New Division Director Announced

Jay Fiedler, Director of the Bureau of Emergency Preparedness, EMS, and Systems of Care (BEPESoC) announced that Brianna Briggs has been named the new Director of the Division of Emergency Preparedness and Response (DEPR) effective September 5, 2023. Brianna comes from the Michigan State Police – Emergency Management and Homeland Security Division (MSP-EMHSD). 


COVID-19 Long-Term Care Testing Update

Reminder: Open Enrollment Opportunity for Recurring COVID-19 Testing Supply Allocation (for facilities not already enrolled)


The Michigan Department of Health and Human Services (MDHHS) is reminding Long-Term Care Facilities that open enrollment for recurring testing supply allocation will next occur Monday, November 6 - 10, 2023.


Facilities that are not currently enrolled to receive recurring shipment of COVID-19 tests from MDHHS and wish to do so, should fill out the LTCF Monthly Antigen Shipment Enrollment form during the next open enrollment opportunity to initiate monthly shipments of testing supplies. This monthly recurring allocation of tests will replace the current ordering process, where facilities request testing supplies using the online Test and Support Form each time supplies are needed.

 

Sites do not need to sign up for auto-shipments more than once. MDHHS will provide quarterly opportunities for sites to adjust allocations or opt-out of the auto-shipment process. If you already submitted the Monthly Antigen Shipment Enrollment form AND were contacted by MDHHS regarding enrollment, there is no need to submit again.

 

Quarterly Enrollment Opportunity: Each quarter MDHHS will re-open this enrollment survey for those sites that either missed the initial sign-up deadline or are newly established. The quarterly enrollment opportunity will be open for the 1st full week of each new quarter; the schedule for the next open enrollment period is provided below:
• November 6 – 10, 2023
• February 5 – 9, 2024
• May 6 – 10, 2024

 

Facilities will receive additional information prior to the start of auto-shipment.

 

Facilities may still use the online ordering form for a contingency supply to be provided to them until the next month’s shipment. For questions or concerns, please email MDHHS-COVIDTestingSupport@michigan.gov.


HHS National Biodefense Science Board (NBSB) Public Meeting

NBSB members will discuss lessons learned from COVID-19 and present recommendations on additional topics, including collection, analysis, and sharing of operational health data; uses of virtual healthcare during disaster responses; and disaster response challenges specific to rural and underserved communities. There will also be a discussion of recommendations related to priorities for future medical countermeasure attributes as requested by the Biomedical Advanced Research and Development Authority. Drafts of the recommendations for public review will be on the NBSB webpage as soon as they are available. The public meeting will take place on August 28 from 2:00 - 3:00 PM ET. Training Opportunity: Emergency Response to Exposures from Toxic Chemicals

The American College of Medical Toxicology (ACMT) in partnership with the Region 4 Southern Regional Disaster Response System (SRDRS) is pleased to
offer this course on emergency medical response to exposures from toxic chemicals. This is an Awareness Level Training and designed for EMS, Public Health, Law, and Emergency Providers. Free CE also available. This is a day long program packed with essential chemical hazard information. This is a free, live event. Go to the ACMT website for information and to register.


NACSD & NACIDD to Hold Joint Public Meeting

The National Advisory Committee on Seniors and Disasters (NACSD) and National Advisory Committee on Individuals with Disabilities and Disasters (NACIDD) Joint Public Meeting will be held virtually on Tuesday, September 19, 2023, from 1:00 to 3:00 p.m. ET. Advanced registration is required. To register for the webinar and for additional meeting information, visit the NACSD/NACIDD public meeting page. We encourage you to share this engagement opportunity broadly across your network.

 

The NACSD and NACIDD will provide expert advice and guidance to HHS regarding the specific needs of older adults and people with disabilities, respectively, related to disaster preparedness and response. Drafts of the recommendations for public review will be on the NACSD/NACIDD public meeting page as soon as they are available.

