 Per the decision announced by the County Executive, effective March 9, 2022, at 5:00 p.m., the Prince George’s County State of Emergency expired. In an abundance of caution, and given the current state of the novel coronavirus (COVID-19) pandemic, the County Council is now operating under the following procedures:

COUNTY COUNCIL CONVENES HYBRID SESSIONS; ADDRESSES PROPOSED CORRESPONDENCE AND ENACTS LEGISLATION
 The Prince George’s County Council convened a hybrid session – both virtually and in-person – on Tuesday, April 19th. Council Members reviewed and approved for the Chair’s signature, Proposed Correspondence to Department of Transportation Secretary Pete Buttigieg, supporting M-NCPPC’s application for RAISE (Rebuilding American Infrastructure with Sustainability and Equity) grant funding. A public hearing was also held for CB-016-2022, addressing a labor agreement between Prince George's County and the Deputy Sheriff’s Association of Prince George's County, Inc., after which the measure was enacted. CR-015-2022 and CR-016-2022, measures concerning Compensation and Benefits, were also approved by the Council.
COUNTY COUNCIL CONTINUES PROCESS TO FILL DISTRICT 6 COUNCIL VACANCY
The District 6 County Council seat became vacant, effective Friday, April 15, 2022, following the resignation of the incumbent.
Pursuant to County Code Section 2-104(j), “When there is a vacancy in the Office of a Council Member that occurs during the last year of a term, a majority of the remaining members of the Council shall appoint a qualified person to fill the vacancy within thirty (30) calendar days.”
The deadline has now ended for the submission of resumes and letters of interest. Qualified individuals must be registered voters in Prince George’s County, Maryland, and reside in District 6. The County Council will hold a hybrid - virtual and in-person - informational meeting for the public on Tuesday, April 26, 2022, at 11:30 a.m., to hear from individuals deemed eligible and under consideration by the County Council.

 COUNCIL CONDUCTS FY 2023 BUDGET PUBLIC HEARINGS
The County Council conducted a public hearing on Monday evening, April 18TH, for CR-020-2022, legislation concerning the approval and adoption of the FY 2023 Annual Action Plan for Housing and Community Development. The Annual Action Plan reflects the County’s most critical housing and community development needs, as identified in the FY 2021-2025 Consolidated Plan. The Annual Action Plan serves as the grant application for the following federal entitlement programs – Community Development Block Grant Program; HOME Investment Partnerships Program; and the Emergency Solutions Grant.
On Tuesday, April 19th, the Council held an evening public hearing on the Maryland – National Capital Park and Planning Commission Proposed FY 2023-2024 Operation and Capital Budgets and the M-NCPPC Capital Improvement Program for Fiscal Years 2023-2028.
HEALTH, HUMAN SERVICES AND PUBLIC SAFETY COMMITTEE CONDUCTS VIRTUAL BUDGET WORK SESSIONS
The Council’s Health, Human Services and Public Safety committee (HHSPS), met virtually on Monday, April 18th and Thursday, April 21st for budget work sessions. During Monday’s HHSPS meeting, Council Members reviewed proposed FY 2023 budgets for the County’s Department of Homeland Security, Department of Corrections, Office of the State’s Attorney, and the Department of Health.

Thursday’s virtual meeting reviewed proposed budgets for the Department of Social Services, Department of Family Services, and the Office of the Sherriff. Council Vice-Chair Sydney Harrison serves as HHSPS Committee Chair. Council Members Mel Franklin, Rodney Streeter, and Tom Dernoga serve as HHSPS committee members. The next HHSPS committee budget work session is scheduled for Thursday, May 5th, at 1:30 p.m.
EDUCATION AND WORKFORCE DEVELOPMENT COMMITTEE CONDUCTS VIRTUAL BUDGET WORK SESSIONS
The Council’s Education and Workforce Development committee (EWD), met virtually on Monday, April 18th to review of proposed FY 2023 spending plan for Employ Prince George’s.

EWD also convened on Tuesday, April 19th for the review of the FY 2023 Proposed Budget for the Prince George’s County Board of Education. Council Member Jolene Ivey serves as EWD Chair and Council Member Deni Taveras serves as Vice Chair. EWD committee members include Council Members Sydney Harrison and Edward Burroughs III.
PLANNING, HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE CONDUCTS VIRTUAL BUDGET WORK SESSIONS
The Council’s Planning, Housing, and Economic Development committee (PHED) met virtually on Tuesday, April 19th, to review the proposed FY 2023 spending plans for the Maryland-National Capital Park and Planning Commission (M-NCPPC) Parks and Recreation, and the County’s Department of Permits, Inspections, and Enforcement (DPIE).

PHED also met on Thursday, April 21st to review the budget proposal for the County’s Department of Housing and Community Development, Redevelopment Authority, and the Housing Authority. Council Member Mel Franklin serves as PHED Committee Chair; Council Member Dannielle Glaros serves as Committee Vice-Chair. PHED committee members include Council Vice-Chair Sydney Harrison, and Council Member Todd Turner. The next PHED committee budget work session is scheduled for Thursday, May 5TH, at 10 a.m.

 FIND TREATMENT FOR COVID-19 IN PRINCE GEORGE’S COUNTY VIA FEDERAL TEST TO TREAT PROGRAM
 COVID-19 treatments are available for positive individuals at multiple locations in Prince George’s County through the federal Test to Treat program. Find a nearby participating site where rapid tests are administered, and if positive, prescription for COVID-19 treatments can be filled on the spot. MARYLAND DEPARTMENT OF HEALTH SURVEY – PANDEMIC’S IMPACT ON MARYLAND STUDENTS
 The Maryland Department of Health conducted an online survey in the spring of 2021 focusing on how students were coping with the global pandemic. The survey results concluded that the COVID-19 pandemic affected Maryland high school students in many ways, including struggles with mental health.

The County’s Stand Up & Deliver program, a continuing initiative addressing food security concerns, is back in full force! Grab & Go groceries will be distributed on Saturday, April 23rd at 9:30 a.m. at the First Baptist Church of Highland Park, 6801 Sheriff Road, in Landover, and at 10:00 a.m., at the New Home Baptist Church, 8320 Landover Road, in Landover. BEAUTIFY AND COMPLY
 During Growing Green with Pride Day on Saturday, April 23rd, DPIE will host its first “Beautify and Comply While Growing Green with Pride Dumpster Drop-Off” from 8 AM to 2 PM. Residents are encouraged to examine their properties and bring any of the items on the DO BRING LIST (see the flyer) to one of the drop-off locations free of charge! Dumpsters will be located at the Public Works Salt Dome, 11900 Montgomery Rd., in Beltsville, and the Clinton Park & Ride lot, 900 Stuart Lane, in Clinton.
