The Bureau of Emergency Preparedness, EMS and Systems of Care (BEPESoC), Division of Emergency Preparedness and Response (DEPR) will resume statewide quarterly 800 MHz radio tests beginning in late September or early October of 2024. DEPR would like to ensure that each organization (local health departments, tribes, healthcare coalitions, regional labs) are able to locate their 800 MHz radio, ensure radios are in working condition, and that each organization has designated staff (and backups) to participate in statewide quarterly radio tests.
Please fill out the online survey no later than September 16 to help DEPR ensure organizations will be ready to resume participation in statewide radio tests.
National Preparedness Month provides an opportunity for state and local health departments, emergency management and others to encourage community understanding and support of the importance emergency preparedness. The annual Premiere Public health Conference will be held at the Delta Hotel and Muskegon Convention Center October 15 – 16, with pre-conference sessions on October 14.
Early registration closes on September 12. Registrations received after September 12 and prior to October 1 will incur a $50 fee. Registration closes on October 1.
Michigan State Police Emergency Management and Homeland Security Division (MSP-EMHSD) is working to get L0449 Incident Command System (ICS) Curricula Train-the-Trainer in Michigan. If they are able to do this, they will need at least 20 students to take the course. The course would be scheduled for late 2025.
Here is more about the course: This course is a capstone course for ICS lead instructors. Students must have a working knowledge of the ICS core curriculum. The goal of this 40-hour course, E/L/K 0449 Incident Command System (ICS) Curricula Train-the-Trainer, is designed to advance instructors knowledge and ability to deliver Incident Command System Curricula related training courses.
For more information: L0449 ICS Train the Trainer In order to take this course, you must have the following prerequisites with a completion date of May 2020 or later. If you have completed these courses before then, you will have to take them again. • ICS-300 • ICS-400 • IS-100 • IS-200 • IS-700 • IS-800 • G-191
The student will also need to have completed an instructional development course. Examples of this type of course are E/L0141: Instructional Presentation and Evaluation, PER-266: Instructor Training Course, or MGT-323: Instructor Development Workshop. Also, acceptable would-be Fire Instructor I or II, EMS Instructor, or other formal instruction training. Please note that other train-the-trainer courses will not satisfy this requirement.
We are hoping to offer more ICS 300 and 400 courses for EPCs and others moving forward and having trainers who work in public health allow for training that is more meaningful and beneficial to the students.

Recently the 2 CFR Part 200 guidance, also known as the Uniform Guidance, was updated. Below are some of the top highlighted changes that impact the HPP subrecipients:
- Equipment has changed from any one item of $5,000 to $10,000; disposal needs approval (page 32)
- Disposal proceeds from $500 to $1000 can be kept (page 33)
- Indirect Cost Rate (IDR) de minimums from 10% to 15%
- Single Audit threshold requirement from $750,000 to $1,000,000
- NOFO: new definition - Participant – not an employee but more like a partner (page 12)
- Prior Approval – Key personnel listed (page 30)
