This meeting will consist of a joint meeting of HCCs, LHDs, and tribal partners on Monday, May 8, and a meeting with LHDs and tribes on May 9. A revised agenda is now available.
The joint face-to-face meetings taking place in Grand Rapids on May 8 and 9 will replace the usual monthly PHEP Partners call for May. The call for May 11 was cancelled.
The General Services Administration (GSA) is hosting a webinar on GSA’s Public Health Emergencies Program (PHE) on May 10 from 2 to 3 p.m. (ET). Join the webinar to learn about the PHE program and how it functions to benefit state, local, tribal, and territorial governments!
When a federal public health emergency is declared, state, local, tribal, and territorial governments can benefit from the GSA Schedule’s speed, savings, and ease of use. Under the PHE program, these non-federal entities are authorized to buy from the GSA Schedule when spending federal-grant funds in direct response to a public health emergency. The Public Health Emergency Planning toolkit, prepared by the Association of State and Territorial Health Officials and the World Institute on Disabilities, to answer questions and provide information for audiences working towards disability inclusive planning. The toolkit prioritizes inclusive planning and provides overarching guidance and considerations that can be applied to a variety of health and public health systems and structures. While not exhaustive, it highlights key planning considerations to ensure public health emergency plans include people with disabilities. It is intended to be used in conjunction with other department and agency plans, as well as disability agencies in the local jurisdiction. Please review and use as part of the HCCs inclusive planning program.

NACCHO, in partnership with Deloitte Consulting LLC, has released two administrative preparedness resources: the Situation Report Template and the Emergency Staffing Plan Template. These emergency staffing plan templates were created from a year-long grant-funded partnership between NACCHO and Deloitte Consulting LLC. The Building Workforce Capacity of Rural and Frontier Local Health Departments to Respond to COVID-19 Project focused on increasing the workforce capacity of local health departments that serve rural/frontier jurisdictions to effectively respond to, recover from, and build community resiliency related to the COVID pandemic and other public health emergencies. Sudden communication disruption resulting in network congestion or degradation can be the result of common incidents, such as weather-related events, cyber-attacks, and human errors. These communication disruptions can restrict response times and critical information sharing among essential personnel and organizations. This one-pager is designed to share information about Government Emergency Telecommunications Service (GETS) and Wireless Priority Services (WPS). These federal programs enhance communication during disasters by allowing certain users to have prioritized communication access via wireline commercial networks and some priority of cellular networks and wireless. On April 11, 2023, the World Health Organization released a report on the death of a woman infected with Avian Influenza A(H3N8) in China. Preliminary epidemiological investigation suggests that a visit to a live poultry market may have been the source of infection. This is the third case of human H3N8 infection ever recorded, and the first death. H3N8 is an Influenza A virus subtype distinct from the H5N1 subtype that has been circulating globally in bird populations. Read the full Situation Report from NETEC online.
This website synthesizes what is known about communication with at-risk populations from a multi-year partnership between the Natural Hazards Center research team and the U.S. Army Corps of Engineers Institute for Water Resources. It includes an annotated bibliography on communication with at-risk populations, a guide for providing risk-communication to vulnerable population, and a worksheet booklet which may facilitate communication with these populations.
