DISTRICT COUNCIL CONVENES ON LAND-USE MATTERS
The Prince George’s County Council, sitting as the District Council on zoning matters, convened virtually on Monday, October 17th. District Council session included Items Referred for Document and Items Pending Finality. The District Council is granted authority to act on zoning matters by the State of Maryland Regional District Act, now in the Land Use Article of the Maryland Annotated Code.

COUNCIL CONVENES VIRTUAL SESSIONS – ADDRESSES PROPOSED CORRESPONDENCE AND ADOPTS LEGISLATION
The Prince George’s County Council convened virtual sessions twice this week, on Monday October 17th and Tuesday, October 18th. Monday’s agenda included a Proposed Joint Letter with County Executive Angela Alsobrooks to Acting Executive Director of the Maryland Interagency Commission (IAC) on School Construction, endorsing the Prince George’s County Board of Education’s Proposed FY 2024 Capital Budget request and the identification of projects considered most critical. The Proposed Correspondence was referred to the Education Workforce and Development Committee (EWD) for consideration.
Tuesday’s Council session included the adoption of CR-081-2022, legislation approving a multi-year contract to procure Claims Administration Services for Prince George’s County on behalf of the Prince George’s County Office of Finance/Risk Management. Included on the agenda as part of an additions package, was CR-122-2022, legislation expressing the Council’s support for the Prince George’s County Public School System’s (PGCPS) Blueprint Schools Phase II Task Force Recommendations was introduced, and following favorable consideration during Tuesday’s COW, adopted.
COMMITTEE OF THE WHOLE CONVENES VIRTUALLY THIS WEEK FOR GENERAL ASSEMBLY UPDATES; REVIEW OF LEGISLATION; AND BRIEFING UPDATE ON BLUEPRINT SCHOOLS
The Council’s Committee of the Whole (COW) convened virtually twice this week, on Monday, October 17th and Tuesday, October 18th. Monday’s session included the review of Maryland General Assembly items, including legislative priorities, Maryland Association of Counties (MACo) initiatives, and bi-county issues. The COW also received a Briefing Update on Blueprint Schools Phase I and next steps for Phase II from PGCPS CEO, Dr. Monica Goldson and members of her leadership team.

Tuesday’s COW meeting included the review of CR-093-2022, legislation concerning a PILOT Agreement for the Villas at Langley Park; CR-94-2022, legislation concerning the Housing Investment Trust Fund for Housing and Community Development; and CR-120-2022, legislation establishing an Electric Vehicle Infrastructure of Deployment Advisory Group, all of which were moved forward for full Council consideration. CR-121-2022, a Council Resolution concerning the creation of the Mill Branch Revitalization Tax Credit District was held. As part of an additions package, CR-122-2022, proposed legislation expressing Council support for the PGCPS Blueprint Schools Phase II Task Force Recommendations was also favorably considered following a robust discussion. The COW also received a briefing on the Master Plan from the Prince George’s County Telecommunications transmission Facilities Coordinating Committee (TFCC) during Tuesday’s meeting.
EDUCATION AND WORKFORCE DEVELOPMENT COMMITTEE CONVENES TO REVIEW PROPOSED CORRESPONDENCE AND RECEIVE EDUCATION BRIEFINGS
The Council’s Education Workforce and Development committee (EWD), convened virtually on Monday, October 17th for two education briefings. The first briefing included a presentation from PGCPS CEO Dr. Monica Goldson, focusing on the PGCPS Assessment Program, classroom instruction, and staffing. The final briefing of the day addressed the Board of Education FY 23 Operating Budget Reconciliation. Prior to adjournment, EWD Committee Members addressed a Proposed Joint Letter with County Executive Angela Alsobrooks to Acting Executive Director of the Maryland Interagency Commission (IAC) on School Construction, endorsing the Prince George’s County Board of Education’s Proposed FY 2024 Capital Budget request and identifying projects considered most critical. The letter was approved in committee to move forward to the County Council with amendments. The EWD committee is chaired by Council Member Jolene Ivey. Council Member Deni Taveras serves as Committee Vice-Chair. EWD committee members include Council Members Edward Burroughs III, Council Vice-Chair Sydney Harrison, and Council Member Johnathan Medlock.

GOVERNMENT OPERATIONS AND FISCAL POLICY COMMITTEE REVIEWS LEGISLATION
The Council’s Government Operations and Fiscal Policy (GOFP) committee, met virtually on Wednesday, Wednesday, October 19th, for a discussion concerning the Executive Appointment of Keith Adams to the Human Rights Commission. GOFP Committee Members also reviewed legislation related to PILOT Agreements, Collective Bargaining Agreements, and Compensation and Benefits, all favorably approved. Council Member Edward Burroughs, III, serves as GOFP Committee Chair. Council Member Mel Franklin serves as GOFP Committee Vice-Chair. GOFP committee members include Council Members Jolene Ivey, Rodney C. Streeter, and Todd M. Turner.

