Enacted Law Summaries for the Second Regular Session of the 131st Legislature
Are Now Available
The link below provides the summaries of all laws enacted or finally passed during the Second Regular Session of the 131st Maine Legislature. The general effective date for non-emergency legislation enacted during the Second Regular session is August 9, 2024.
The Second Regular Session of the 131st Legislature adjourned sine die (has no definite date or period to resume) on May 10, 2024. However, due to the passage of a joint order in April, “all legislation not finally disposed of upon adjournment” is carried over to “any special session” of the 131st Legislature. As there is no intention for a special session to be held, these bills will die upon conclusion of the 131st Legislature.
“Additionally, on May 10, 2024 and prior to its adjournment sine die, the Legislature finally enacted or passed a number of bills and presented those bills to the Governor. Pursuant to the Constitution of Maine, the final disposition of any such bills not signed by the Governor may be determined during the next legislative session of the 131st Legislature. If no additional legislative session is held prior to the conclusion of the 131st Legislature, those bills will not become law.”

Here is the new state flag design that Mainers will vote on in November
AUGUSTA — Maine’s Secretary of State announced the winner of the Maine State Flag Redesign Contest – Adam Lemire of Gardiner – unveiled his design which was chosen as the model design for the potential new flag.
The flag question will be Question 5 on voters’ state ballot this fall, reading, “Do you favor making the former state flag, replaced as the official flag of the State in 1909 and commonly known as the Pine Tree Flag, the official flag of the State?” No design will be pictured on the ballot itself.
The flag of the state of Maine, adopted by the Legislature of 1909, features Maine's state coat of arms on a blue field of the same shade of blue in the flag of the United States. In the center of a heraldic shield, a moose rests under a tall pine tree. A farmer and seaman are meant to represent the traditional reliance on agriculture and the sea by the state. The North Star is intended to allude to the state motto: Dirigo ("I Lead").

Biddeford City Theater will be hosting the first annual Vacationland Film Festival from Thursday, August 8 – Sunday, August 11. Featured films at the Vacationland Film Festival will highlight the best of our writers, directors, producers, and actors as well movies that were filmed in our great state.
The Vacationland Film Festival will highlight all types of films (shorts, documentaries, feature-length, etc.) with each day featuring meet and greets, question and answer sessions, or other ways to interact with the writers, directors, and actors behind the films. This Festival pass will gain you entry into all films and official events during the 4 day festival.
