 The County Council is proud to announce its return to in-person meetings. However, given the current state of the novel coronavirus (COVID-19) pandemic, and to maintain the safety of the Council, staff, and members of the public, the Council is operating under modified hybrid operational procedures for other Legislative Branch services.

SENIOR HOUSING ASSISTANCE PILOT PROGRAM ACT OF 2023 ENACTED DURING COUNCIL SESSION
“How the County might better support senior residents who struggle financially has been an ongoing community concern, and it is an issue that demands attention. I look forward to the implementation of this program because it will serve the most vulnerable populations in our County, who too often face financial hardship and are forced into bad living conditions. The Senior Housing Assistance Pilot Program will allow us to have a set amount of funds yearly so that we are able to assist our senior population when they are in most need.” – District 7 Council Member Krystal Oriadha
 The Prince George’s County Council, during session on Tuesday, June 13th, following a public hearing, enacted CB-042-2023, the Senior Housing Assistance Pilot Program Act of 2023 which provides temporary financial assistance to low-income senior residents 65 years or older in the form of a one-time rent payment, mortgage payment, or property tax payment. CB-042-2023 establishes a Prince George’s County Senior Housing Assistance Fund which will provide financial assistance to County seniors based on Area Median Income (AMI) levels. Residents 65 years or older who have lived in the County for at least 5 years, and whose income is equivalent to or less than the 40% AMI are eligible to apply for financial assistance.
 In other Council action during Tuesday’s Council Session, several measures concerning Collective Bargaining Agreements, Housing Investment Trust Funds, and Compensation and Benefits were also enacted.
DISTRICT COUNCIL AND PLANNING BOARD HOLD JOINT PUBLIC HEARING ON PROPOSED MINOR AMENDMENT TO APPROVED MASTER PLAN FOR THE HENSON CREEK-SOUTH POTOMAC PLANNING AREA

 The Prince George’s County Council sitting as the District Council and the Prince George’s County Planning Board of the Maryland-National Capital Park and Planning Commission (M-NCPPC) convened on Tuesday evening, June 13th, for a Joint Public Hearing addressing a proposed Minor Amendment to the 2006 Approved Master Plan for the Henson Creek-South Potomac Planning Area and Proposed SMA - CR-020-2023. The Henson Creek-South Potomac Minor Plan Amendment and Sectional Map Amendment (SMA) is intended to update the 2006 Approved Master Plan and Sectional Map Amendment for the Henson Creek-South Potomac Planning Area. This process will remove and replace certain obsolete development pattern guidelines, policies, and strategies for the physical development of portions of the Master Plan areas.

PILOT AGREEMENTS AND HOUSING INVESTMENT TRUST FUND MEASURES MOVE FORWARD IN COMMITTEE OF THE WHOLE

Payment in Lieu of Taxes exemptions, or PILOT Agreements, support affordable housing, a priority for the People’s Council. To that end, the Council’s Committee of the Whole (COW), convening on Tuesday, June 13th, addressed CR-041-2023, legislation approving the terms and conditions of a Payments in Lieu of Taxes (PILOT) Agreement between the County and HAPGC Affordable Housing Development Corporation, LLC concerning the Cottage City Towers project. CR-046-2023, companion legislation committing and allocating the amount of $2.5 million in Housing Investment Trust Fund (HITF) Program funds to the Cottage City Towers project. CR-044-2023, a PILOT Agreement between the County and Banneker Ventures, LLC, along with CR-043-2023 a PILOT Agreement between the County and 210 MPD Partners were also approved, along with their companion HITF Program measures CR-045-2023 and CR-047-2023.

EDUCATION AND WORKFORCE DEVELOPMENT COMMITTEE ADDRESSES BOARD OF EDUCATION TRANSFER REQUESTS |
 The Council’s Education and Workforce Development Committee (EWD) convened on Monday, June 12th to address two Board of Education Transfer Requests. The Public School Laws of Maryland require the Board of Education and County Council approval of transfers between major State categories. The Transfer requests include budget realignments and transfers between existing major State categories within the FY 2023 Board of Education Approved Budget. The transfer request maintains a balanced budget and ensures fiscal stability through June 30, 2023, and it further assists in the comprehensive plan to reconcile the FY 2023 Operating Budget.

GOVERNMENT OPERATIONS AND FISCAL POLICY COMMITTEE FORWARDS MEASURE TO BRING OVERSIGHT TO COUNTY SURPLUS PROPERTY PROGRAM |
  
The Council’s Government Operations and Fiscal Policy Committee (GOFP), during its meeting on Tuesday, June 13th, favorably considered CR-031-2023 and CR-038-2023 and CR-051-2023, Resolutions concerning Contract Approvals; CR-042-2023 and CR-048-2023, PILOT Agreement measures for Flats at College Park and Queens Plaza Park Apartments respectively; and CR-049-2023, legislation adjusting the number of positions in certain grades in the Office of Central Services. Following a robust discussion, GOFP committee members voted favorably for CB-061-2023, legislation amending provisions of the Code regulating the procedure to declare County Real Property as Surplus Property.