If time allows, committee members will address as many written comments as possible. All meeting materials will be made publicly available on the NACSD/NACIDD public meeting page.

WMU Symposium on Healthcare Professional Well-Being Promotion & Suicide Prevention

Western Michigan University Homer Stryker MD School of Medicine has established an annual conference focusing on healthcare professional well-being promotion and suicide prevention. This symposium will be held on Friday, September 15, 2023, from 7:30 a.m. to 4:00 p.m. in Kalamazoo and is open to all healthcare professionals at no charge. For those unable to attend in person, the morning and afternoon keynote presentations will be live streamed (requires registration).

Preparedness Lunch and Learn

The MDHHS Preparedness Lunch and Learn series will be starting up in September 2023 with a chemical preparedness topic on September 18, 2023.

 

Following a chemical preparedness and response series, topics will continue to build knowledge for emergency managers in hospitals and other healthcare facilities as well as Healthcare Coalitions, Local Health Departments, tribes, and others. 2023 UP Cybersecurity Symposium & Incident Response Workshops

Taking place at the Northern Center on Northern Michigan University’s (NMU) campus in Marquette from Monday, September 25 - Wednesday, September 27, 2023, this second annual event will bring together multiple state, federal, and civilian cybersecurity resources to connect with regional cybersecurity practitioners and decision makers.

 

The schedule is tailored to allow for flexible participation across topics, including hands-on training and workshop activities. FEMA and FCC Plan Nationwide Emergency Alert Test

Messages Will be Sent to All TVs, Radios, and Cell Phones. The national test will consist of two portions, testing WEA and EAS capabilities. Both tests are scheduled to begin at approximately 2:20 p.m. ET on Wednesday, Oct. 4, 2023.

ASTHO: Policies for Inclusive Emergency Preparedness Planning

July marked the 33rd anniversary of the Americans with Disabilities Act (ADA). The ADA protects people with disabilities from discrimination in employment, state and local government services, public accommodations, telecommunications, and other areas of life. While the ADA set a foundation to make public accommodations more accessible, there’s room to improve equity for people with disabilities. The Association for State and Territorial Health Officials (ASTHO) has published an article that discusses policies for inclusive emergency preparedness planning. 


NACCHO Action Guide to Disrupt Inequitable Health Outcomes

the National Association for County & City Health Officials (NACCHO) and partners released An Action Guide to Disrupt Inequitable Health Outcomes. This guide is a new community-developed tool providing informative cases, actionable steps, and practical resources to drive greater health equity. This guide focuses on four key areas: healthcare facilities and delivery; workforce pathways, research and data, and policy. It also features practical steps to begin or advance efforts toward meaningful change.


The Role of Health Care Providers in Combating Human Trafficking During Disasters

Half of human trafficking victims are seen by health care workers when in captivity but are rarely recognized by health care workers. Learn how to spot signs of human trafficking and what to do if you suspect a patient or client is a victim. The Administration for Strategic Preparedness and Response (ASPR) has published an article on this topic. 


Call for Abstracts: 2024 Preparedness Summit

The call for abstracts for the 2024 Preparedness Summit, to be held March 25-28, 2024, in Cleveland, Ohio, is officially open! This year’s theme, Public Health, Healthcare, and Emergency Management: Aligning to Address Cascading Challenges, will provide an opportunity for sectors to come together, align missions, and discover better ways to work as true partners to meet the challenges of today and tomorrow. The abstract submission period is open through September 15, 2023 (11:59 PM PT). Deadline extensions are not guaranteed.


The committee seeks sessions that:
• Are evidence-based,
• Highlight programs or model practices that have proven effective in building and sustaining public health and healthcare preparedness at the national, state, local, or tribal level; and
• Demonstrate tools and resources that are replicable and scalable at the national, state, local, or tribal level.
The committee is particularly interested in sessions that illustrate:
• Case studies from successful cross-sector collaboration
• Highlight partnerships and/or communications strategies,
• Tools to assist in sharing data and information.
