COMMITTEE OF THE WHOLE CONVENES HYBRID SESSION – MOVES PROPOSED LEGISLATION FORWARD FOR COUNCIL CONSIDERATION
The Council Committee of the Whole (COW) convened a hybrid session on Tuesday, June 21st. Among the measures approved for County Council consideration were CR-038-2022, CR-040-2022, CR-042-2022 and CR-064-2022, resolutions concerning the Housing Investment Trust Fund for Housing and Community Development. CR-039-2022, CR-047-2022, CR-051-2022, CR-065-2022 and CR-050-2022, proposed legislation addressing Payment in Lieu of Taxes (PILOT) agreements were also moved forward to the Council.

COUNTY COUNCIL CONVENES; CONDUCTS PUBLIC HEARINGS AND APPROVES LEGISLATION
 The Prince George’s County Council convened a hybrid session on Tuesday, June 21st, to review proposed legislation and conduct public hearings. During Tuesday’s session, the Council adopted CR-017-2022, concerning the 2018 Water and Sewer Plan; CR-043-2022, concerning the PILOT Agreement for the Carillon Project; and CR-082-2022, concerning tax rates for FY 2023.

DISTRICT COUNCIL AND PRINCE GEORGE’S COUNTY PLANNING BOARD CONDUCT JOINT PUBLIC HEARING

 The Prince George’s County Council, sitting as the District Council, and the Prince George’s County Planning Board of the Maryland-National Capital Park and Planning Commission (M-NCPPC) held an evening Joint Public Hearing on Tuesday, June 21st , to receive public testimony concerning the proposed designation of the John and Mary White House, Colmar Manor, as a Historic Site in Prince George’s County. Following introductory remarks by Prince George’s County Council Chair Calvin S. Hawkins, II, Historic Preservation Section Supervisor, Howard Berger, provided a presentation, which concluded with a recommendation to the District Council and the Planning Board that the John and Mary White House be designated a historic site.
COUNCIL CHAIR CALVIN S. HAWKINS, II, CONDEMNS HATE INCIDENT AT COUNTY LIBRARIES
 The Prince George’s County Council condemns last week’s shocking and disgusting hate speech incidents targeting the County’s LGBTQ+ community and defacing the Greenbelt and New Carrollton branches of the Prince George’s County Memorial Library System.
A recent study of the continued rise in acts of hate violence against LGBTQ people across our nation, particularly targeted attacks occurring during Pride Month, indicates these are not isolated incidents.
In Prince George’s County, our diversity is our strength. United against every form of hate and violence, this Council stands in solidarity with our LGBTQ+ community and commends our County’s library system for continuing to host its important series of Pride events during the month of June.
We also applaud the Prince George's County Police Department for making a prompt arrest in the case and encourage anyone with information to contact the police at (301) 699-2601.
Our message is clear for those who seek to divide us – such conduct will not be tolerated in our communities.
COUNCIL MEMBER TODD M. TURNER ADDRESSES RIBBON-CUTTING FOR NEW BEHAVIORAL HEALTH CENTER IN LANHAM
 District 4 Council Member Todd M. Turner addressed the ribbon-cutting ceremony for the new Luminis Health Behavioral Health Center in Lanham. Council Member Turner joined Prince George’s County Executive Angela Alsobrooks and President of the Luminis Health Doctors Community Medical Center President, Deneen Richmond, as well as a host of state, county, and hospital officials to cut the ribbon for the $28 million facility, which was largely funded by a Capital Grant from the County.
Located on the campus of the Luminis Health Doctors Community Medical Center, the facility will offer a broad continuum of behavioral health services. Starting this summer, ambulatory services to include an outpatient mental health center; behavioral health walk-in urgent care; a psychiatric day treatment program; an 8-bed addiction residential service; and a substance use disorder intensive outpatient treatment program will be offered. The second phase, an adult inpatient psychiatric unit is slated to open in early 2023.

TRANSPORTATION, INFRASTRUCTURE, ENERGY AND ENVIRONMENT COMMITTEE
The Council Transportation, Infrastructure, Energy and Environment (TIEE) committee met virtually on Thursday, June 23rd, to review proposed legislation – CB-026-2022, which would require certain buildings to be covered by benchmarking requirements, establish energy performance standards for covered buildings with certain gross floor areas, create a Building Performance Improvement Board and Benchmarking Work Group, and generally revise County law regarding environmental sustainability. This measure was held in committee. TIEE members also reviewed CR-032-2022, which adopts the Prince George’s County Climate Action Commission’s (the “Commission”) Climate Action Plan for Prince George’s County. The committee approved the Plan with Amendments.
The next meeting of the TIEE committee is scheduled for Thursday, September 8, 2022, at 10:00 a.m., following August recess.

