BP1-2018 Supplemental and Other Federal Program Updates

As mentioned on the March 8, 2018 EPC call, PHEP funding cuts for the upcoming budget period (July 1, 2018-June 30, 2019) include a 1.4% cut to PHEP base and a 1% cut to the CRI program. These percentages are based on the President’s budget and may change in the final appropriation.

The 2018-19 budget period is being referred to as BP1 Supplemental and is a close-out year.  A new cooperative agreement period will begin July 1, 2019.  This is reflective of changes taking place in the grants management process within CDC and ASPR.  Beginning July 2019, grants management for the HPP program will return to ASPR, although HPP and PHEP will continue to align programmatically.

An additional organizational change taking place beginning in FY2019 involves the transition of the Strategic National Stockpile (SNS) to ASPR to increase operational efficiencies and streamline medical countermeasure development and procurement process.  More information will be shared as it becomes available.
