Public access television stations like BCAT provide a voice for local communities across the nation, and a unique opportunity for local individuals to express free speech and tell their own stories through film and TV.
The current FCC proposed new rules last fall that would eliminate in-kind services for PEG (Public, Education, Government) stations. In short, this means that the funding that is received from cable companies could be affected - a considerable threat to PEG stations.
For a more thorough understanding of these proposed rules, please take a moment to watch this interview with Tony Riddle, Vice President of Community Media at BRIC in Brooklyn, NY, or you can read more information from the National Association of Telecommunications Officers and Advisors (NATOA).
If you would like it to be known that you oppose these proposed rules, the best thing you can do is reach out to your local representatives. You can fill out a petition to your local officials here, but mailing them a physical letter is more likely to get read.
Please help BCAT and other PEG stations continue to provide you a voice and opportunities to produce your shows! Questions? Contact BCAT staff.

Did you know you can submit your show for playback to BCAT online? Use this link to upload up to five large files and enter bvinar@bloomingtonmn.gov in the "To" field. You will have to submit a playback submission form along with those files, too.
However, our playback server requires files to be in a specific format in order to play correctly. Those specifications can be found on our website, but here they are as well:
If any one of these individual specs is wrong, our server can't play the files, and BCAT staff has to take the time to convert them. Please make sure you are submitting your files following these specifications. Thank you!
The June and July Teen Video Boot Camp sessions are full! Also, at the time of writing this, there are just three spots still available in the August camp.
We are excited that the camps are so popular again this year. We're looking forward to another great summer of youth programs.
If you or someone you know is between the ages of 12-17 and is interested in joining, check out link below for more information, and contact Ben Vinar to sign up.
