DISTRICT COUNCIL ADDRESSES LAND-USE MATTERS IN VIRTUAL SESSION
The Prince George’s County Council, sitting as the District Council on zoning matters, convened virtual meetings on Monday, September 19th, and on Tuesday, September 20th. Monday’s scheduled session included Items for Oral Argument, Items Referred for Document, Items for Discussion, and Items Pending Finality. An Item Referred for Document, Arcland Self-Storage in District 9, was the only case on Tuesday’s agenda. The District Council is granted authority to act on zoning matters by the State of Maryland Regional District Act, now in the Land Use Article of the Maryland Annotated Code.

 STATEMENT - PUBLIC HEARING ON BOWIE-MITCHELLVILLE SMA TO BE RESCHEDULED
The Prince George’s County Council has directed the County’s Planning Board and staff to proceed with rescheduling the Tuesday, September 27th Public Hearing on the Bowie-Mitchellville and Vicinity Sectional Map Amendment (Bowie SMA), and to continue collecting written comments and testimony as the Bowie SMA process moves forward.
The participation of our residents in Council processes is essential to our community’s progress. This action allows for additional review and provides added opportunity to discuss future growth in and around this area of the County.
The Council, sitting as the District Council on land-use matters, appreciates the active engagement of our residents and other stakeholders, including recent correspondence from the City of Bowie, requesting additional time for public comment and analysis in consideration of the goals of the Bowie-Mitchellville and Vicinity Master Plan adopted this April.
We look forward to the future completion of the Bowie SMA process.
COUNTY COUNCIL CONVENES VIRTUAL SESSION
 The Prince George’s County Council convened virtually on Tuesday, September 20th to review proposed legislation. In addition to the introduction and presentation of proposed measures in the legislative process, the Council also adopted CR-085-2022, which expands the Northern Gateway to include the new area of Buck Lodge in Council District 2, and CR-116-2022, recognizing Hispanic Heritage Month and celebrating the heritage and culture of Latinos in the United States and their immense contributions to Prince George’s County.
EDUCATION AND WORKFORCE DEVELOPMENT COMMITTEE CONVENES FOR BRIEFING ADDRESSING YOUTH AND JUVENILE CONCERNS
The Council Education Workforce and Development committee (EWD), convened virtually on Monday, September 19th for a briefing focused on youth and juvenile concerns and resources, including education and public safety. Committee members were joined by State’s Attorney Aisha Braveboy; Office of Juvenile Services Region 7 Director, Douglas Mohler; and Office of Community First Commander, Captain Michael Noelle, for law enforcement presentations and discussion. Associate Superintendent of Student Services, Dr. Elizabeth Faison; Director of Safety and Security Services, Gary Cunningham; and District 4 Board of Education Member Shayla Adams-Stafford provided briefing updates focused on Prince George’s County Public Schools. Employ Prince George’s President & CEO Walter Simmons and Founder and Executive Director of Public Safety Training in Schools, Inc. William Taylor concluded the briefing presentations with an overview of available employment programs targeting County youth. The EWD committee is chaired by Council Member Jolene Ivey. Council Member Deni Taveras serves as committee vice-chair. EWD committee members include Council Members Edward P. Burroughs III, Council Vice-Chair Sydney Harrison, and Council Member Johnathan Medlock.

PLANNING, HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE MEETS VIRTUALLY
The Council Planning, Housing and Economic Development committee (PHED) met virtually on Wednesday, September 21st for the review of proposed legislation, including CB-086-2022, establishing a Housing Policy and Implementation Advisory Board as recommended by the Housing Opportunities For All Workgroup. This measure was voted favorable for Council consideration. Council Member Mel Franklin serves as PHED committee chair; Council Member Dannielle Glaros serves as committee vice-chair. PHED committee members include Council Chair Calvin S. Hawkins, II, Council Vice-Chair Sydney Harrison, and Council Member Todd M. Turner.

GOVERNMENT OPERATIONS AND FISCAL POLICY COMMITTEE REVIEWS LEGISLATION
The Council’s Government Operations and Fiscal Policy (GOFP) committee, met virtually on Thursday, September 22nd to review several proposed measures, including CB-085-2022, legislation establishing the Homestead Property Tax Credit, which was favorably approved for Council consideration. Council Member Edward Burroughs, III, serves as GOFP Committee Chair. Council Member Mel Franklin serves as GOFP Committee Vice-Chair. GOFP committee members include Council Members Jolene Ivey, Rodney C. Streeter, and Todd M. Turner.

