Dear Colleagues,  

Happy 2025, Oakland County! After five years, the Economic Development Newsletter is still going strong, and to start this edition, congratulations are in order.

I hope you will join me in wishing our former, Director of Economic Development, Jeanne Broad, a happy and fulfilling retirement.

Jeanne is one of the brightest and most talented individuals I know in the international trade community. Jeanne worked 25 years for General Motors—with 15 of those years as the Director of International Trade Policy. She then worked 10 years for the Michigan Economic Development Corporation as an International Business Advisor, Manager, and Director of International Trade. Please join me in thanking Jeanne Broad for her commitment, service, and excellence in leading one of the most talented Economic Development & Planning teams in the State of Michigan.

Additionally, please join me in congratulating Dominique “Dom” L. Holmes as the new Director of the Department of Economic Development. He brings more than 12 years of economic development experience from Oakland County and Automation Alley.  Oakland County Executive Dave Coulter adds:

“Dom’s breadth of experience in economic development and establishing relationships across the public and private sectors will advance Oakland County’s goal of building a thriving and inclusive economy, I am pleased to have Dom leading this key role in my administration.”

Holmes began his career at Oakland County seven years ago as a Senior Business Development Representative for International Business. His dedication and expertise led to several promotions, culminating in leadership roles as Deputy Director and now Director.  Among his successes is helping to secure a $52 million federal grant to create a mobility supply chain transformation center that provides resources to assist small- to medium-sized manufacturers in Southeast Michigan.

County-Level Building Permit Data

The U.S. Census Bureau recently released preliminary 2024 year-end county-level building permit data. Residential building permit data are available monthly, year-to-date, and annually at the national, state, MSA, county and place levels. This data includes information on the total number of units and their valuation.

All numbers below are preliminary estimates and subject to revision as more data is released from local reporting jurisdictions.

Housing Permits in Oakland County:

2,271 – Number of total new residential units permitted in 2024 in Oakland County, the highest number of permits in the state; Oakland County has averaged 2,592 new housing units annually from 2020 through 2024

$944.8 million – Total estimated value of new residential units permitted in 2024 in Oakland County

14.4% – Increase in new residential building permits issued in Oakland County between 2023 and 2024

1,860 – Number of new residential single-family units permitted in Oakland County in 2024 – the highest number in Michigan; Kent County ranked second (1,219 units) and Macomb County ranked third (1,067 units)

$421,888 – Average value of a new single-family home permitted in Oakland County in 2024

804 – Total number of multi-family units permitted in Oakland County in 2024 – the 3rd highest number in Michigan behind Wayne and Kent Counties

They were present as Italdesign, the renowned Italian automotive design company, revealed plans to establish its North American headquarters in Bloomfield Hills, Michigan. The move is expected to strengthen Michigan’s position as a global leader in automotive innovation and design. The intent is to establish a comprehensive vision for the corridor that balances the needs of all users (autos, pedestrians, transit, and bicycles) to provide a strategic approach for future MDOT investments. Main Street Oakland County Program Celebrates 25th Anniversary—With Main Event on June 12 in Downtown Rochester 

25th Anniversary Celebration Main Event

Although downtown development was part of the Planning Division’s activities starting in the 1970s, the county officially formed the Main Street Oakland County (MSOC) coordinating program in 2000 with the National Main Street Center, a part of the National Trust for Historic Preservation, in Washington D.C.

Several things are being planned to celebrate the 25th anniversary, including the Main Event being held June 12 in Downtown Rochester—the first community to join the MSOC program and the 2013 winner of National’s Great American Main Street Award.

