DISTRICT COUNCIL CONVENES ON LAND-USE MATTERS
The Prince George’s County Council, sitting as the District Council on zoning matters, convened a hybrid meeting on Monday, April 11th. Monday’s scheduled session included New Cases, Items Referred for Document, Items for Discussion, and Items Pending Finality. The District Council is granted authority to act on zoning matters by the State of Maryland Regional District Act, now in the Land Use Article of the Maryland Annotated Code.

COMMITTEE OF THE WHOLE CONVENES HYBRID MEETING, REVIEWS EXECUTIVE APPOINTMENT AND LEGISLATION
The Committee of the Whole (COW) convened a virtual meeting on Tuesday, April 11th to review County Executive Angela Alsobrooks’ Executive Appointment of Zipporah A. Miller, Ed. D as the District 5 Representative to the Board of Education. COW also addressed CR-025-2022, legislation re-naming and expanding the membership, mission, and responsibilities of the Westphalia Central Park Implementation Committee. The Executive Appointment and Council Resolution were voted favorable and forwarded to the full Council for consideration.

COUNCIL CONVENES HYBRID SESSION; ADOPTS LEGISLATION, CONDUCTS BRIEFINGS AND PUBLIC HEARING
 The County Council convened on Tuesday, April 11th for the Presentation and Introduction of proposed legislation. CR-19-2022, legislation establishing a Prince George’s County Infrastructure Implementation Working Group; and CR-025-2022, legislation re-naming and expanding the membership, mission and responsibilities of the Westphalia Central Park Implementation Committee were adopted. Council Members also received scheduled briefings focusing on Bridging the Gap Between Civic Rehabilitation, Education and Career Technical Training for At-Risk Youth; the Economic Equity Center; and the Prince George’s Provider Council.
This was the final County Council session for District 6 Council Member Derrick Leon Davis, who announced his resignation effective Friday, April 15, 2022. Council Members thanked their colleague and extended best wishes.
COUNCIL CONDUCTS PUBLIC HEARING ON FIRST PHASE OF RESIDENTIAL AUTOMATED SPEED ENFORCEMENT SITES
The County Council conducted a Public Hearing on potential locations for the installation of speed monitoring systems on Tuesday, April 13th. The location of speed monitoring systems is based on a list provided by the Prince George’s County Department of Public Works & Transportation and the Prince George’s County Police Department identified as “First Phase Residential Speed Camera Locations.”
The Prince George’s County Council adopted CB-73-2021 in 2021, legislation authorizing the use of Speed Camera Monitoring Systems to regulate traffic in the County. Under the legislation, the Council holds at least one public hearing to obtain public comment on potential locations prior to installation.

TRANSPORTATION, INFRASTRUCTURE, ENERGY AND ENVIRONMENT COMMITTEE CONDUCTS VIRTUAL BUDGET WORK SESSION
The Council’s Transportation, Infrastructure, Energy and Environment (TIEE) committee met virtually on Thursday, April 14th, for a review of the proposed Operating and Capital Improvement Plan budgets for WSSC. Council Member Rodney C. Streeter serves as TIEE Committee Chair; Council Member Todd M. Turner serves as Committee Vice-Chair. TIEE committee members include Council Members Dannielle Glaros, Deni Taveras, and Tom Dernoga.

GOVERNMENT AND FISCAL POLICY COMMITTEE CONDUCTS VIRTUAL BUDGET WORK SESSION
The Council’s Government and Fiscal Policy (GOFP) committee met virtually on Thursday, April 14th, for a review of the proposed FY 2023 spending plans for the County’s Office of Human Resource Management; Personnel Board; Office of Law; Office of Ethics and Accountability; and Office of Information Technology.
Council Member Edward Burroughs III serves GOFP Committee Chair and Council Member Mel Franklin serves as Committee Vice-Chair. GOFP committee members include Council Members Jolene Ivey, Todd M. Turner, and Rodney C. Streeter.

