COUNCIL RECONVENES HYBRID SESSIONS – CONSIDERS LEGISLATION, RECEIVES BRIEFING ON FINAL REPORT AND RECOMMENDATIONS FROM RESPONSIBLE LEGACY TASK FORCE; CONDUCTS PUBLIC HEARING ON WSSC MATTER
 The Prince George’s County Council reconvened on Tuesday, September 6th, virtually and in person, for the first hybrid sessions following August Recess. Council Session opened with a public hearing to consider the removal of WSSC Commissioner Keith Bell from the Washington Suburban Sanitary Commission.
Council Members also received a briefing on the Prince George’s County Responsible Legacy Task Force Final Report and Recommendations, presented by the Task Force Chair and Vice Chair, respectively, the Hon. Joseph A. Solomon, and the Hon. Gloria G. Lawlah.
 The task force was charged with reviewing all County monuments, parks, street names, County buildings, and other places of honor, and creating a process to determine the future of names linked to a prejudiced past.
 During Tuesday’s session, Council Members also adopted CR-106-2022, a resolution expressing the Council’s support for declaring September 2022, World Car Free Day in Prince George’s County, as part of the 22nd International Day of Observance to encourage individuals to use forms of sustainable transportation rather than drive an automobile.

COMMITTEE OF THE WHOLE CONVENES HYBRID MEETING; REVIEWS PROPOSED MEASURE INCREASING FINES FOR OFF-ROAD VEHICLE VIOLATIONS |
The Council’s Committee of the Whole convened a hybrid meeting on Tuesday, September 6th, to review proposed legislation. The Council also received a Transcript Analysis for the Proposed Historic Site Designation for the John and Mary White House property. The COW unanimously approved CB-011-2022, sponsored by Council Chair Calvin S. Hawkins, II. The measure proposes strengthening civil penalties associated with the improper use of off-road vehicles by increasing fines and expanding the Police Department’s current power to impound. Committee approval moves the measure forward in the legislative process to full Council consideration.

COUNCIL SEEKS APPLICANTS FOR THE POLICE ACCOUNTABILITY BOARD
The County Council is appointing five (5) members to the 11-member Prince George’s County Police Accountability Board and is seeking qualified applicants to serve. COUNCIL’S PLANNING, HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE MEETS
The Council’s Planning, Housing and Economic Development committee (PHED) committee met virtually on Wednesday, September 7th, for a review of several proposed zoning measures clarifying, amending, and reconciling portions of the County’s new Zoning Ordinance. PHED committee members also addressed CR-085-2022, expanding the Northern Gateway to include the new area of Buck Lodge in Councilmanic District 2. Council Member Deni Taveras, who represents this area, briefed the committee on the purpose and impact of the measure, which was unanimously supported by the PHED committee. Council Member Mel Franklin serves as PHED Committee Chair; Council Member Dannielle Glaros serves as Committee Vice-Chair. PHED committee members include Council Chair Calvin S. Hawkins, II, Council Vice-Chair Sydney Harrison, and Council Member Todd Turner. The PHED committee is scheduled to meet virtually twice next week - September 13th at 1:30 p.m., and September 15th at 10:00 a.m.

COUNCIL’S TRANSPORTATION, INFRASTRUCTURE, ENERGY AND ENVIRONMENT COMMITTEE RECEIVES UPDATE ON RESIDENTIAL SPEED ENFORCEMENT PROGRAM
The Council’s Transportation, Infrastructure, Energy and Environment (TIEE) committee met virtually on Thursday, September 8th , for a briefing update on the Residential Speed Enforcement Program to reduce speeding, traffic accidents and fatalities in Prince George’s County (VISION ZERO). Council Member Rodney C. Streeter serves as TIEE Committee Chair; Council Member Todd M. Turner serves as Committee Vice-Chair. TIEE committee members include Council Members Dannielle Glaros, Deni Taveras, and Tom Dernoga. The committee also reviewed proposed legislation. CR-063-2022, a resolution concerning the 2018 Water and Sewer Plan was moved favorable. CB-066-2022, an Act providing for the designation of permit areas for neighborhood residential and commercial parking, was held for further discussion. The next TIEE Committee virtual meeting is scheduled for Thursday, September 22, at 10:00 a.m.

GOVERNMENT OPERATIONS AND FISCAL POLICY COMMITTEE REVIEWS LEGISLATION
The Council’s Government Operations and Fiscal Policy (GOFP) committee, met virtually on Thursday, September 8th , to review proposed legislation. In addition to addressing a host of labor and personnel-related bills, the committee engaged in a robust discussion about CB-070-2022, establishing a Prince George’s County Business Start-up Personal Property Tax Credit to stimulate growth of County-based start-up companies owned by County residents. The committee moved favorable on Draft 2 of the legislation as amended. Council Member Mel Franklin serves GOFP Committee Vice-Chair. GOFP committee members include Council Members Jolene Ivey, Rodney C. Streeter, and Todd M. Turner. The next virtual meeting of the GOFP committee is scheduled for Thursday, September 14th at 1:30 p.m.

