We are happy to announce that we received the PHEP notice of award July 1. As expected, it is the anticipated partial amount as was shared previously. We are in the process of reviewing it, but at this time we are not anticipating any major changes to the LHD work plan.
If you have additional questions, please utilize the following points of contact:
The next quarterly new EPC Orientation will take place on Thursday, July 17 at DEPR. If you plan to attend, please register on MI-TRAIN by COB on Friday, July 11. The session will run from 8:30 a.m. - 3:45 p.m.
The LHD year-end progress report survey for BP1 was created using Microsoft Forms this year. EPCs should be able to navigate back and forth between questions. All questions require an answer. If you have any issues with the survey, please contact Jim Koval.
A copy of the survey questions is available.
The survey is due: July 31, 2025. *Note corrected date*
The BP2 PHEP cooperative agreement work plan for local health departments (LHDs) is now available. As discussed at the Face2Face meeting this year, there are several things to note about the work plan for this cooperative agreement period:
- Note the minor correction on page 23.
- The work plan builds upon the five-year plan developed last year. It is a base plan similar to last year with some updates to clarify things. An addendum specific to BP2 has been added.
- The addendum (page 18) adds details to BP2.
- Page 3 of the work plan refers to Attachment III. EPCs are expected to familiarize themselves with this important document, which covers administrative, financial and other federal and programmatic requirements.
- Additional documents, including the Attachment III, are available in the MIHAN Document Library at: Documents → Local Health → EPC General → PHEP 2024-2029 → Guidance Documents.
- The BP2 Quick List of Deliverables is back (page 23-24). This includes all requirements due for BP2 (in the base work plan and addendum).
- Have both plans printed? The front page of the new plan is a different color this year.
If you have any questions, please reach out to your regional point of contact.
The 2025 COOP (Continuity of Operations Plan) Resource Guide for Local Health Departments is now available, offering updated tools, training links, and templates to help you ensure your agency can continue serving the public—even in the face of disruption. This newly revised guide provides:
- Step-by-step training resources, including FEMA courses and Michigan’s own MITRAIN module (Course ID: 1117289).
- Templates and examples from Missouri, Kansas, and FEMA to help structure your COOP plan.
- Exercise guidance using HSEEP and FEMA’s COOP Exercise Starter Kit, so you can put your plan into action before an emergency hits.
Whether you're creating a COOP plan from scratch or updating an existing one, this guide streamlines the process and ensures alignment with national standards.
Please see the flyer below for information on upcoming Budget Period 2 (BP2) Michigan Volunteer Registry (MVR) training opportunities. These sessions, including both MVR Administrator training and monthly MVR virtual office hours meetings, will cover key topics such as the current and new MVR system platforms, volunteer management, and core MVR functionalities.
Workplan deliverables for Local Health Departments (LHD): Each LHD must designate a primary MVR administrator, and one MVR backup administrator, and ensure their contact information is regularly updated through submission of quarterly contact information forms.
Beginning in BP2, Juvare will launch a new MVR system platform. All designated MVR administrators and backups will be required to complete MVR administrator training following the system’s launch, and once every three years thereafter. In addition, all MVR administrators must participate in one MVR functional drill per budget period. Training will be offered bi-monthly, and drills scheduled twice per year (October/November, February/March; subject to change based on the new system platform launch timeline).
For any questions, please contact Elizabeth Shepard or Stephanie Steele.
The updated Michigan Medical Surge Plan is now finalized and available for use. This version reflects extensive collaboration and incorporates current best practices to support healthcare preparedness and response during a medical surge. Please review this document, understand roles and responsibilities for the local health departments and how they can support HCCs and healthcare during medical surge events.