COUNCIL CHAIR CALVIN HAWKINS JOINS TEAM PRINCE GEORGES TO CELEBRATE HISTORIC $2.5 BILLION IN STATE AID DURING 2022 MARYLAND GENERAL ASSEMBLY SESSION
 County Council Chair Calvin S. Hawkins, II joined County Executive Angela Alsobrooks, Maryland Governor Larry Hogan, and members of the County’s State Delegation for a press conference on Wednesday, April 13th, announcing that the County secured $2.5 billion in State aid during the 2022 Maryland General Assembly Session, the largest sum of State aid ever secured for the County during a single session. This funding will support a host of shared legislative priorities.
COUNCIL CHAIR CALVIN HAWKINS AND DISTRICT 7 COUNCIL MEMBER RODNEY STREETER JOIN COUNTY EXECUTIVE ALSOBROOKS AND U.S. SENATOR CHRIS VAN HOLLEN TO ANNOUNCE $2.5 MILLION INVESTMENT FOR SUITLAND ROAD
 County Council Chair Calvin Hawkins and District 7 Council Member Rodney Streeter joined County Executive Angela Alsobrooks, U.S. Senator Chris Van Hollen, on Thursday, April 14th, to announce a $2.5 million federal funding investment for improvements along Suitland Road, between Silver Hill Road and Towne Park Road. The Suitland area continues to be a major redevelopment priority for Prince George’s County, with the Suitland Federal Center being home to several federal agencies including the Census Bureau, National Oceanic and Atmospheric Administration Satellite Facility, and the National Maritime Intelligence Center. In addition, The Towne Square at Suitland Federal Center is being redeveloped into a new, mixed-use, transit-oriented neighborhood that will attract new residents and retail and provide new amenities for residents of this community and the employees of the Suitland Federal Center.

COUNCIL CHAIR CALVIN S. HAWKINS, II JOINS REGIONAL AT-LARGE COUNCIL MEMBERS TO HOST PANEL DISCUSSION ADDRESSING REGIONAL VIOLENT CRIME; COUNCIL MEMBERS MEL FRANKLIN, DENI TAVERAS AND ED BURROUGHS III PARTICIPATE
Prince George’s County Council Chair and At-Large Member Calvin S. Hawkins, II, joined D.C. At-Large Council Member Robert White, and Montgomery County At-Large Council Member Will Jawando to lead the regional panel discussion, “How Do We Effectively Address Violent Crime in Our Region?” on Thursday, April 14th, 2022. Prince George’s County Council Members Mel Franklin (At-Large), Deni Taveras (D-2) and Edward Burroughs III (D-D8) also addressed the audience. Featured panelists included the Hon. Alexander Williams, Jr., Retired U.S. District Court Judge for the District of Maryland. Chair Hawkins said, “Prince George’s and Montgomery counties, and the District of Columbia face similar challenges with the types of crimes our communities are experiencing. It is important to work together to identify effective and sustainable solutions that reduce crime and keep communities safe. Collaborating as regional leaders and engaging in community conversation is a crucial part of this process.”
Panelists discussed the underlying causes of violent crime in the region and the impact on residents and communities throughout the region. The dialogue also included recommendations for legislation, initiatives, and resource-oriented solutions for stemming the tide of violent crime across the region.

DISTRICT 7 COUNCIL MEMBER RODNEY STREETER JOINS COUNTY EXECUTIVE ALSOBROOKS AND POLICE CHIEF MALIK AZIZ FOR CRIME COMMUNITY CONVERSATION
 District 7 Council Member Rodney C. Streeter joined County Executive Angela Alsobrooks, Police Chief Malik Aziz, and a capacity audience for a ‘Crime Community Conversation’ on Thursday, April 14th at the Creative Suitland Arts Center. The solutions-focused conversation discussed the recent rise in violent crime occurring in Prince George’s County and across the region.