COUNCIL CHAIR CALVIN S. HAWKINS, II, ADDRESSES 21st ANNIVERSARY OF 9/11 ATTACKS
 This Sunday, across the nation and here in Prince Georg’s County, we will commemorate the 21st Anniversary of the 9/11 attacks. While the passage of time causes some memories to fade, we will never forget the day nearly 3,000 of our fellow Americans perished during horrific terrorist attacks on our nation. Among the victims killed were Prince Georgians who lived in the communities of Forestville, Temple Hills, Springdale, Camp Springs, Upper Marlboro, University Park, Clinton, Fort Washington, Lanham, Capitol Heights, Landover, Oxon Hill, Forest Heights, and New Carrollton. We will never forget their sacrifice, and we will always remember the heroism displayed by our nation’s first responders who bravely put themselves in harm’s way for our protection. We also honor the men and women of our armed forces who served – at home and abroad - to prevent a repetition of such terrible events. Their exceptional courage and willingness to answer the call of duty keep our country and Prince George’s Country secure. The Prince George’s County Council joins with fellow citizens to remember with heartfelt compassion, the lives of those lost. May God continue to bless our nation and Prince George’s County.

COUNTY’S 30-DAY JUVENILE CURFEW TAKES EFFECT 11:59 PM TONIGHT!
 Prince George’s County is enforcing a 30-day curfew for youth ages 16 and under beginning tonight, Friday, September 9th at 11:59 p.m. This measure is being put in place to protect our children and engage parents and family members in their safety and wellbeing as we continue to see a rise in violent crime, especially among juveniles. Youth need to be at home on weeknights from 10:00 p.m. to 5:00 a.m., and weekends from 11:59 p.m. to 5:00 a.m. Police officers will focus on education first, educating youth on the curfew and telling them to go home. Some exceptions to the curfew apply, such as youth accompanied by a parent/guardian or youth who are at a place of employment. The County is asking our village to please help us keep our children safe.
El Condado de Prince George está imponiendo un toque de queda de 30 días para jóvenes de 16 años y menores a partir del 9 de septiembre a las 11:59 p.m. Esta medida se está implementando para proteger a nuestros niños e involucrar a los padres y miembros de la familia en su seguridad y bienestar a medida que continuamos viendo un aumento en los delitos violentos, especialmente entre los menores. Los jóvenes deben estar en casa entre semana de 10pm a 5am y los fines de semana de 11:59pm a 5am. Los oficiales de policía se enfocarán primero en la educación, educando a los jóvenes sobre el toque de queda y diciéndoles que se vayan a casa. Se aplican algunas excepciones al toque de queda, como jóvenes acompañados por un padre/tutor o jóvenes que se encuentran en un lugar de trabajo. Estamos pidiendo a nuestra comunidad que nos ayude a mantener a nuestros niños seguros.
COUNTY EXECUTIVE ALSOBROOKS OPENS APPLICATIONS FOR YOUTH LEADERSHIP INSTITUTE

DISTRICT 3 COUNCIL MEMBER DANNIELLE GLAROS JOINS FEDERAL, COUNTY AND METRO LEADERS TO MARK REOPENING OF IMPROVED ORANGE LINE TRANSIT STATIONS
 On Friday morning, September 9th, District 3 Council Member Dannielle Glaros joined U.S. Senator for Maryland Chris Van Hollen, Metro General Manager and CEO Randy Clarke, Prince George’s County Deputy Chief Administrative Officer Floyd Holt, and Metro Board Member, Dr. Tracy Hadden Loh, on the New Carrollton Metro Station platform to celebrate the reopening of five (5) Orange Line stations in Maryland and Washington, D.C. The stations recently reopened following a summer closure for customer experience improvements and platform reconstruction. The reopening of the New Carrollton, Landover, and Cheverly stations in Prince George’s County, and the Deanwood and Minnesota Ave. stations in D.C., marked the end of a four-year project to improve and rehabilitate 20 of Metro’s outdoor stations most in need of critical repairs and improvements.

 On Wednesday evening, Council Vice-Chair and District 9 Council Member Sydney Harrison joined with his 59 other members of the Leadership Greater Washington Class of 2023, to begin their journey as regional leaders. Vice-Chair Harrison is pictured with two of his classmates – Prince George’s County Fire/EMS Chief Tiffany Green and Prince George’s County Clerk of the Circuit Court Mahasin S. El-Amin. The stated mission of Leadership Greater Washington is to bring leaders together to make positive community impact in the Washington Metropolitan region. Congratulations Council Vice-Chair Harrison!
