V 1.2 states "This work plan was developed in alignment with the Centers for Disease Control and Prevention (CDC) BP5-2023 Notice of Funding Opportunity Announcement (NOFO) CDC-RFA-TP19-1901, and Attachment III of the Comprehensive Contract between MDHHS and LHDs." This document is stored in EGrAMS and is not readily accessible. Due to the importance of this document, DEPR has provided a copy of Attachment III for EPCs and health officers' reference. A copy can also be found on the MIHAN in the document library at Documents -> Local Health -> EPC General -> PHEP FY 2023-2024 BP5. EPCs and health officers are encouraged to read this document carefully and pass it on to their finance staff as well. 


Integrated Preparedness Plan

DEPR has received requests for a template for the integrated preparedness plan. The Federal Emergency Management Agency (FEMA) has a number of resources on its Homeland Security Exercise and Evaluation Program (HSEEP) website under the program management heading.


MDHHS Sesquicentennial

The Michigan Department of Health and Human Services (MDHHS) is excited to recognize 150 years of public health in Michigan! The first department of public health in the state was established on July 30th of 1873. A public health system serves to protect residents from unsafe conditions, prevent disease and promote good health. EPCs working with HCAM to Foster Access & Functional Needs Training for AFC & Assisted Living Facilities

Recently, Kris Dewey (EPC at Branch-Hillsdale-St. Joseph Community Health Agency) and Susie Dice (EPC at Lenawee County Health Department) met with Jenny Post from the Health Care Association of Michigan (HCAM) to begin discussing Access and Functional Needs training opportunities for assisted living and adult foster care facilities. HCAM has a membership statewide of over 280 assisted living facilities.

 

Kris and Susie provided business contact information for the regional health care coalitions and the local health department EPCs to HCAM. HCAM will be using the information to encourage their membership to reach out to find out how they can partner together. They published this information in their July newsletter to their membership.

White House Launches Office of Pandemic Preparedness and Response

As part of the president’s commitment to ensure that the country is more prepared for a pandemic, the White House has established a new Office of Pandemic Preparedness and Response (OPPR). This will be a permanent office in the Executive Office of the President (EOP) charged with leading, coordinating, and implementing actions related to preparedness for, and response to, known and unknown biological threats or pathogens that could lead to a pandemic or to significant public health-related disruptions in the United States. OPPR will take over the duties of the current COVID-19 Response Team and Mpox Team at the White House and will continue to coordinate and develop policies and priorities related to pandemic preparedness and response. Major General (ret) Paul Friedrichs will serve as the inaugural director of the new office and principal advisor on pandemic preparedness and response as of August 7. Read the full statement from the White House to learn more.


Environmental Cleaning and Disinfection Webinars

The MDHHS Surveillance for Healthcare-Associated and Resistant Pathogens (SHARP) Unit is pleased to announce that the Environmental Cleaning and Disinfection webinars are now available online. You can now view the presentation slides and webinars at Michigan.gov/HAI.

 

There are 2 sets of recordings: one set for healthcare administrators, and one set for frontline staff.


NEHA Wildfire Response Guide Now Available

The National Environmental Health Association has released a new Wildfire Response Guide for Environmental Public Health Professionals provides potential considerations and roles for environmental public health professionals when responding to a wildfire.

 

The guide includes:
• Response and recovery objectives for each environmental health area
• Template messages,
• Sample forms that can be used to meet objectives,
• Recommended guidance documents,
• Suggestions for cross-sector partnerships and policies.


New Crosswalk of the 2021 and 2014 Core Competencies

Following the release of the 2021 Core Competencies for Public Health Professionals (Core Competencies), the Public Health Foundation has been working to develop new resources and tools to support public health professionals and organizations in using the newest version of the Core Competencies. Most recently, a crosswalk of the 2021 version of the Core Competencies to the 2014 version has been completed. This tool illustrates the relationships between specific competencies within these two versions and can be used by public health professionals and organizations to help transition workforce development efforts from the 2014 Core Competencies to the 2021 version. NACCHO and CredibleMind Launch Behavioral Health 360 Program to Improve Mental Health in Our Communities

The National Association of County and City Health Officials (NACCHO), the voice of the country’s nearly 3,000 local governmental health departments, today announced a partnership with CredibleMind, a leader in digital population-based mental health solutions. The partnership will create and launch Behavioral Health 360, a groundbreaking nationwide program designed to help combat the country’s mental health crisis. The program sets a national agenda that empowers local public health departments to improve the mental health status of their local communities.


Local public health leaders and staff work to protect and promote health and well-being for all people in their communities. Behavioral Health 360 will provide them with foundational tools to apply a public health approach to improve behavioral health, which has largely been underfunded and under-addressed. The program focuses on the prevention and early intervention of mental and substance use disorders, which can help reduce the disease burden and strain on the healthcare system. The local digital mental health deployment allows local health departments to mold the program based on their local needs, strategies, culture, demographics, and makeup.

 

CredibleMind’s behavioral health digital platforms will provide the technology backbone to broadly deploy Behavioral Health 360 in the United States. CredibleMind’s comprehensive platform supports individuals by providing evidence-based self-care for all mental health and well-being topics. The program will include a Virtual Community to connect public health leaders in sharing learnings and strategies to become data-driven and evidence-based in improving community mental health. Ongoing data and analytics will enable local health departments to gain better insights into their community’s mental health needs and track outcomes.
