Dear Stakeholders,
Since welcoming 2023, the State Land Bank Authority (SLBA) team has been busy working on creative solutions for community and economic development in Michigan.
We are excited to continue to bring to fruition various projects and initiatives in the coming months and beyond. Below is a snapshot of some recent updates and priorities in the new year:
- Increased engagement with county land banks across the state to provide technical assistance in holding properties for redevelopment.
- Continued technical assistance for developers and local governments as they utilize land bank partnerships and our Tax Increment Financing Guidebook, which allows local Brownfield Plans to be approved to catalyze attainably-priced housing development.
- Continued advocacy for dedicated funding sources for the SLBA and county land banks to ensure information on public-owned land is centralized and accessible.
- Increased collaboration with the Michigan Department of Agriculture and Rural Development to provide technical assistance for development in rural communities.
- Continued coordination with educators on adding land bank content to existing career and technical education curriculum for planners and economic development practitioners.
- Increased investment in a predevelopment pilot program in Detroit to connect developable, publicly owned properties with historically disadvantaged populations.
Additionally, our Blight Elimination Program Request for Proposals (RFP) round one deadline is Jan. 31, and funds will be distributed throughout March and April. The second round will be public in early April, with a May 31 due date and funding decisions to be completed by June 30. The millions of dollars in awards will help the state build safer, more prosperous communities and convert underutilized land into productive space.
As always, we continue to focus on stabilizing neighborhoods, repurposing and redeveloping properties for new use, building more attractive, vibrant and equitable communities, creating more options for affordable housing and improving the overall quality of life for Michiganders.

The State Land Bank Authority (SLBA) is looking to qualify corporate firms, companies, teams, individuals or professionals to perform a range of environmental services on select SLBA properties across Michigan which may be improved, vacant, commercial, industrial or residential.
The intent may be to prepare the property and structure for renovation or demolition, or to assess the property and gain a better understanding of its current environmental condition and any necessary remediation actions and activities that may need to take place.
This RFQ is open to all environmental professionals who are capable and qualified to meet the objectives and requirements.
Questions on the RFQ are due Jan. 30. Submissions in response to the RFQ are due Feb. 24.
