BP1-17 LHD Work Plan – Q2 Deliverables

As a reminder, the following quarter 2 deliverables are due by January 5, 2018:

 

  • 9.1 - Redundant Communications Drill
  • 11.2 - IMATS Drill
  • 15.1 - Quarterly ORR Action Plan Update

 

The mid-year progress report and all completed AAR/IPs related to deliverables 3.1, 10.1, and 12.1 are due by January 19, 2018. For additional details, refer to the BP1-17 LHD Work Plan. Contact assigned regional POC for issues with deadlines or questions. 


BP1-17 LHD Work Plan Activity 12: Annual Volunteer Notification

Pursuant to the MCM ORR (C15F2OA), LHDs are required to conduct an annual notification of personnel identified to support an MCM mission identified in the BP4 Jurisdictional Data Sheets. To achieve a level of established implementation on the MCM ORR, local health departments may look to notify at least 50% of volunteers needed to support MCM operations. To augment volunteer demands, each LHD may also wish to coordinate with local emergency management, community organizations, or utilize the Michigan Volunteer Registry. Consider the following activities when conducting LHD volunteer notification drills:

 

-Internal call down of department volunteers and staff that would be deployed. 

 

-Notification to external partner points of contact to collect the following information:

  • Volunteer Source
  • Total number of volunteers notified
  • Total number of volunteers to confirm receipt
  • Total number of volunteers that could report to (designated location)
  • Average time it would take for volunteers to travel to (designated location)
  • Additional comment/feedback for after action report

 

-Utilization of the Michigan Volunteer Registry, collecting data for the following:

  • Date of call down drill
  • Number of volunteers contacted (registered in the E5AR-VHP system)
  • Number of volunteers contacted  (registered in other systems)
  • Number of volunteers in the ESAR-VHP system that acknowledged
  • Number of volunteers registered in other systems that acknowledged
  • The requested timeframe for acknowledgment [e.g., 4 hours, 8 hours, 12 hours, etc.)

 

The form linked below provides a brief overview of minimum data needed in the event an LHD opts to contact volunteer points of contact in lieu of notifying all prospective volunteers.

 

 

As a reminder, LHDs are required to complete an HSEEP compliant AAR/IP within 90 days of completion and submit to DEPR along with the mid- or end-of-year progress report. Submitted AARs are to include the number of volunteers needed, number of individuals contacted, names of organizations contacted, communication platform(s), response rates, detailed findings, and improvement plan.


CDC January Second Wednesday Webinar

The January Second Wednesday Webinar is scheduled for 1:00 PM – 2:00 PM EST on January 17, 2018. During the webinar, CDC’s regional MCM specialists will discuss the Operational Readiness Review (ORR) online data collection system and address system access from the roles and views of reviewer and reviewee perspectives. Note: Because of the holidays, the January Second Wednesday Webinar will occur on the third Wednesday of the month.

 

Registration is not required. Participants can log onto Adobe Connect to view the webinar. To listen to the audio portion, dial 1-800-475-4962 and enter participant passcode 4330935.


MI-TRAIN 3.0 Upgrade

MI-TRAIN has upgraded the user site to the new TRAIN 3.0 platform. The new web address is http://www.train.org/mi-train (the old address http://mi.train.org will forward for one year). These changes only affect the user interface at this time. The administration functions including course creation and management will stay in Classic TRAIN (the old version). Those functions will upgrade over the next year. A notice will be sent when new functionality becomes available. Finding courses is the same in 3.0 with the course ID still being the best way to locate trainings. Linked below are quick guides that can be shared with new users. MI Volunteer Registry Reorganization Update

As discussed during the December EPC Call, DEPR Registry staff have started working with the vendor on a MI Volunteer Registry system reorganization. The goal of the reorganization is increasing response rates and available volunteers, while also mitigating unnecessary statewide alerting, message redundancy and volunteer/administrator alerting fatigue. A committee comprised of Registry staff, LHD EPCs, and HCC Coordinators worked on the reorganization plan. The new structure will entail Registry administrator access to jurisdictional volunteers only (opposed to statewide) and a streamlined notification process. Once completed, Registry administrator training sessions will be offered. In the meantime, there should be no disruption of service or impact in initiating volunteer requests. Additional Red Cross Materials

As a follow up to the presentation on all hazard guidance for infection control in shelter operations during the December EPC call, Judith Schnatz from the American Red Cross has provided the additional materials linked below for the reference of LHDs.

 

  • Aggregate Morbidity
    Utilized for reports provided to LHD documenting infection and prevention surveillance of shelter populations.
  • Client Health Record
    Used for documentation of DHS Nurse's assessment and interventions with shelter clients.
  • Quality Indicator Form
    Used for documentation of quality indicators monitored in shelters.
  • Mortality/Fatality Form
    Completed by DHS Nurses upon cause of death verification by coroner’s office as being disaster-related. Form is forwarded to the Red Cross National Headquarters where it is reviewed, then forwarded to the CDC for compilation of date on disaster-related deaths.

MI Communicable Disease Conference

The 18th Annual Michigan Communicable Disease Conference will be held April 24, 2018 at the Kellogg Center in East Lansing. Registration information will be shared once available.


LHD Staff Changes

Fred Yanoski is the new health officer for the Midland County Department of Public Health. Nicole Swanton will be acting as the EPC until a replacement is hired. Nicole can be reached at NSwanton@co.midland.mi.us.

 

Christina Harrington is now the fulltime health officer (previously interim) for the Saginaw County Department of Public Health.
