Apportionment Commission Update

State lawmakers are set to convene next week to vote on new congressional and State legislative district maps.  Upon the release of 2020 census data, Maine began the process of drafting and enacting these maps.

Maine's two United States representatives and 189 State legislators are all elected from political divisions called districts.  District lines are redrawn every 10 years following completion of the United States census.  Districts must have nearly equal populations and must not discriminate on the basis of race or ethnicity.

The portion of Maine in which I am proud to serve will be altered if the agreed upon divisions are adopted.  New Gloucester will now be joined with a portion of Gray; however, I will no longer have the opportunity to further serve the good people of Poland.

Maine's Display of Fall Foliage Colors Begins

FOLIAGE

Maine's fall foliage season has begun.  Maine's leaf-bearing trees will show off their array of fall colors in the upcoming weeks.  The 2021 Fall Foliage Report from the Maine Department of Agriculture, Conservation, and Forestry reports very little color change throughout most of the State.  Forest rangers in northern Maine are reporting a 10 percent color change, with low leaf drop.

Typically, northern Maine (zones 6 and 7) reach peak conditions the last week of September into the first week of October.  The rest of the State's progression of color will start occurring from north to south in mid-October.  Coastal Maine typically reaches peak conditions mid-to-late October.

Foliage Prediction for 2021

 Maine experienced moderate drought this spring but received a sufficient amount of rainfall the month of July, which brought many portions of the State back to near normal rainfall levels. An excellent fall foliage season with the favorable changing conditions is anticipated.  We are already experiencing shorter warm days and cool nights.  This transition sets us up for the seasonal display of colors that we all look forward to.

Autumn enthusiasts can visit the State’s official foliage Web site to sign up to receive weekly reports by email.  Photos from throughout the State as the progression of color begins can also be shared.  Maine fall foliage information can likewise be found on Facebook, which includes statewide events throughout the foliage season, while the related Instagram account (@mainefoliage) also features colorful fall shots.

2021 Any-Deer Permit Lottery Results

Maine's any-deer permits are issued through a special lottery drawing.  For more information, click here.

To find out if you were selected to receive a permit, select the first letter of your last name.

Results are shown in the following format:  Name, Mailing Residence (Town, State), Permit Number.

Permit Type

  • J = Junior Any-Deer Permit
  • L = Landowner Any-Deer Permit
  • R = Regular Any-Deer Permit for Residents and Non-Residents
  • S = Superpack Antlerless Deer Permit
  • RB = Bonus Antlerless Deer Permit

Please note, the first two digits of your any-deer permit number/superpack permit number/bonus permit number is the Wildlife Management District (WMD) you were selected for.  For example, 23R000000 is for WMD 23.  For bonus permits in the two subunits 25a and 26a, the permit numbers will start with the first three characters of 25a or 26a.  For example, 25aRB000000 would be for subunit 25a.  For more information on subunits 25a and 26a, please click here.

The Department will no longer be mailing the permits or transportation tags.  Instead, permit winners will need to record their permit number and report the permit number to the registration station when tagging their deer.  The Department suggests that permit winners write down their permit number and keep the number with their hunting license so it is readily available when needed at the registration station.

Youth Deer Hunting Day is October 23, 2021.

On Youth Deer Hunting Day, bucks may be taken statewide. Although an any-deer permit is not required on Youth Deer Hunting Day, antlerless deer may only be taken in WMD's that have any-deer permits - WMD's 23678910, 11121314151617,1819202122232425262728, and 29.

 

Home Energy Assistance Program

Program Summary

Applications for the Home Energy Assistance Program (HEAP) are taken at your local Community Action Agency (CAA).  You can find your local CAA here.  It is important to call as soon as you can, because appointments fill up fast.  Apply for HEAP August 23, 2021 to July 15, 2022.  You can apply for emergency fuel help November 1, 2021 through April 30, 2022. HEAP provides money to help low-income homeowners and renters pay for heating costs.

Eligibility

The amount of assistance you may get from HEAP is based on your household size and income, energy costs, and other factors. You may be eligible for assistance if your total household income falls within the income eligibility guidelines which is the greater of 150% federal poverty level (FPL) or 60% of State.  If your heat is included in your rent, you may still apply for HEAP. Additional help may be available if you have less than a three-day supply of heating fuel or are in danger of having utility services disconnected, and you have no means to pay your energy company.   If you are eligible for HEAP, you also may qualify for other programs that require HEAP eligibility:

  • If you receive residential electric service from an electric utility and you are not living in government subsidized housing, you may be eligible for assistance with your electric bills from your electric utility’s Low Income Assistance Plan (LIAP).
  • If your home is not as energy efficient as it could be, you may qualify for home weatherization improvements through the available Weatherization Program.
  • If your heating system is in need of repair or replacement, you may qualify for the Central Heating Improvement Program (CHIP).

Please refer to this agency contact list to apply for HEAP and to be automatically considered for the Low Income Assistance Plan, Weatherization, and Central Heating Improvement programs. At the time of application, you should be prepared to provide:

  • names and Social Security numbers of all people living in your household;
  • proof of gross household income for the last three or 12 months. (Household income includes, but is not limited to wages, social security, unemployment, pension, and disability payments.);
  • proof of present address (for example, a rent receipt, lease, deed, or property tax bill);
  • recent copies of your energy and utility bills; and
  • the type of fuel used to heat your home (natural gas, heating oil, propane, wood, wood pellets, biobricks, coal, corn, or kerosene).
