding Topic A: Perform Field Study or Demonstration of Innovative Technology or Innovative Technology-Based Approach.
  • Funding Topic B: Conduct Market Study to Determine Efficiency Potential and/or Market Characteristics.

The full RFP and required forms are available for download on the Commerce RFP webpages* through Monday, December 10, 2018. Responders may also request a hard copy of the RFP by mail from this office. Requests for hard copies must be received by the Commerce no later than 12:00 p.m. (Noon) Central Time (CT) on Wednesday, December 5, 2018.

A Notice of Intent to propose in response to this RFP must be submitted by electronic means and received by Commerce no later than 11:59 p.m. CT, Friday, September 28, 2018. Only a Responder who submits a Notice of Intent and whose intended project meets eligibility requirements will be invited to submit a full proposal.

Full proposals must be submitted by electronic means and received by the Commerce no later than 11:59 p.m. CT, Monday, December 10, 2018. Late proposals will not be considered. Instructions for submitting proposals are detailed in the RFP.

This request does not obligate the State to complete the work contemplated in this notice. The State reserves the right to cancel this solicitation. All expenses incurred in responding to this notice are solely the responsibility of the Responder.