TRANSPORTATION, INFRASTRUCTURE, ENERGY AND ENVIRONMENT COMMITTEE REVIEWS EXECUTIVE APPOINTMENTS AND LEGISLATION
The Council’s Transportation, Infrastructure, Energy and Environment (TIEE) committee met virtually on Thursday, September 22nd to review several Executive Appointments, including the appointment of Michael Johnson as Director of the Department of Public Works and Transportation; Sharon McInnis to the Taxicab Board for Prince George’s County; and Lynnette Espy-Williams to the Washington Suburban Sanitary Commission, which were favorably approved for Council consideration. CB-094-2022, legislation prohibiting habitation in vehicles parked in public right-of-way and restricting eligibility for certain residential parking permits was also favorably approved. Council Member Rodney C. Streeter serves as TIEE Committee Chair. Council Member Todd M. Turner serves as TIEE Committee Vice-Chair. TIEE committee members include Council Members Tom Dernoga, Dannielle M. Glaros, and Deni L. Taveras.

STATEMENT - COUNCIL MOURNS PASSING OF THE HONORABLE DAVID C. HARRINGTON, FORMER STATE SENATOR AND COUNCIL CHAIR
The profound loss of the Honorable David C. Harrington is deeply felt by this legislative body, the residents and communities we represent, as well as Council Administration and the Legislative Branch staff.
Foremost in our thoughts and prayers for peace and comfort, are David’s beloved wife, Cheryl, and their family, especially sons Stephen and Christopher, daughters-in-law, and grandchildren, as they embrace this profoundly personal and heartbreaking loss. Our hearts have been drawn toward them and will remain with them.
A devoted public servant, David was a true statesman, policymaker, selfless community builder, and fierce advocate for improving the Quality of Life for Prince Georgians and Marylanders. He began his public life as Mayor of Bladensburg and was appointed to leadership positions on countless County Boards and Commissions.
As a Council Member, David committed to his “Community First” agenda, tirelessly working to create a cleaner environment, attract local businesses, support community policing, and build neighborhood schools for the communities of District 5 and throughout Prince George’s County.

COUNCIL TO CONDUCT POLICE ACCOUNTABILITY BOARD CANDIDATE INFORMATIONAL MEETING/LISTENING SESSION - TUESDAY, SEPTEMBER 27TH
 The County Council will conduct a virtual Candidate Informational Meeting/Listening Session on Tuesday, September 27TH , at 2:00 p.m., to hear from candidates under Council consideration to serve on the Police Accountability Board. The County Council will appoint five members to the 11-member Board. Six members, to include the Chair, will be appointed by the County Executive.

Council Chair Calvin S. Hawkins, II, says public engagement is a critical component of the Police Accountability Board selection process.
“Addressing the longstanding issue of police accountability is a serious matter, and our commitment to achieving meaningful reform will be evident in a measured, deliberate, and transparent process, resulting in the selection of fair-minded, objective appointees. We invite and encourage residents to continue their engagement in this process as it moves forward.”
Under a legislative package of police reforms enacted in July by the County Council, new state requirements for improved policing and the establishment of a Police Accountability Board were implemented. CB-021-2022, included in the legislative package, required a resolution setting forth the public engagement process for selecting members to the Police Accountability Board. Council Resolution-090-2022, established the public engagement process for the selection of members to serve on the Police Accountability Board, nominated by both the County Executive and County Council.

COUNCIL MEMBERS DENI TAVERAS AND DANNIELLE GLAROS JOIN CHEROKEE LANE ELEMENTARY SCHOOL RIBBON-CUTTING CEREMONY
 District 2 Council Member Deni Taveras, and District 3 Council Member Dannielle Glaros, joined PGCPS CEO Dr. Monica Goldson, staff, and students for the Cherokee Lane Elementary School ribbon-cutting ceremony in Adelphi on Monday, September 19th. The first of 10 schools to be built in Prince George’s County over the next four years, Cherokee Lane Elementary is also the first public school in Maryland to be constructed using a hybrid off-site/on-site construction model. This new approach helped to speed this school for construction and delivery. Student performances and special guests were highlights of Monday’s ceremony.
DISTRICT 6 COUNCIL MEMBER JOHNATHON MEDLOCK WELCOMES AFFORDABLE-HOUSING DEVELOPMENT TO UPPER MARLBORO
 District 6 Council Member Johnathon Medlock participated in a grand opening ceremony for the Gateway at Peerless, a mixed-use, mixed-income development minutes away from the Town Center of Upper Marlboro. The new District 6 community will offer 62 units of affordable housing for families of diverse economic backgrounds. Council Member Medlock, during comments to grand opening attendees, noted the importance of providing affordable housing in Prince George’s County. "I took a few moments to look around, and we should all be very proud of this new addition to the Upper Marlboro community. There is a tremendous demand for quality, affordable housing in this region, and Prince George’s County continues to meet and exceed the need."
COUNTY COUNCIL AMONG UNITED COMMUNITIES AGAINST POVERTY HONOREES
United Communities Against Poverty (UCAP) honored the County Council and other community leaders for their service, as part of UCAP’S Gala on Wednesday evening. UCAP is dedicated to the “well-being of those whose quality of life has been negatively impacted by poverty, unemployment, homelessness, crime, and inadequate public health services in Prince George's County, MD.”