MSOC’s annual gala event includes an award ceremony recognizing excellence in downtown revitalization. Thirty Oakland County communities and historic commercial corridors can compete in this year’s award categories, including: 

  • Spirit of Main Street
  • Legacy of Main Street Excellence
  • Main Street Jubilee
  • Achievement in Community Character or Historic Preservation
  • Business Innovation & Entrepreneurship
  • Community Event of the Year

Virtual Planners Gathering for February Covers the Oakland County Regional Housing Partnership and Zoning Reform 

Michigan's Statewide Housing Plan

The Oakland County Department of Economic Development’s Planning, Zoning and Land Use Unit will host the free and virtual Planners Gathering entitled “Oakland County Regional Housing Partnership and Zoning Reform” on Feb. 20, 10-11 a.m.

Housing is a core planning issue and a hot topic across the state. Michigan’s Statewide Housing Plan, adopted by the Michigan State Housing Development Authority (MSHDA) in 2022, notes that Oakland County has a backlog of existing and forecasted housing demand.

The MSHDA-supported Region L Housing Partnership (RHP) has established three work groups: 

  1. Address homelessness 
  2. Increase the spectrum and supply of housing that is attainable to Oakland County residents 
  3. Build support for the changes needed to achieve accessible and affordable housing 

The Housing Stock Workgroup is facilitating the implementation of the new housing needed to meet both existing and forecast demand in the county.

The supply and cost of housing is an issue everywhere, influenced by many factors, including local zoning. Region L is drawing on Michigan Association of Planning (MAP) tools to assess regulatory barriers that may hinder housing supply and choice. MAP will discuss its Zoning Reform Toolkit, Stories and Studies Guide, and a new Zoning Atlas tool to assess housing development opportunities.

Speakers include Jacob Willson, director of programs, Pontiac Community Foundation, and project manager, Oakland County Regional Housing Partnership; Vern Gustafsson, project director and planner, Pontiac Housing Commission, and Co-Chair, Region L Housing Stock Innovators Working Group; Leah DuMouchel, AICP, director of programs and communications, Michigan Association of Planning; and Ryan Kilpatrick, AICP, President, Flywheel Companies.

Employers are invited to win the Race to Talent through Registered Apprentice Programs 

Oakland County employers interested their own Registered Apprenticeship Program to separate themselves in the race to build a talented workforce are invited to a special workshop and panel discussion hosted by Oakland County Michigan Works!, in partnership with the Michigan Department of Labor & Economic Opportunity.

The in-person event takes place on Thursday, Feb. 13, 2025, from 10:00 a.m. to noon, at the Oakland County Executive Office Building, 2100 Pontiac Lake Road, in Waterford. Advance registration is required: events.resultsathand.com/mwa/3199

Experts from the U.S. Department of Labor, the Workforce Intelligence Network (WIN), Oakland County Michigan Works! and companies with successful apprenticeship programs will share important information on the benefits of this approach to building a skilled team, how to engage an intermediary to launch and grow a registered apprenticeship program, and their growing popularity in a variety of industries.  The panel discussion will feature representatives and apprentices from Elite School Management, FANUC and Barron Industries.

“Michigan is home to nearly 22,000 active apprentices in all kinds of industries, including not just the skilled trades and manufacturing, but now education, healthcare, information technology and others,” said Jennifer Llewellyn, director, Oakland County Michigan Works!  “In Oakland County alone, there are 2,000 apprentices in 74 programs, based on data from WIN.  We’re excited to be partnering with the state to host this Race to Talent event to expand the reach of Registered Apprenticeship Programs even more.”

Oakland County Employers Invited to MiCareerQuest Southeast Virtual Kickoff on Feb. 20 

MiCareerQuest Southeast, the region’s largest career exploration event for high school students, is celebrating its fifth year in 2025.  Employers, labor organizations and education partners interested in joining the excitement are invited to a special virtual kickoff meeting on Thursday, Feb. 20, from 9:30-10:30 a.m.

The event returns to the Suburban Collection Showplace in Novi, on Tuesday, Nov. 18, 2025.  More than 7,000 students and educators are expected to attend MiCareerQuest Southeast and engage with 100-plus exhibitors, highlighting in-demand careers in advanced manufacturing, construction, health sciences and technology.

