The Guardian of Public Health is a monthly newsletter from the Bureau of EMS, Trauma, and Preparedness (BETP) within the Michigan Department of Health and Human Services (MDHHS). The Guardian aims to provide its readers with relevant content on topics that affect the public health of citizens and communities in Michigan. New Bureau of EMS,
Trauma and Preparedness
The Michigan Department of Health and Human Services
(MDHHS) announces the creation of the Bureau of EMS, Trauma and Preparedness
(BETP). The formation of this Bureau will merge the office of EMS & Trauma
and the Office of Public Health Preparedness (OPHP). Two new divisions will be established
within the Bureau: The Division of EMS & Trauma (DET) and the Division of
Emergency Preparedness and Response (DEPR). BETP will be led by Dr. Jacqueline
Scott, D.V.M., Ph.D. the former director of OPHP.
Survey on Michigan’s Medical Reserve Corps

In February 2015,
Regional Healthcare Coalition Coordinators (HCC), Local Health Department (LHD) Emergency Preparedness Coordinators (EPC), and
Medical Reserve Corps (MRC) Coordinators were asked to complete a short Survey
Monkey questionnaire distributed by the Office of Public Health Preparedness to
assess program collaboration and emergency preparedness
efforts of the MRC. Survey
findings were consistent with anecdotal data and correlated well among all
three participant groups.

Volunteer Reception and Donation Management Center Exercise
Overview

On April 28, 2015, the Michigan Department of Health
and Human Services (MDHHS) along with the Michigan State Police Emergency
Management Homeland Security Division (MSP-EMHSD), Kent County Emergency
Management, The Salvation Army, Heart of West Michigan United Way, Kent County
Medical Reserve Corps, Kent County CERT, and The Rapid planned and held a
Volunteer Reception Center (VRC) / Donation Management Center (DMC) exercise.
The exercise focused on the mission areas of mitigation, response and recovery.

Division of Environmental Health Update

The Michigan Department of Health and Human Services
(MDHHS) Climate and Health Adaptation Program (MICHAP) has brought together,
and framed for the State of Michigan, recent research from the International Panel
on Climate Change, the U.S. National Climate Assessment, as well as the Centers
for Disease Control and Prevention which clearly indicate that climate change
has, and will continue to amplify threats to human health; particularly for
those most vulnerable.

Organization Best Practices for the Naming of New Human Infectious Diseases
The World Health Organization published a new
best practice document for naming new human infectious diseases. Its goal is to
name a new disease quickly when discovered to avoid the establishment of
inappropriate disease names. The new naming convention is designed to minimize
the negative impact on industry and people.