TOWNHOME LEGISLATION IS THE FOCUS OF PLANNING, HOUSING, AND ECONOMIC DEVELOPMENT COMMITTEE MEETING |
 The Council’s Planning, Housing, and Economic Development Committee (PHED), convened on Thursday, June 15th, for the review of three Council bills and Executive Appointments to the Housing Authority Board of Commissioners. W. Marshall Knight, II, Regina Miller Nadir, Cherice M. Shannon, and Layton F. Wilson, the County Executive’s nominees to the Housing Authority Board of Commissioners, were favorably considered by the committee. CB-052-2023, townhome-related legislation presented by Vice Chair Wala Blegay, suspends for two years the development of townhouses outside of areas designated for medium to high-density development in the County's Approved General Plan and comprehensive plans. The bill brought out several stakeholders to testify, and ultimately the measure was held for further discussion and collaboration. Two additional pieces of legislation were advanced by the committee, CB-054-2023, and Ordinance concerning Administration-Standard Review Procedures, and CB-055-2023, and Act concerning Applications - Standard Review Procedures, were advanced by the committee for Council consideration.

POLICE OPEN DATA MEASURE MOVES FORWARD IN HEALTH, HUMAN SERVICES AND PUBLIC SAFETY COMMITTEE |
 The Council’s Health, Human Services & Public Safety Committee (HHSPS), convened on Thursday, June 15th, for the review CB-056-2023, an Act concerning Community Policing – Data and reports, which requires the Prince George’s County Police Department to make certain data and/or reports available to the County Council and the public regarding police activities, which was favorably considered after receiving feedback from Police Department leadership. The HHSPS Committee also addressed Executive Appointments to the Commission on Fathers, Men and Boys, Commission for Women, and Commission for Veterans, which were all favorably advanced. Prior to adjournment, committee members received a Juvenile Justice Briefing.

 Prince George's County Public Schools will offer free summer meals for youth up to age 18 at various locations throughout the County. There are no income or registration requirements to receive free meals.

COUNCIL CHAIR TOM DERNOGA OFFERS OPENING REMARKS DURING THE 2023 STATE OF THE ECONOMY EVENT
 More than 500 elected officials, business leaders, and others, gathered at the Hotel at the University of Maryland in College Park for the 2023 State of the Economy event hosted by the Greater Prince George’s Business Roundtable on Wednesday, June 14th. Council Chair Tom Dernoga offered opening remarks. County Executive Angela Alsobrooks provided the keynote address, delivering a positive message about the County’s fiscal accomplishments and the County’s economic outlook. Chair Dernoga remarked that he was pleased by the news that the County has maintained its Triple-A bond rating, and that the economic outlook for the County looks promising.
DISTRICT 3 COUNCIL MEMBER ERIC OLSON HOSTS STUDENT ECO-ART EXHIBITION
 District 3 Council Member Eric Olson who chairs the County Council’s Transportation, Infrastructure, Energy and Environment committee, hosted the County’s talented student artists and their families for an Eco-Art exhibition in the Tech Lounge at the Wayne K. Curry Administration in Largo on Tuesday. The artists were winners in the Department of Environmental Education’s EcoAction poster contest! Winning students received cash awards from the Prince George’s Sierra Club, and three students received special recognition from the Sierra Club of Maryland, and student artists are being featured in the Prince George’s Sierra Club’s travelling art show. The theme was “Climate Action” and the winning pieces were amazing! Council Member Olson extended his gratitude to the Prince George’s Sierra Club, the Sierra Club of Maryland and Prince George’s County Public Schools for creating space for students to learn about this important issue through art.

DISTRICT 5 COUNCIL MEMBER JOLENE IVEY JOINS WILLIAM ELEY, JR PUBLIC WORKS BUILDING GROUNDBREAKING CEREMONY
 District 5 Council Member Jolene Ivey joined Town of Cheverly Mayor Kayce Munyeneh, and Town Council Members, along with other officials on Wednesday, June 14th, to celebrate the groundbreaking for the William Eley, Jr. Public Works Building in Cheverly. Council Member Ivey presented a proclamation to Mr. Eley Jr.'s daughter in the presence of friends and family that included many of Cheverly's Old 4th Ward trailblazers. Mr. Eley, Jr., was a former Prince George’s County Planning Board Commissioner.
