Required NIMS Compliance Course Number Changed

The Emergency Management Institute (EMI) at the Federal Emergency Management Agency (FEMA) has changed the course number for the Public Information Officer Awareness Course from IS-702.a to IS-29.a.  Please update Attachment 1 in your copy of the PHEP Work Plan. Contact Jim Koval with questions.


Staff Changes

National Response Framework – 4th Edition

FEMA published the National Response Framework 4th Edition on October 28, 2019. This fourth edition of the NRF incorporates lessons learned and best practices identified from responses to disasters that have occurred since 2016. The Fourth Edition continues the use of the concept of community lifelines that was introduced in the third edition (2016) and adds a new Emergency Support Function (ESF): ESF #14 – Cross-Sector Business and Infrastructure. Examples of supporting actions or capabilities of this ESF are: Be informed of and assess cascading impacts of health or medical infrastructure or service disruptions and prioritize cross-sector requirements. The new ESF 14 replaces the previous ESF 14 - Long Term Community Recovery. 


Regional Special Pathogen Legal Training and Tabletop Exercise

Regional presentations of the Special Pathogen Legal Training and Tabletop Exercise for Judges and Health Officers are being arranged for the weeks of May 18, May 25, and June 1, 2020. This training and tabletop exercise is a one-day event that is divided into two parts: Part 1 gives judges an overview of Michigan’s emergency management system, the role of public health in that system, and what role the courts play in emergency response. Part 2 is a tabletop exercise using a moot court video to introduce the scenario of a person potentially infected with the Ebola virus. The first presentation is set for May 20, 2020, at the State Office Building in Escanaba. Three additional sites are being secured. Save the Date notices will be sent to judges by email before Thanksgiving. EPCs and health officers will be copied on these notices. For more information contact Jim Koval.
