DISTRICT COUNCIL CONVENES ON LAND-USE MATTERS
The Prince George’s County Council, sitting as the District Council on zoning matters, convened a virtual meeting on Monday, September 12th. Monday’s scheduled session included Items for Mandatory Review, Oral Arguments, Items for Discussion, and Items Pending Finality. The District Council is granted authority to act on zoning matters by the State of Maryland Regional District Act, now in the Land Use Article of the Maryland Annotated Code.

COUNCIL CONVENES VIRTUAL SESSION – CONDUCTS PUBLIC HEARINGS, CONSIDERS LEGISLATION, AND RECEIVES BRIEFING ON BOWIE-MITCHELLVILLE AND VICINITY SECTIONAL MAP AMENDMENT
 The Prince George’s County Council convened virtually on Tuesday, September 13th for the introduction and presentation of measures. The Council also conducted several public hearings for proposed legislation, including CB-035-2022, concerning short-term rental, single family rental, and multi-family rental license fees; CB-036-2022, concerning business license renewal late fees; and CB-052-2022, addressing parking fines and penalties, which were enacted on Tuesday.
Council Members received a briefing on the Bowie-Mitchellville and Vicinity Sectional Map Amendment, presented by Project Manager Thomas Lester, and Master Plan and Studies Section Supervisor, Kierre McCune. The Bowie-Mitchellville SMA, initiated by Council Resolution-089-2022, rezones land and implements the approved land use and development policies approved in the 2022 Bowie-Mitchellville and Vicinity Master Plan. The SMA applies solely to properties within the 2022 Approved Bowie-Mitchellville and Vicinity Master Plan boundary.
Prior to adjournment, Council Members adopted CR-110-2022, urging the Biden Administration and encouraging the federal government to engage in nuclear disarmament to prevent global nuclear warfare and massive destruction.
COUNCIL’S PLANNING, HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE MEETS VIRTUALLY
The Council’s Planning, Housing and Economic Development committee (PHED) met virtually twice this week, on Tuesday, September 13th and Thursday, September 15th. Tuesday’s committee meeting included the review of several proposed zoning measures. Committee members also reviewed CB-059-2022, legislation addressing electric charging stations, which was voted favorable for Council consideration.

Thursday’s PHED included the review of County Executive Angela Alsobrooks’ appointment of Madye Henson to the Redevelopment Authority Board, which was favorably approved for Council consideration.
Several zoning measures were on the PHED agenda, including CB-092-2022, legislation revising the application review procedures for zoning applications decided by the County Council. Following an overview of the legislation by Committee Chair Mel Franklin and Council Chair Calvin S. Hawkins, II, and public comment from over 30 residents and stakeholders, the measure was moved favorable for Council consideration following a 3-2 vote. CB-091-2022, legislation amending the voting requirements for adoption of legislative amendments to local zoning laws was tabled. Council Member Mel Franklin chairs the PHED committee; Council Member Dannielle Glaros serves as committee vice-chair. PHED committee members include Council Chair Calvin S. Hawkins, II, Council Vice-Chair Sydney Harrison, and Council Member Todd Turner. The PHED committee is scheduled to meet virtually next week - Wednesday, September 21st at 2:30 p.m.
GOVERNMENT OPERATIONS AND FISCAL POLICY COMMITTEE REVIEWS LEGISLATION
The Council’s Government Operations and Fiscal Policy (GOFP) committee, met virtually on Wednesday, September 14th, to review proposed legislation. CB-051-2022, establishing a diversity and equity policy for publicly subsidized development projects; CB-062-2022, establishing a Prince George’s County Small Business Capital and Growth Stimulus Program; and CB-074-2022, establishing a business improvement district in the Northern Gateway were among the measures addressed. Council Member Edward Burroughs, III, serves as GOFP Committee Chair. Council Member Mel Franklin serves as GOFP Committee Vice-Chair. GOFP committee members include Council Members Jolene Ivey, Rodney C. Streeter, and Todd M. Turner. The next virtual meeting of the GOFP committee is scheduled for Thursday, September 22nd at 1:30 p.m.

HEALTH, HUMAN SERVICES AND PUBLIC SAFETY COMMITTEE CONVENES VIRTUALLY
The Council’s Health, Human Services and Public Safety (HHSPS) committee, met virtually on Thursday, September 15th to review Executive Appointments to the Commission for Individuals with Disabilities, which were favorably approved for Council consideration. HHSPS also addressed proposed legislation, including CB-053-2022, concerning food truck locations, which received support from the County Executive and the Prince George’s County Economic Development Corporation. CB-053-3033 was approved for consideration by the full Council. Council Vice-Chair Sydney Harrison chairs the HHSPS committee. Council Member Tom Dernoga serves as committee vice-chair. Council Chair Calvin S. Hawkins, II, and Council Members Mel Franklin, Rodney Streeter, and Johnathan Medlock serve as HHSPS committee members. The next HHSPS Committee meeting is scheduled for Thursday, October 6, at 1:30 p.m.

COUNTY’S 30-DAY JUVENILE CURFEW IN EFFECT
 Prince George’s County is currently enforcing a 30-day curfew for youth ages 16 and under. This measure has been put in place to protect our children and engage parents and family members in their safety and wellbeing. Youth need to be at home on weeknights from 10:00 p.m. to 5:00 a.m., and weekends from 11:59 p.m. to 5:00 a.m. Police officers will focus first educating youth on the curfew and telling them to go home. Some exceptions to the curfew apply, such as youth accompanied by a parent/guardian or youth who are at a place of employment. The County is asking our village to please help us keep our children safe.
PRE-REGISTRATION OPEN FOR MONKEYPOX VACCINE
 The Prince George’s County Health Department, through the State of Maryland’s online immunization registration system PrepMod, is accepting pre-registrations from County residents to be vaccinated against monkeypox. Residents can pre-register by visiting the Health Department’s dedicated monkeypox webpage, health.mypgc.us/monkeypox Pre-registered residents will be contacted when their appointment becomes available.

 Prince George’s County welcomed home tennis phenom and Prince George’s County native, Frances Tiafoe during a Welcome Home Celebration on Friday, September 16th at JTCC in College Park. Prince George’s County Council Chair Calvin S. Hawkins, II, District 3 Council Member Dannielle Glaros, and Council Members Edward Burroughs and Johnathan Medlock joined the celebration, presenting Tiafoe with a Council Proclamation for his history-making U.S Open quarterfinal win. COUNCIL MEMBER DENI TAVERAS ATTENDS ‘EL FESTIVO GUANACO’
 District 2 Council Member Deni Taveras joined The Guanaco Festival on Sunday, September 11th in celebration of the Salvadoran community – the region’s largest Latino group - and to commemorate the 201st anniversary of the El Salvador’s independence. Festival participants enjoyed food, crafts, Salvadoran music, international artists, and fun for the entire family.
COUNCIL VICE-CHAIR SYDNEY HARRISON RECOGNIZES SUICIDE PREVENTION AND AWARENESS MONTH
 In recognition of Suicide Prevention and Awareness Month, Council Vice-Chair and District 9 Council Member Sydney Harrison joined Prince George’s County’s Police Division V for their Suicide Awareness and Prevention Outreach event in Clinton on Wednesday, September 14th. In the United States, suicide is the 12th leading cause of death for all ages, and the 3rd leading cause of death among 15 to 24-year-olds, according to the National Institute of Health. During the day’s event, mental health professionals were on-hand to provide information, answer questions, and educate the public about the warning signs of suicide and actions to take if a loved one is at risk.

Mental health specialists are available 24 hours a day, seven days a week to provide immediate assistance and referrals for long-term support.
