State of Michigan Closed for the Holidays

All State of Michigan offices will be closed for the holidays on December 24-25, 2019, and December 31, 2019 - January 1, 2020. If assistance is needed during that time, please contact the CHECC Duty Officer at 517-819-0391 or checcdeptcoor@michigan.gov.

Mid-Year Progress Reporting Tool for LHDs Now Available – Due January 30, 2020

The BP1-19 Mid-Year Progress Reporting tool for local health departments is now available online via Survey Monkey and must be completed by January 30, 2020. A PDF of the survey tool is attached but should be used for reference only. The Mid-Year Progress Report must be submitted online. Due to formatting limitations, the POD data questions are not included in the survey monkey tool as previously mentioned on the EPC call last week. Instead, a separate tool containing pre-populated POD location information will be sent to EPCs in the near future. EPCs will be asked to verify the current information and provide some additional detail related to direct shipping considerations for each facility. More information will be made available in the coming weeks.

Tribal Health Partners Mid-Year Progress Report Now Available - Due January 30, 2020

Tribal health partners should complete this mid-year progress report form and submit it to the PHEP mailbox at MDHHS-BETP-DEPR-PHEP@michigan.gov by January 30, 2020. Be sure to submit after action reports and any other documents requested in the reporting tool.  For questions, contact Mary Macqueen.


Epi Work Plan

The epi work plan items continue to be developed in accordance with the Public Health Emergency Preparedness (PHEP) cooperative agreement. The epi work plan addresses the BP1 Budget Period (July 1, 2019 – June 30, 2020). Specifically, these items are designed to address the priority Resources Elements found in the four Functions of Capability 13: Public Health Surveillance and Epidemiologic Investigation. The tasks in the epi work plan will be carried out by LHD communicable disease/epi staff. EPCs are tasked with assuring these tasks get accomplished and the required deliverables are submitted to the regional epidemiologist by the dates specified in the plan. The epi work plan is comprised of three documents: 1) Epi Work Plan, 2) Epi Work Plan Supplemental Documents, and 3) Enhanced Analysis. Remember, the enhanced analysis section cannot be completed before June 30, 2020, due to the data requirements. If there are any questions, contact your regional epidemiologist


BP1 SNS/MCM Webinar Series

The MCM/SNS team will conduct MCM-themed webinars for the remainder of the current budget period. These webinars will be approached with the new emergency preparedness coordinator/planner in mind, offering an overview of plan structure with some in-depth discussion on select functions. Dates/times and subject matter are as follows:

FEMA Releases Community Lifelines Toolkit 2.0

The Federal Emergency Management Agency (FEMA) announced the release of the “Community Lifelines Implementation Toolkit 2.0” and the “Incident Stabilization Guide,” which provide updated information and resources to better understand and implement Community Lifelines throughout the emergency management community. "Community Lifelines Toolkit 1.0" was released in February 2019 as the first formal guidance on lifelines. Since then, FEMA has conducted significant stakeholder engagement with state, local, tribal and territorial emergency managers, interagency partners, and private and non-profit stakeholders to provide training, achieve buy-in, and gain critical feedback to help mature the construct. Comments Needed: FEMA's “Comprehensive Preparedness Guide"

FEMA is seeking to update the “Comprehensive Preparedness Guide 101: Developing and Maintaining Emergency Operations Plans” (CPG 101). This guide was last updated in 2010 and provides guidance for developing emergency operations plans. Due to the foundational nature of this document, and its importance to whole community partners, FEMA is seeking the input of the whole community on what stakeholders would like to see in an updated CPG 101 through Tuesday, January 14, 2020.


FEMA will host a series of 60-minute virtual listening sessions to provide a brief background on CPG 101 and gather thoughts and recommendations on how to improve the document in addition to comments collected on the text version. Recording of CDC Presentation on Hepatitis A Outbreak Response Now Available

A recording of CDC’s December 2, 2019, national webinar on the role of preparedness in the hepatitis A outbreak response is now available on the CDC website. Conducted by CDC’s National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention, the webinar included updates from CDC subject matter experts and representatives from the state health departments in Florida and Tennessee.
