Federal Grant Awards Available Through COVID‐19 Relief Legislation

This list contains authorizations included in four pieces of federal legislation related to COVID‐19 that provide financial assistance to the State in various forms.  The four pieces of legislation are listed below.  The forms of assistance include:  grants awarded to the State of Maine, grants awarded to entities within the State, relief payments made directly from the federal government to private entities, Paycheck Protection Program loans received by business, and other loans.  The last item, the Municipal Liquidity Fund, is not anticipated to be utilized.

  • L. 116‐123 ‐ Coronavirus Preparedness & Response Supplemental Appropriations Act
  • L. 116‐127 ‐ Families First Coronavirus Response Act
  • L. 116‐136 ‐ CARES Act
  • L. 116‐139 ‐ Paycheck Protection Program and Health Care Enhancement Act

The $1.25 billion in the Coronavirus Relief Fund has been received by the State of Maine.  Other amounts highlighted in green represent grant notifications the State has received.  Those grants have their own specific requirements and follow typical grant processes for expenditures, reporting, and cash draw downs.  Other programs listed provide relief directly to private entities and those funds are not flowing through Maine State Government.

This document will continue to be updated as additional federal awards are made.

Record Number of Unclaimed Property Claims Returned in Fiscal Year

Office of the State Treasurer has paid over 30 thousand claims worth more than $17 million during the fiscal year.

Maine’s State Treasurer recently announced his office has had a record year of unclaimed property returned to Mainers during this fiscal year.  The office has paid $17,009,612.08 to 30,527 owners. The number of individual owners paid beats the previous record set in fiscal year 2018 by over 1,000 claims.

Unclaimed property consists of money and other financial assets that are considered lost or abandoned when an owner cannot be located after a specified period of inactivity.  It includes items such as bank accounts, uncashed checks, life insurance policies, unpaid wages, stocks and dividends, refunds, and safe deposit box contents.

At present, the Treasurer holds $260,982,994 of unclaimed property.  It is easy and free to file a claim.  To file a claim, go to https://www.maineunclaimedproperty.gov/ and follow the easy to use instructions or call (207) 624-7470 for assistance.
