Citizen's Guide to the 2021 Maine Referendum Election

As Election Day nears on November 2, Maine ‘s Secretary of State wishes to remind all Maine voters of a non-partisan resource that can help them make informed decisions at the polls -- the 2021 Maine Citizen's Guide to the Referendum Election.

The guide, prepared by the Department of the Secretary of State in collaboration with the Office of the Attorney General, Office of the State Treasurer, and Office of Fiscal and Program Review, is an unbiased and non-partisan review of the issues that voters will consider at the polls this November.

The Citizen’s Guide offers detailed information about each question on the November ballot.  Voters can see the legislation behind this year’s ballot issues, as well as analysis of the intent and content of each question.  Election law also allows for citizen advocacy statements to be published supporting or opposing questions, which provides voters with those viewpoints to consider.

Voters will decide on one citizens initiative, one bond question, and one constitutional amendment that will appear on the November 2 ballot.

Voters are encouraged to use the Citizen’s Guide to educate themselves about each question before casting a ballot.  Voters can cast their ballot at the polls on Election Day, November 2, 2021, or they can request absentee ballots from their municipal clerk or online via the Secretary of State’s Web site.

Redistricting

Last week, the Legislature convened to vote on the newly drawn State House of Representatives, State Senate, county commissioner, and congressional districts.  As outlined in the Maine Constitution, this process is conducted and based upon decennial census data.

The Apportionment Commission is comprised of 15 members.  The composition of the Commission is outlined in Article 4, Part Third, Section 1-A of the Maine Constitution.

Starting in the June primaries in 2022, you will be voting in your new district.  To find out how your district changed, along with what your new district number is, please click here.

I’m sorry to say that after 2022, my district will no longer include the wonderful town of Poland.  However, I’m enthusiastic about the possibility of representing my good friends in northwest Gray!

Vote in Honor of a Veteran” Buttons Available

The Department of the Secretary of State is taking orders for buttons to honor our veterans on Election Day.  The button, which reads “I'm Voting in Honor of a Veteran,” is personalized with the name of a veteran the voter wants to recognize for his or her sacrifices to ensure our freedoms, including the right to vote.

Order forms for the Vote in Honor of a Veteran button can be found online here.  The buttons are mailed directly to voters’ homes, and there is no cost for the button or for shipping.  To receive the button before the election, voters should place their orders as soon as possible.

Breast Cancer Awareness Month

October is National Breast Cancer Awareness Month.  This year, more than 268,600 women and 2,600 men will be diagnosed with invasive breast cancer (cancer that has spread from where it started in the breast into the surrounding healthy tissue), and more than 42,260 will die from the disease.

This year marks the 30th anniversary of the National Breast and Cervical Cancer Early Detection Program, which provides free breast and cervical cancer screenings to low-income, uninsured, and underinsured women in every state, as well as many tribal organizations and territories.  To find information on how to get screened through this program, click here.

Early detection is one of the most important strategies for treating breast cancer successfully, and regular screenings are the most reliable way to detect it early.  The COVID-19 pandemic has disrupted many parts of our lives, and has produced new deficits in breast cancer early detection, so there is renewed urgency to getting these recommended screenings scheduled, before a cancer has spread and becomes less treatable.
