COVID-19 Cluster/Outbreak Reporting Change

MDHHS is transitioning COVID-19 outbreak reporting via LHD SitRep submission to reporting into the Michigan Disease Surveillance System (MDSS) Aggregate Case Report. Starting the week of June 19, 2022, detailed outbreak and cluster data will no longer be reported through the SitRep; instead, all outbreaks and clusters should be reported using the MDSS Aggregate Case Report. During the transition, SitReps should include a list of new and ongoing outbreak names or MDSS Aggregate Case ID number. This is expected to be temporary, and more information will be provided.

While all outbreaks and clusters are to be reported into MDSS, only those in the following settings will be included on the MDHHS Outbreak Reporting Website:

• Long-Term Care Facility (e.g., SNF, assisted living, adult day care, group home, etc.)
• Childcare/Youth Programs (e.g., daycare, day/overnight camps, extracurricular activities, sports programs, etc.)
• Jail/Prison/Detention Center
• Healthcare (e.g., inpatient, outpatient, dental practices, dialysis, etc.)
• Shelters/Settings that provide services for people experiencing homelessness

The MDHHS School-related Outbreak website will pause for reporting and updates during the summer months. Any K-12 school outbreaks or clusters that occur (e.g., summer school) must still be reported into MDSS as an Aggregate Case Report.

MDHHS staff will pull the outbreak and cluster data from the MDSS Aggregate Reports in order to update the MDHHS Outbreak Reporting Website. Please add new outbreaks and update existing outbreak data weekly by 5pm on Thursdays in the MDSS Aggregate Case Report. This includes updating the outbreak 'Investigation Status' so that outbreaks are properly counted as New versus Ongoing.

• The MDSS Aggregate Case Report will be used going forward. Previously reported, resolved outbreaks do not need to be entered as historic data. If the outbreak or cluster is new or ongoing, it should be entered into MDSS.
• Individual cases, including those associated with an outbreak, must still be reported as their own cases in MDSS. The Aggregate Case Report is used to summarize the overall outbreak.

In preparation for the change, please review open MDSS aggregate COVID cases, using the following search criteria:

• Condition = Novel Coronavirus COVID-19
• Investigation Status = New, Active, Review, Completed-Follow Up
• Geographic criteria = your jurisdiction/county

Please review the following:

• If the outbreak if resolved, mark Investigation Status = Completed
• If the outbreak is ongoing, mark Investigation Status = Active, Review, or Completed-Follow Up (whatever the LHD preference is)
• If the outbreak is ongoing, please check that “Type of Facility” in the Outbreak tab is marked.
• Please select only one category and subcategory (if the setting type has one). Due to an MDSS export issue, please do not select the subcategory Other (i.e., LTC Other, Healthcare Other, or Corrections Other) for the time being.

Timeline:

• Thursday, June 16: Last day of entering outbreak data into LHD SitRep
• Thursday, June 23 5pm: deadline for entering and updating all New and Ongoing outbreaks as Aggregate Cases in MDSS for that week.

Please see the attached PowerPoint guidance document for more information.

Monkeypox Resources from CDC

CDC recently shared two new resources on CDC’s Monkeypox webpage:
The Clinicians FAQ answers common questions from healthcare providers and can be used in conjunction with CDC’s Information for Healthcare Professionals.
Social Gatherings, Safer Sex, and Monkeypox is a resource for individuals to help understand and mitigate the risk of contracting Monkeypox.
In addition, CDC issued CDCHAN 468 Updated Case Finding Guidance.
