NEOGOV NOTIFICATION: Sanctions

Civil Service Commission (CSC) Regulation 3.06 describes the various reasons for imposing employment sanctions.  An Appointing Authority may request in writing that Civil Service impose an appropriate employment sanction for any reason authorized in the rules and regulations. 

 

There are two types of employment sanctions - Complete and Specific. A “Complete Sanction” means that the applicant/employee cannot be hired during a specific time period or indefinitely (as designated with the date 12/31/2099). A “Specific Sanction” means that the applicant/employee cannot be hired for a specific state agency, classification, etc., during a listed time period or indefinitely.

 

A Complete Sanction, for an applicant and current/former employee, will be documented on the NEOGOV Master Profile (if one exists) in the “Barred from Applying” field with the Reject Reason, “Sanctioned Employee/Applicant-OCSC Use Only” and an expiration date.

 

A Specific Sanction, for an applicant and current/former employee, will be documented in the “Additional Fields” section also found on the NEOGOV Master Profile. This field will be titled “Employment Sanctions.”

 

Civil Service approved employment sanctions, Complete and Specific, will be documented in HRMN on the ZP22, HR11.1, PA31, and PA52 forms. Appointing Authorities are not to enter sanctions in HRMN or NEOGOV.

 

If the sanction expires, it remains on the applicant/employee HRMN records. If an employee’s sanction is to be removed based on a grievance or arbitration decision, the decision and/or the Last Chance Agreement must be submitted via email to mcsc-appassessment-team1@michigan.gov or fax at (517) 241-5051, for removal and documentation.

 

To correct an employee’s history to remove all HRMN references to a sanction, email HRMN-HRServiceCenter@michigan.gov with the specific information required as listed in the document on the HRMN Learning Center. The Civil Service Commission will remove all sanctions based on technical decisions. As a reminder, if an applicant has been sanctioned, the Applicant ID number is assigned. Use that existing number to create the HRMN Employee ID number upon hire. If there are any tested classifications, the certification codes will transfer from the Applicant ID number to the Employee ID number. Do not create a duplicate Applicant ID.
