BP1-S Hazard Vulnerability Assessment Tool

As outlined in the evidence-based benchmarks section of the BP1-S LHD Work Plan, EPCs are required to submit an updated Hazard Vulnerability Assessment (HVA) this budget period. The ASPR-developed Healthcare and Public Health Sector Risk Assessment Tool has been finalized and will be due as a quarter 3 deliverable on March 29, 2019.

 

After downloading the tool, all files must be extracted from the zip file and saved. Macros must be enabled within Excel before using. Completed modules in the toolkit should be submitted as Excel files to the MDHHS-BETP-DEPR-PHEP@michigan.gov mailbox with a CC to the regional POC.

 

The HVA is a suite of self-assessment tools that allows public health and healthcare systems to identify the threats and hazards facing them, measure the resilience of their operations, understand their importance to the overall system, and estimate potential consequences resulting from actualized threats and hazards. To ensure a baseline measure, use of the tool is required for all LHDs. LHDs should work with HCCs, emergency manager(s), and other partners as appropriate, to complete the HVA. Regional HCCs are required to utilize the same HVA tool so DEPR encourages LHDs to collaborate with HCCs on a common approach to completing the hazards module to avoid duplication of efforts. District health departments are only required to complete the toolkit for one county, as hazards and threats will not vary greatly across jurisdictions.

 

Regarding previous concerns raised with the facility-based questions not being as applicable to LHDs, survey questions should be answered from a local public health perspective. EPCs should treat “facility” terms as referring to broader planning elements and not just a physical structure. EPCs should consider how various planning elements (EOPs, COOP plans, security plans, etc.) impact the overall health department’s ability to respond to an emergency.

 


GeoWebFace for Drinking Water Well information and PFAS Planning

GeoWebFace is an online database from the Michigan Department of Environmental Quality (MDEQ). Among other maps and geologic information, the tool contains well logs, which provide physical and spacial information on drinking water wells such as location, depth, etc. This information may be useful when planning for (or responding to) PFAS and other well contamination issues. The tool is publicly available on the web and does not require a login. A demonstration of the system will be provided by the MDHHS Division of Environmental Health during this week’s EPC Call on September 13, 2018. Instructions for the GeoWebFace system and an updated EPC Call agenda are linked below.

 


Continuity of Operations Plan Review - DEPR Feedback

In lieu of individual LHD feedback for BP5 LHD Continuity of Operations (COOP) Plan submissions, the September EPC call will look to summarize cumulative findings for reviews conducted. Feedback will primarily center on observations and recommendations. Additionally, DEPR will also discuss the COOP planning workbook linked below as a mechanism or tool for capturing pertinent information for plans.

 


Hepatitis A Outbreak Response Updates

Effective August 31, 2018, the standalone “MDHHS Hepatitis A Outbreak Response Update” emails were discontinued. Hepatitis A updates are now being integrated into routine PHEP and HPP email communications. As a result, it is critical that LHD EPCs share the hepatitis A outbreak updates in these emails with relevant LHD staff that may no longer be receiving the information directly.

 

September Hepatitis A LHD Situation Report and Vaccination Grid

As reminder, the LHD Situation Report and Vaccination Grid are now due on the third Thursday of each month. The next submission is due to the CHECCDEPTCOOR@michigan.gov mailbox on September 20, 2018 by 12:00 PM EDT.

 

September Statewide Hepatitis A LHD Call

Statewide Hepatitis A LHD calls continue to be held the fourth Thursday of each month. The next call is scheduled for September 27, 2018 from 1:00 PM – 2:00 PM EDT. Statewide call materials are posted to the MIHAN document library at: Local Health > CD INVESTIGATIONS > Michigan Hepatitis A Outbreak Response Materials > Conference call materials. The audience for the call remains LHD CD/Immz/EH/EPC/PIO staff.

As a reminder, the separate affected jurisdiction calls were discontinued. The City of Detroit, Macomb, Oakland, and Wayne health departments will have a standing agenda item to provide updates on response activities and share best practices during the statewide calls.

 

Webinar: MI Hepatitis A Outbreak Update for Clinicians

MDHHS is hosting a hepatitis A clinician webinar on September 26, 2018 from 12:00 PM - 1:00 PM EDT. The webinar will provide updates on the status of the hepatitis A outbreak in Michigan, focusing on: case data review, risk factors, and hospitalizations. An interactive discussion of ongoing screening, vaccinations, and response strategies will occur. One (1) continuing medical education (CME) credit is available for the webinar. For additional details, please review the webinar flyer and instruction sheet for attending and claiming CME. DEPR requests LHD EPCs distribute the webinar information broadly to physician practices within their jurisdictions.

 


FDA EpiPen Expiration Date Extensions

On August 21, 2018, the U.S. Food and Drug Administration (FDA) took additional action to mitigate shortages of EpiPen (epinephrine) auto-injector by extending the expiration date of specific lots of 0.3 milligram products marketed by Mylan by four months beyond the labeled expiration date.
