COMMITTEE OF THE WHOLE CONVENES VIRTUALLY TO REVIEW LEGISLATION
The Council’s Committee of the Whole convened a virtual meeting on Tuesday, September 27th, to review proposed legislation, including CB-101-2022, implementing recommendations of the 2019 Prince George’s County Utilization and Availability Study, known as the Disparity Study, implementing policies to expand opportunities in County Government contracting for local, small, and minority-owned businesses. The Council also reviewed CB-102-2022, re-establishing and updating the first source registry and local hiring policy for Prince George’s County public contracting to increase career opportunities for County residents. Both proposed measures, sponsored by Council Chair Calvin S. Hawkins and Council Member At-Large Mel Franklin, were favorably supported by the Committee of the Whole. As a part of an additions package, COW received a briefing on Parks and Recreation Capital Projects prior to adjournment.

COUNCIL CONVENES VIRTUAL SESSION – CONFIRMS EXECUTIVE APPOINTMENTS, RECEIVES YOUTH LEADERSHIP INSTITUTE BRIEFING, AND ADOPTS LEGISLATION
 The Prince George’s County Council convened virtually on Tuesday, September 27th for the introduction and presentation of measures, and the review of Proposed Correspondence. The Council also confirmed County Executive Angela Alsobrooks’ Executive Appointments to the Commission for Individuals with Disabilities. Additional Executive Appointments confirmed by the Council include Michael D. Johnson as Director of the Department of Public Works and Transportation; Madye Henson to the Redevelopment Authority Board; Sharon McInnis to the Taxicab Board; and Lynnette Espy-Williams to the Washington Suburban Sanitary Commission.
Council Members also received a briefing during Tuesday’s session, on the Alsobrooks Youth Leadership Institute, presented by Prince George’s County’s Director of Stakeholder Engagement and Affairs Sonja Welbourne, and Community Outreach Liaison Daphne Benbow. The Youth Leadership Program, an initiative of County Executive Angela Alsobrooks, is an intense immersion-learning opportunity in which youth participants are required to attend 95% of the program meetings, modules, and service activities. Participants include a diverse group of youth from different backgrounds - ethnic, economic, and social - who are serious about the lives of youth in our County and interested in County Government. Application deadline is October 14th .
 Prior to adjournment, Council Members adopted CR-102-2022, legislation concerning compensation and benefits, and CR-118-2022, legislation designating the John and Mary White House as a Prince George’s County historic site.
COUNCIL WORKS TO FILL SEATS ON THE POLICE ACCOUNTABILITY BOARD; HEARS FROM BOARD CANDIDATES DURING VIRTUAL INFORMATIONAL MEETING/LISTENING SESSION
The County Council held a virtual Candidate Informational Meeting/Listening Session on Tuesday, September 27th to hear from candidates under Council consideration to serve on the Police Accountability Board. The County Council will appoint five members to the 11-member Board. Six members, to include the Chair, will be appointed by the County Executive. After completing the Council application process and being deemed eligible for consideration, 17 candidates appeared before the Council on Tuesday, to present their qualifications to Council Members, residents and interested stakeholders. The Council will select five nominees from this group. After background checks, Council action for the nominees is tentatively scheduled for October 11th. COUNTY COUNCIL CONVENES VIRTUALLY TO HOST MDOT’S ANNUAL STATEWIDE “ROADSHOW” TO DISCUSS TRANSPORTATION PRIORITIES
The Prince George’s County Council hosted the Maryland Department of Transportation’s (MDOT) Annual Statewide Tour, also called the “roadshow,” on Thursday, September 29th, to discuss transportation needs and priorities in Prince George’s County. During the virtual meeting, Maryland Transportation Secretary James F. Ports, Jr. and SHA Administrator Tim Smith were among state officials presenting the Draft FY 2023 – FY 2028 Consolidated Transportation Program (CTP), which details the MDOT’s six-year Capital Budget with participating County officials and members of the public. Floyd Holt, DCAO on behalf of County Executive Angela Alsobrooks, and Michael D. Johnson, Director of the County’s Department of Public Works and Transportation, addressed the County’s transportation priorities. Following completion of the statewide tour, MDOT officials will prepare a final transportation budget to present to the Maryland General Assembly in January.
