Commerce EAP to increase the FFY2016 EAPWX transfer from 5% to 10%
The Minnesota Department of Commerce Energy Assistance Program (EAP)
will be transferring 10% of Federal Fiscal Year 2016 EAP funds to WAP for
EAPWX.
HHS has not released funds remaining for FFY2016, which delays the
EAPWX transfer. The timing and the amount of the transfer is contingent on when
and how much HHS releases to Minnesota in the final regular allocation of
FFY2016 EAP funds. The EAPWX A2107 amount is estimated to be about $11M. These
funds will be available through September 2017.
EAPWX A2107 allocations will follow the “first in–first out”
process that was followed for EAPWX A2106.
Service Providers will receive A2107 funds if FSRs show that at least 80%
of EAPWX A2106 funds have been spent. If
your agency has not reported 80% spending but has otherwise obligated all A2106
funds, submit documentation of your total encumbered A2106 funds to weatherization.commerce@state.mn.us.
Save the date – public hearing on the Program Year 2016
DOE State Plan
The public
hearing on the DOE State Plan is planned for Wednesday, April 13, 2016. The hearing will be held at the Department of
Commerce.
Midyear forms update
The
following forms were changed for the midyear policy update. Information on the
changes can be found in our presentation slides and made available on our
website on Monday, January 26:
- Audit Data Collection
- Blower Door & House Pressures
- Mechanical Testing (Contractor)
- Final Inspection
- Safety Assessment (effective January 26, 2016)
Service
Providers may use old versions of printed forms, except for the Safety Assessment
form that went into effect January 26, 2016.
Monitors will review files for the new Safety Assessment form for any
jobs audited on or after that date.
Client signatures
on the new version may be obtained on a date following the audit if necessary.