COUNCIL’S PLANNING, HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE MEETS VIRTUALLY
The Council’s Planning, Housing and Economic Development committee (PHED) met virtually on Wednesday, October 19th for a scheduled Local and Small Business Procurement and MBE Program briefing from the Maryland-National Capital Park and Planning Commission (M-NCPPC) Chair Peter Shapiro, Executive Director Asuntha Chiang-Smith, and other principals. PHED also addressed CR-119-2022, legislation approving certain transfers of appropriations within the Approved FY 2022-2023 Operating Budget of the M-NCPPC which was favorably approved, and two zoning measures. Council Member Mel Franklin serves as PHED Committee Chair; Council Member Dannielle Glaros serves as Committee Vice-Chair. PHED committee members include Council Chair Calvin S. Hawkins, II, Council Vice-Chair Sydney Harrison, and Council Member Todd Turner.

ELECTION DAY UPDATE
Election Day is Tuesday, November 8, with early voting from Thursday, October 27 through Thursday, November 3. Drop boxes are now available throughout the County for residents who prefer to vote by mail. To request a vote by mail ballot, text VBM to 77788. The deadline to apply for a mail-in ballot for the upcoming Maryland Gubernatorial General Election is Tuesday, November 1.

COUNCIL CHAIR CALVIN S. HAWKINS JOINS SCHOOLS CEO DR. MONICA GOLDSON FOR BLUEPRINT SCHOOLS ‘INDUSTRY DAY’
To encourage awareness and build support for the Blueprint Schools Phase II procurement process, Prince George’s County Public Schools (PGCPS) hosted its second Industry Day event on Friday, October 21st. Council Chair Calvin S. Hawkins, II, joined PGCPS CEO Dr. Monica Goldson for the afternoon event, which provided participating stakeholders with an overview of the initiative’s procurement process, critical dates, and information on ways to partner with the County to deliver essential school infrastructure. The Industry Day event served as the official start of the procurement process, with a RFQ to be subsequently released. Chair Hawkins, during his remarks, noted the importance of collaboration in moving Prince George’s County forward. “This P3 initiative has proven that aligned government can solve big problems and find creative solutions to do so – and you are a big part of that work.” The Blueprint for Schools Initiative, the first public-private school construction partnership in the nation, is designing, building, financing and maintain a model, multi-school construction program in the County to address enrollment, seat deficits, and rapidly aging buildings.
COUNCIL CHAIR CALVIN HAWKINS AND DISTRICT FOUR COUNCIL MEMBER TODD TURNER SUPPORT 3RD ANNUAL FIRST TEE GOLF TOURNAMENT IN PRINCE GEORGE’S COUNTY
On Friday, October 14th, Council Chair Calvin S. Hawkins, II and District 4 Council Member Todd M. Turner joined golfers at the Enterprise Golf Course to support the 3rd Annual First Tee Golf Tournament, Prince George’s County (Council Members pictured with NFL Player Santonio Holmes and State Senator Melony Griffith). The event was hosted by the Maryland-National Capital Park and Planning Commission, Department of Parks and Recreation. Former NFL players Tony Page and Santonio Holmes were special guests. First Tee – Greater Washington, DC First Tee offers afterschool and weekend programs at golf facilities throughout the area, including Prince George’s County, using the sport to teach youth life lessons and leadership skills. Through First Tee’s personal growth and junior golf programs, youth build self-confidence, inspiring more active participation in leadership opportunities and events, community involvement, and college scholarships. DISTRICT THREE COUNCIL MEMBER DANNIELLE GLAROS AND PRINCE GEORGE’S AFRICAN-AMERICAN MUSEUM AND CULTURAL CENTER PRESENT LINCOLN VISTA FILM SCREENING
District 3 Council Member Dannielle Glaros awarded a grant to the Prince George’s African-American Museum and Cultural Center supporting the development of a film documenting the oral history of Lincoln Vista. Council Member Glaros and District 3 Team members joined residents on the evening of October 15th for the screening of the film produced by Dureke Productions and the museum, at the Lincoln Vista Park Building in Lanham. In the early 20th century, the Lincoln Vista community was established along the Washington-Baltimore and Annapolis Electric Railway. It was one of the few affordable housing options for middle-class African Americans in Prince George’s County.
DISTRICT ONE COUNCIL MEMBER TOM DERNOGA PARTICIPATES IN LAUREL MAIN STREET FESTIVAL
Council Member Tom Dernoga and his District 1 Team had a great time participating in the 40th Annual Laurel Main Street Festival and parade on Saturday, October 15th. Council Member Dernoga and the team also hosted a table filled with information and giveaways for residents, providing a wonderful opportunity to engage with the community. After the early morning parade, thousands of festival-goers strolled Main Street enjoying Laurel’s flagship event for entertainment, food, vendors, music, arts and crafts, and checking out Main Street businesses.
