President Trump signed the Pandemic and All Hazards Preparedness and Advancing Innovation Act (PAHPAI), S. 1379, into law in July. This new law is comprehensive and reauthorizes programs to improve preparedness and response, strengthen the emergency response workforce, and strengthen the National Health Security Strategy. The attached document developed by the Association of State and Territorial Health Officials (ASTHO) is a preliminary, high-level summary of the law’s key provisions relevant to state and territorial public health. This summary does not include provisions related to the military and civilian partnership for trauma readiness or biosurveillance.
The need for an active shooter/hostile event response (ASHER) program is becoming increasingly important. Following the Pulse Night Club shooting, responders looked for resources they could use in formulating their plans, but they found very little. In 2016, the National Fire Protection Association (NFPA) was asked to write a standard that could be used to create a coordinated, standardized process for dealing with an ASHER. The NFPA 3000 (PS) is a provisional standard that outlines the minimum requirements for a national standard for ASHER programs. This standard takes a whole community approach and LHDs and tribes might find it useful. A fact sheet and toolkit are linked below. The full NFPA 300 (PS) can be purchased from NFPA for $52.00.
