Revised BP1-17 LHD Work Plan

The BP1-17 LHD Work Plan has been revised. Background information and several deliverables have been modified which will require health officers to provide additional review and approval. A record of change form will need to be initialed by Health Officers and is required to be submitted to the MDHHS-BETP-DEPR-PHEP@michigan.gov mailbox by September 22, 2017. The revised work plan and record of changes form are linked below. These documents have also been posted to the MIHAN in the following folder: Local Health > EPC GENERAL > PHEP BP1 (2017-2018).

CDC and FDA Webinar on Extending Expiration Dates of Stockpiled Doxycycline for Anthrax Preparedness

On September 20, 2017 from 1:00 – 2:00 p.m. EDT, CDC's Division of Strategic National Stockpile and the FDA will provide an overview of FDA's April 2017 draft guidance, "Extending Expiration Dates of Doxycycline Tablets and Capsules in Strategic Stockpiles." Panelists from FDA will discuss drug product expiry date extensions, background for issuing the draft guidance, specific doxycycline products for which the guidance applies, recommended protocol for testing, and the process for requesting and receiving an authorized extension from FDA. The webinar is open to all federal, state, and local government public health and emergency response stakeholders, non-governmental organizations, and laboratory representatives who have an interest in the process for extending the shelf life of stockpiled doxycycline for anthrax preparedness.

Use of PHEP-Funded Staff During Response

PHEP recipients can use their PHEP-funded preparedness staff to conduct response activities in their jurisdictions and can deploy them through the Emergency Management Assistance Compact (EMAC). CDC encourages PHEP recipients to review EMAC for the purpose of mutual aid and assistance between states. Assistance under EMAC is triggered by a state declaration of emergency or a member state requesting assistance. The requesting state usually pays costs to the providing state, including labor, material, and contractor costs. The federal government will reimburse costs paid to the providing state if:

 

  • The President declared an emergency or disaster under the Stafford Act and
  • The costs are eligible “emergency measures.”

 

As noted in the email on Monday, Florida has requested Registered Nurses for a period of 15 days to help serve in special needs shelters.  The MDHHS Emergency Management Coordinator is performing an information gathering query of LHD RNs that would be willing and able to deploy, for situational awareness ONLY at this time.  Please note, responses are only being sought from LHDs that are a part of the Michigan Emergency Management Assistance Compact (MEMAC). LHDs are asked to email Jennifer Lixey Terrill at lixeyterrillj@michigan.gov by COB September 15, 2017, with the number of LHD RNs that are available to respond from their jurisdictions. 


LHD 24/7 Contact List

The BP1-17 LHD 24/7 contact list is available in the MIHAN document library’s “Local Health” folder. The 24/7 list is compiled from the after-hours contacts submitted on the deliverable 1.1 contact information form. As a reminder, changes to any contacts on the form which occur throughout the budget period require an updated copy to be re-submitted to the MDHHS-BETP-DEPR-PHEP@michigan.gov mailbox with a CC to the regional POC.
