City Council Update (October 19, 2022 meeting)
Short-term Rental Ordinance
The City Council approved a short-term rental licensing ordinance. Over the last several years, City Council and staff have received an increased volume of complaints regarding such properties. This new ordinance requires owners to register and obtain a license with the city and abide by performance standards including: standards pertaining to noise, maximum occupancy, parking, and waste. It also establishes procedures for revoking the licenses of short-term rentals violating the prescribed provisions. The ordinance and requirement to maintain a license is effective January 1, 2023. The City Council will review the effectiveness of the ordinance in one-year to ensure the goal of mitigating challenging neighborhood situations is accomplished. We appreciate the feedback we received from the Planning Commission’s public hearing and throughout the entire review process. Your participation helps make better ordinances.
Ordinance to Temporarily Prohibit Medical Cannabis Manufacturing and Distribution Facilities; and Temporarily Prohibit the Manufacture, Testing, Distribution, and Sale of THC/Cannabinoids
The City Council approved a one-year moratorium while we undergo a study to determine whether to adopt any regulations or restrictions, including zoning and location of uses, related to the sales, testing, manufacturing, and distribution of THC products and Intoxicating Cannabinoids. The majority expressed a desire to “hit the pause button." With the Minnesota Legislature likely to reengage on this topic, the City Council thought it was prudent to enact a moratorium to better understand the many facets of this evolving topic and then determine the best path forward with establishing a city ordinance.
However, under the existing state statute, the moratorium only applies to new sales locations and does not restrict existing outlets.
Great Plains Boulevard/79th Street
In the coming weeks, residents will notice improvements at the intersection of Great Plains Boulevard and 79th Street. Due to the volume of cars visiting area restaurants, businesses, and the gas station, the welcomed improvements include striping and signage to mitigate the commonly blocked intersection and blind turning movements. I appreciate all of the feedback on this!

I received a great deal of feedback from my previous communication regarding the proposed tax levy. I appreciate the conversations, emails, and texts regarding the topic. City Council and staff continue to work hard towards a reduction to the final levy in December. Thank you for your engagement.
