PY18 Policy Changes
Policy Manual
Changes: Commerce will be sending out a prerecorded webinar by June 29
which will cover the red-line version of the PY18 MN WAP Policy Manual. This webinar will also cover the activity
timeline and logistical changes necessary to support the switch to the FACSPro
Budget module for PY18.
PY18 Annual
Policy Training: The PY18 policy training is scheduled for July 19,
2018 from 8:30 a.m. to 5:00 p.m. at Fond du Lac Tribal and Community College in
Cloquet, Minn. The morning will be an
overview of policy updates and the afternoon will explore the development of
the WXPro module of FACSPro software. This training is primarily designed for
coordinators and technical staff.

Budget Module Rollout
Reminder that all PY18 budget plans, Notice of Funds Available (NFA), cash requests, and Financial Status Reports (FSR) will be done in the FACSPro software. If you have any questions about system setup and operations, please contact Commerce at weatherization.commerce@state.mn.us.
Program Year 2017 Funding Notes
Budget Revisions
Per policy 6.8.1, Service Providers may request to move
funds from the Admin and TTA categories into Program. Budget revisions between
these categories require an updated NFA and eHEAT allocation. Any PY17 budget
revisions should be submitted no later than Friday, June 22, 2018 to ensure adequate processing time. Budget
revisions for the current program year cannot be processed after June 30, 2017.
PY17 USDOE
USDOE funds for PY17 must be expended by June 30, 2018. Any
remaining funds will transfer to Commerce at the end of the program
year. All Service Providers are encouraged to review current production
and obligated funds to ensure that funds are expended and unit goals are met.
EAPWX A2108
Please submit projected June 2018 admin and program via the
Weatherization mailbox by June 22, 2018. The initial PY18 NFA will show the
balance of A2108 based on the May FSR plus projected expenses for June.
Service Providers may carry over up to 25% of their total
EAPWX A2108 allocation into the first quarter of PY18, expiring September 30,
2018. Requests for carryover above 25%, with an associated production
plan and justification, received by June 22, 2018 will be reviewed on a
case-by-case basis.
PY17 Financial Closeout
Final FSR and cash requests for all PY17 WAP
funds, including A2108, must be submitted in eHEAT by Tuesday, July 31, 2018.
Refer to policy 6.6 for additional closeout instructions. Please note that instead of a June FSR only a
final FSR is required to be submitted in eHEAT.
Program Year 2018 Funding Notes
While the USDOE State Plan is still under review by the U.S.
Department of Energy, allocation amounts are available:
- USDOE: The total allocation for USDOE was $10,764,207,
a 10% increase from last year.
- EAPWX A2109: The EAPWX transfer will total
$8,187,835, a 40% decrease from last year.
- Propane: Propane funding this year is $434,250,
up 24% from PY17.
Service Providers should expect to see PY18 NFA #1
released by the end of June. Service Providers should have budget details
entered into FACSPro and submitted to Commerce by July 13, 2018.
PY17 Minnesota WAP Energy Conference--Thank You!
Thank you to the Minnesota Energy Conference
Committee, presenters, and attendees for making this year’s conference a great
success.
New Staff
Commerce welcomed three new staff members during the month
of May.
Kellye Rose joined Commerce as an Administrative Monitor on
May 15. Kellye has been working on energy projects for over a decade as a
Renewable Energy and Sustainable Agriculture grant writer. Prior to that she
worked for Northwest Airlines in the Revenue Management department.
Peter Jens and Rick Halvorson joined Commerce as Field
Monitors on May 31. Both are experienced Energy Auditors and Quality
Control Inspectors. Peter joins Commerce
after 11 years with Sustainable Resources Center; Rick has over 20 years of
weatherization experience, most recently with Community Action Partnership of
Ramsey and Washington Counties.
The Weatherization team is also excited to have Dean Doneen
join us as a summer student intern. Dean
is a third-year University of Minnesota student studying civil
engineering/pre-law. He will be assisting WAP staff with information management
and record retention.