All of the employers who responded to a post-event survey last fall said MiCareerQuest Southeast was an effective way to showcase their industry to the future workforce.  89 percent of the students who participated in a survey said they learned about employment and education/training opportunities that they did not know existed prior to the event.

“This was a great opportunity for students to open their minds to careers,” an exhibitor commented.  Likewise, a student who answered the survey said, “I loved everything there and was amazed at all of the possibilities for careers.”

During the kickoff meeting, organizers will be highlighting their plans to make this November’s interactive, hands-on career exploration event bigger and better than ever.  They also will be debuting two special videos, capturing the highlights from last fall’s MiCareerQuest Southeast, featuring students, exhibitors, sponsors, partners and others.

“It’s great to bring everyone together early in the year – both those employers who have participated in the past, as well as others who want to learn more and how to get involved,” said Jennifer Llewellyn, director, Oakland County Michigan Works!  “This event cannot take place without the support and dedication of the local business community, labor organizations, educational institutions, government and civic partners.  The kickoff event creates a buzz that gets everyone excited and start planning.”

Lt. Col. Harry T. Stewart Jr.

LOCAL 4: Bloomfield Hills Veteran, One of the Last Surviving Combat Pilots in the Tuskegee Airmen, Dies at 100

Lt. Col. Harry T. Stewart Jr. was one of two of the last surviving combat pilots in World War II’s 332nd Fighter Group known as the Tuskegee Airmen.

He earned the Distinguished Flying Cross for his bravery escorting U.S. bombers during WWII and his heroic actions in combat.

According to the Tuskegee Airmen National Historical Museum, he was only one of four Tuskegee Airmen who shot down three enemy aircraft in a single day. He also was part of the team that won the Air Force’s first Top Gun Aerial Combat competition in 1949.

After the war, Stewart went to college and graduated from New York University with a degree in mechanical engineering. He then became a vice president at Detroit’s ANR Pipeline Co., where he retired.

“Harry Stewart was a kind man of profound character and accomplishment with a distinguished career of service he continued long after fighting for our country in World War II,” said Brian Smith, President and CEO of the Tuskegee Airmen National Historical Museum. “We are deeply saddened by his passing and extend our condolences to his family and friends around the world.”

Pontiac-Based Michigan Army National Guard Soldiers Receive Tributes from Government Officials 

Soldiers with the Michigan Army National Guard 1775th Military Police Command, based at the Pontiac Armory received honorary tributes from Congresswoman Haley Stevens; State Representative Brenda Carter; and Oakland County Commissioner Angela Powell, for efforts in support of the annual Holiday Extravaganza Parade in Pontiac and various community service projects throughout the area.

Oakland County Continues to Offer ‘This Ride’s on Us’ Program to Area Veterans

Oakland County, SMART (Suburban Mobility Authority for Regional Transportation) and local transit providers continue to offer “This Ride’s on Us” program for veterans.

Launched in June 2024, the “This Ride’s on Us” program offers free public transportation for veterans and their caregivers, for medical appointments, errands and visits to senior centers. The program was initially set to end Sept. 30, 2024, but was extended through Sept. 2025, thanks to an additional $530,000 grant from the Michigan Veterans Affairs Agency. The goal of the program is to improve accessibility and quality of life for the county’s 53,000 veterans, more than half of whom are over 65, many with disabilities.

“This has already helped so many Oakland County veterans, and I’m thrilled that we can continue this vital service,” Oakland County Executive Dave Coulter said in a news release. “Our goal is to eliminate any barriers to transportation for our veterans who have sacrificed so much in service to us all.”

Local transit providers, including North Oakland Transportation Authority (NOTA), Western Oakland Transportation Authority (WOTA), People’s Express, and OPC Social & Activity Center, in partnership with SMART, will continue to provide the free rides.

Veterans and their caregivers can schedule rides by calling (248) 419-7984 at least 72 hours in advance, and providing proof of service, such as DD214 discharge papers or a veteran ID.
