Proposed air permit modifications at Graphic Packaging
The Michigan Department of Environment, Great Lakes, and Energy is holding a public comment period from September 10, 2020 to October 23, 2020 for proposed modifications to an existing air permit at Graphic Packaging International, LLC. Additionally, to better provide information about the facility, beyond the proposed air permit modifications, EGLE has created a webpage at Michigan.gov/EGLEGraphicPackaging.
In March 2020, Graphic Packaging was issued an air permit for the installation of a new recycled paperboard manufacturing process. During construction, changes to the process design triggered the need to request modifications to the existing air permit. The requested changes include, but are not limited to:
- Replace large boiler with two smaller boilers
- Lower the natural gas limits
- Add two new natural gas fired precoat calendar heaters and cooling tower
- Change stack designs for the paper machine
- Increase annual allowed emissions of volatile organic compounds
- Adding facility-wide emission limits.
The public is encouraged to review information about the proposed project. Comments on the proposed permit action at any time before the end of the comment period.

Additionally, a virtual informational session and public hearing will be held for the proposed permit changes:

Attend the meeting/hearing on October 15, 2020 at 6:00 p.m. This will provide background information regarding the Permit to Install process, information regarding the proposed changes as well as take comment on the record during the public hearing portion. All statements received during the public comment period will be considered by the decision-maker prior to a final ruling being made on the proposed permit. Once all comments are considered, the decision-maker may approve the permit as written, approve with changes, or deny the permit.
