Reference Materials for the June 2018 EPC Annual Meeting

Materials to be discussed at the LHD & Tribal EPC Annual Meeting being held at the Treetops Resort in Gaylord, MI on June 5 and 6, 2018 are linked throughout this email. Please note that the work plan and whole community inclusion (WCI) materials have been marked as “draft for review” and are not final. There will be an opportunity for questions and feedback during the rollout sessions for each. Hard copies of the work plan and WCI materials will not be provided at the meeting, so participants should plan to bring their own print outs/electronic versions to reference. As a reminder, the pre-meeting survey distributed in the last PHEP update to collect initial feedback from participants on broader program areas to be discussed at the meeting closes at the end of today.

A draft of the BP1-S LHD Work Plan will be discussed during the morning session on June 5, 2018.

Whole Community Inclusion Strategic Planning Documents
The Whole Community Inclusion (WCI) Strategic Planning document outlines two options for the development of 5-Year strategic plans. Option A is a guided project work plan that outlines specific, sequenced activities and associated deliverables designed to meet WCI strategic objectives. LHDs are responsible for scheduling the consecutive activities to ensure adequate time to complete each within the upcoming 5-year project period. For LHDs that opt for option A, there are also supplemental materials including a WCI planning workshop SitMan template and an At-Risk Population Assessment Form to help guide planning efforts. Option B is an individualized strategic 5-year plan determined by the local jurisdiction. This option is an open-ended approach and is intended for jurisdictions that have established, on-going, and forward leaning efforts related to vulnerable/at-risk populations.  

Note: the WCI option A or B schedules will be due as part of the BP1-S Q1 deliverables. There is no requirement for BP1-17 beyond participation in the WCI rollout session at the annual meeting. Additional information will be provided during the rollout session and there will be an opportunity to ask questions.

Long-Term Prophylaxis Planning Workshop
The Long-Term Planning Workshop Situation Manual provides a brief overview of the workshop being held the second day of the annual meeting on June 6, 2018. To assist with increased focus on sustained dispensing/vaccination in alignment with gaps identified during the BP5 non-CRI MCM ORR assessment, the goal of this workshop is to discuss potential mitigation strategies for coordinating a long-term medical countermeasure response. It’s the intent of this workshop to take a realistic and practical approach to the following learning objectives:

  • Assess the impact that a prolonged incident may place on existing plans and procedures.
  • Determine long-term public health service delivery sustainment during a mass dispensing campaign.
  • Determine the process for implementing emergency risk communications.
  • Evaluate existing plans and procedures in place for medical countermeasure long-term distribution and storage.
  • Determine the ability to create, maintain, support and strengthen a routine process to share information with response partners.
  • Discuss staffing requirements to support jurisdictional needs during a long-term medical countermeasure campaign.

Participants are encouraged to familiarize themselves with key elements of current vaccine administration and oral dispensing strategies.
