The Skills-First Starter Kit created by The Good Jobs Initiative is a concise resource focused on hiring, promotions, and managing talent based on workers' skills. This guide was developed by the U.S. Department of Labor in collaboration with the Department of Commerce, along with insights from leaders across corporate, labor, nonprofit, and philanthropic sectors who are engaged in skills-first hiring and related topics. The aim of skills-first talent strategies is to value capabilities irrespective of how they were acquired, whether through associate degrees, earn-and-learn Registered Apprenticeships, various certifications, self-directed learning, prior work experience, or other avenues.

Marketing Mini-Grants Available through New Ventures Maine
The New Ventures Maine (NVME) Marketing Mini-Grant Program provides financial support to small businesses for developing marketing tools, materials, and initiatives. Through a competitive application process, NVME awards cash mini-grants of up to $1,000 per region to help businesses enhance their marketing efforts.
Eligibility:
Open to individual small business owners, partners, or co-owners Non-profit organizations are not eligible. Businesses must apply within their designated region
Application Criteria:
Five or fewer full-time equivalent employees Gross annual sales of $150,000 or less (previous calendar year) Active sales within the last 12 months
Application Deadline: Friday, February 28, 2025, at 12:00 PM
Women in Construction
In May 2024, Governor Mills issued an executive order aimed at increasing the representation of women in construction careers.
The order includes several key action steps, such as collecting baseline workforce data, consulting with industry stakeholders to identify opportunities and challenges in hiring women, strengthening connections between workforce program participants and construction employers, gathering workforce data from contractors, and seeking grant opportunities to support these efforts.
To implement this initiative, the Maine Department of Labor is working with various agency partners to achieve an ambitious goal: raising the representation of women in Maine’s construction workforce from the current 15% to 18%. This will involve connecting 1,000 additional women to construction careers over the next three years.
Portland Growing Child Care Grant
Applications for the Portland Growing Child Care Grant Program (PGCC) are ongoing. Funded by the American Rescue Plan Act, this program aims to promote the establishment of home-based childcare businesses for up to 12 children while also supporting existing home-based, center-based, and out-of-school childcare programs (both for-profit and nonprofit) in their expansion and staffing efforts. Applications are evaluated every month. When referring to childcare in the grant materials, all of these types of businesses are included.

The federal Work Opportunity Tax Credit program provides tax credits to businesses that hire Mainers facing serious barriers to employment, such as the long-term unemployed and justice-involved Mainers. Each of the centers across the state provides public computers with internet access, Microsoft Office, resume/cover letter writing software, and O*Net software for personal skills assessment.
Employers can list their open positions on Maine JobLink and use our online system which matches jobs with candidates. All CareerCenter services are provided at no charge to employers and job seekers. Veterans and eligible spouses receive priority of service in all Department of Labor programs.