GOVERNMENT OPERATIONS AND FISCAL POLICY COMMITTEE REVIEWS LEGISLATION
The Council’s Government Operations and Fiscal Policy (GOFP) committee, met virtually on Thursday, June 23rd, to review proposed legislation, CB-052-2022, increasing and adding fines and penalties for violating certain parking laws, and authorizing immobilization and/or impoundments without prior notice to owners of vehicles with five or more unpaid traffic and/or parking violations; CR-065-2022, approving the terms and conditions of a Payments in Lieu of Taxes (“PILOT”) Agreement between Prince George’s County, Maryland (the “County”) and Glenarden Hills Phase 3, Nine, LLC (the “Owner”) concerning the Glenarden Hills Phase 3, 9% project; and CB-30-2022, declaring additional revenue and appropriating to the General Fund and Internal Service Fund to provide for costs that were not anticipated and include the Approved Fiscal Year 2022 Budget. GOFP members also reviewed several Executive Appointments to the Prince George’s County Human Rights Commission. Council Member Edward Burroughs III serves as GOFP Chair and Council Member Mel Franklin serves as Committee Vice-Chair. GOFP committee members include Council Members Jolene Ivey, Rodney C. Streeter, Todd M. Turner and Johnathan Medlock.
The next meeting of the GOFP committee is scheduled for Thursday, September 8, 2022, at 1:30 p.m., following August recess.

GRAB & GO GROCERIES/MEALS ON SATURDAY!
 The County’s Stand Up & Deliver program, a continuing initiative addressing food security concerns, will distribute free Grab & Go Groceries and Meals, this Saturday, June 25th - 9:00 a.m., at Kingdom Fellowship, at High Point High School, in Beltsville and the First Baptist Church of Highland Park in Landover; 10:00 a.m. at the Ebenezer Church of God in Landover Hills, the New Home Baptist Church in Landover, and Love A.M.E. Church, at Capitol Heights Elementary in Capitol Heights. Please see flyer for details. While supplies last. One box per vehicle. Please remain in your vehicle. The Stand Up and Deliver Meal Program, currently managed under the County’s Office of Stakeholder Engagement and Affairs, will sunset the week of June 26, 2022.

COUNCIL MEMBER TODD M. TURNER RECOGNIZED FOR 20+ YEARS OF MERITORIOUS SERVICE TO DISTRICT 4 RESIDENTS; INDUCTED INTO BELTWAY PLAZA LOCAL HEROES WALL OF FAME
 District 4 Council Member Todd M. Turner was inducted into the Beltway Plaza Local Heroes Wall of Fame by the Beltway Plaza Merchants’ Association on Friday, June 17th. The induction ceremony reception was held at Beltway Plaza Mall, Wall of Fame Hallway, in Greenbelt. Council Member Turner was recognized for his support and service to the City of Greenbelt and its residents over his two terms in office from 2014-2022, as well as his tenure as Council Chair in 2019 and again in 2020.
“I am humbled and honored for this recognition and I am thankful for the residents, the City of Greenbelt and my District 4 staff who have worked with me over the years in service to this community. As my final term on the Council nears its conclusion, the work we were able to do on behalf of Greenbelt and its residents will remain among my proudest accomplishments. The beginning goal was to help Greenbelt and its surrounding communities reach their fullest potential, and this recognition is confirmation that by working together, we were able to reach that goal,” Council Member Turner said.
COUNCIL CHAIR CALVIN S. HAWKINS, II HOSTS MEETING WITH PRINCE GEORGE’S COUNTY MUSLIM COUNCIL FOUNDATION EMERGING COUNTY LEADERS
 Leadership and opportunities for student internships in the County were agenda items during a meeting between County Council Chair Calvin S. Hawkins, II, Prince George’s County Fire/EMS Chief Tiffany Green (representing County Executive Angela Alsobrooks), and Prince George’s County Muslim Council Foundation Emerging County Leaders student interns, on Friday, June 17th. The Emerging County Leaders Internship Program is for college residents of the County who have completed their freshman year of study and are interested in public policy, media, advocacy, civic society, and law. Friday’s meeting was part of the program’s educational component. The group of Emerging County Leaders also met District 6 Council Member Johnathan Medlock, Police Chief Malik Aziz, and members of the County’s Police Department.
COUNCIL MEMBER DENI TAVERAS OBSERVES LANGUAGE ACCESS PROGRAM AT WORK
 District 2 Council Member Deni Taveras met recently with the County’s Office of Human Rights Director Renee Battle-Brooks and Language Access Program Director Henry Jimenez to observe the work of the division created within the Office of Human Rights by the Language Access for Public Services Act of 2017 and the Language Access for Public Services Amendment of 2020. These measures require designated County agencies to provide enhanced language access services to the Prince George’s County residents who cannot or have limited capacity to speak, read or write English, and amend the Language Access division of the County Code to define the Language Access Contact, adjust the language threshold, define enforcement and penalties, and expand the agencies affected, respectively. Council Member Taveras noted, “The translation of vital documents, training for personnel in public contact positions, and tracking of these customers are a welcome addition to the County.”
