LHD PHEP Finance Update - 7.19.18

This message is being sent to Local Health Department Emergency Preparedness Coordinators and Finance Officers:
Good Afternoon – please see below some finance-related notices and follow-ups for the Public Health Emergency Preparedness (PHEP) Program:
- PHEP Federal Single-funding certifications (due 7/15/18) – Attached is a single-funding certification form used by the PHEP program. This form is to be completed and signed annually for employees paid solely from the Public Health Emergency Preparedness Cooperative Agreement. This includes both full and part-time employees if paid 100% from the PHEP program (please note the % FTE on the form if less than full time). This form was due to the MDHHS-BETP-DEPR-PHEP@michigan.gov mailbox by July 15, 2018 for the BP1 period of July 1, 2017-June 30, 2018.
- BP1S (7/1/18-6/30/19) 3 and 9 month Budgets – as noted during the EPC call last week all budget narratives have been approved and should be submitted in egrams at each LHD's earliest convenience.
- BP1S Additional Funding – Original funding allocations for BP1S reflect approximately a 1.5% reduction for PHEP Base and a 1% reduction for PHEP CRI from BP1 funding levels. Additional funding has been awarded to bring each LHD’s BP1S 12 month funding amount level with BP1. This additional funding will be added entirely to the CO-2019 nine month contract as part of Amendment #1 to the Comprehensive Agreement, which has an anticipated consolidation date of 10/17/18. LHDs will be notified via the egrams system when their CO-2019 Amendment #1 is released. See the attached table for the CO-2019 Amendment #1 allocations for BIONINE and CRININE.
