In an abundance of caution, and given the current state of the novel coronavirus (COVID-19) pandemic, the County Council is now operating under the following procedures:
DISTRICT COUNCIL CONVENES TO CONSIDER LAND-USE MATTERS
The District Council, under the authority granted to act on zoning matters by the State of Maryland Regional District Act, convened virtually and in person, on Monday, March 28th. Monday’s zoning agenda included Oral Arguments, Items Referred for Document, and Items Pending Finality.

PRINCE GEORGE’S COUNTY COUNCIL AND CHARLES COUNTY BOARD OF COMMISSIONERS DISCUSS SHARED PRIORITIES DURING HYBRID JOINT MEETING
 The Prince George’s County Council and Charles County Board of Commissioners convened a Joint Meeting on Monday, March 28th for discussions focusing on the neighboring jurisdictions’ shared priorities. The hybrid meeting began with a robust dialogue on the issue of transportation, focusing on Southern Maryland Rapid Transit (SMRT), Highway User Revenue (HUR) Funds, MD 228, MD 5/US 301, bus coordination, and illegal dumping. The local legislators addressed several other common interests including the Rural Tier, sustainable growth, and economic development.
COMMITTEE OF THE WHOLE RECEIVES GENERAL ASSEMBLY UPDATES AND REVIEWS LEGISLATION DURING HYBRID SESSION
The Council’s Committee of the Whole (COW) met virtually on Tuesday, March 29th to address General Assembly items, including statewide measures impacting Prince George’s County. Maryland Association of Counties (MACo) updates were also provided by Council Member Todd M. Turner. CB-007-2022, legislation concerning the addition of two Capital Projects – Cheverly Building Replacement and Warm Nights Homeless Shelter - and Supplementary Appropriations in the Approved FY 2022-2027 Capital Program was favorably approved for Council consideration.

COUNCIL CONFIRMS EXECUTIVE APPOINTMENT OF PETER SHAPIRO AS M-NCPPC PLANNING BOARD CHAIR FOR PRINCE GEORGE’S COUNTY DURING HYBRID COUNCIL SESSION
 The Prince George’s County Council voted to confirm County Executive Angela Alsobrooks nomination of Peter Shapiro as Chair of the Prince George’s County Planning Board of the Maryland-National Capital Parks and Planning Commission (M-NCPPC) on Tuesday, March 29th during Council Session. The swearing-in ceremony for former Member and Chair of the Prince George’s County Council, Peter A. Shapiro, as Chairperson of the Prince George’s County Planning Board and Member of the Maryland-National Capital Park and Planning Commission, was held on Friday, April 1, 2022.
In other Council action, CR-023-2022, legislation addressing the geographic distribution and balance of the membership of the M-NCPPC, and CR-024-2022, legislation concerning the public facilities and transportation and mobility elements of the Preliminary Adelphi Road-UMGC-UMD Purple Line Area Sector Plan were also introduced and adopted.
PRINCE GEORGE’S COUNTY’S NEW ZONING ORDINANCE AND SUBDIVISION REGULATIONS TAKE EFFECT TODAY, APRIL 1ST
COUNCIL’S FY 2023 BUDGET REVIEW AND ADOPTION PROCESS BEGINS
Prince George’s County’s new Zoning Ordinance, effective April 1, 2022, updates the County’s zoning laws for the first time in 50 years.
The County’s new Zoning Ordinance streamlines procedures and enhances user-friendliness; paves the way for achieving the economic, environmental, and other goals of Plan 2035, the County’s Adopted General Plan; encourages increased public input in the development review process; consolidates and simplifies zones and use; and incentivizes development at targeted growth locations, particularly in the County’s 15 transit-oriented communities.
Council Chair Calvin S. Hawkins, II, says Prince George’s County is now positioned to expand and better capitalize on economic development opportunities to benefit County residents and communities.
“This process has been a huge undertaking and a long journey, but today we are launching a new and modern Zoning Ordinance that will reap great economic reward for Prince Georgians. I want to thank the Planning Board, County Executive Angela Alsobrooks, my Council colleagues and our residents and stakeholders for their commitment to this process. I look forward to its implementation and to the many critical economic development opportunities that this new 21st Century Zoning Ordinance will present for our residents and communities.”

 The Council will conduct its Budget Review and Adoption Process throughout the months of April and May, including staff reviews, committee and Council meetings, and critically important public hearings. The new fiscal year begins July 1st, and pursuant to the County Charter, the Council must adopt a new County Budget on or before June 1st. Public participation is encouraged. CHARTER REVIEW COMMISSION CONVENES VIRTUALLY
The Prince George’s County 2021-2022 Charter Review Commission met virtually on Thursday, March 31st. Section 1106 of the County Charter provides that the County Council and County Executive shall appoint by resolution, a Charter Review Commission to undertake a comprehensive study of the Charter and recommend appropriate changes to the Charter. Commission recommendations were finalized during Thursday’s meeting. The Charter Review Commission’s final report deadline is Friday, April 8, 2022.

COUNCIL MEMBERS JOIN INAUGURAL MAYORAL SALUTE HONORING WOMEN MAYORS IN PRINCE GEORGE’S COUNTY
 Council Members joined the celebration honoring Prince George’s County’s women Mayors during the First Annual Mayoral Salute presented by Communications Across Municipalities and Communities (CAM-C) on March 29th. Currently, women are leading more than half of Prince George’s County’s municipalities as Mayors, and the evening’s event honored their leadership and contributions to consistently ensure safe, thriving communities.
COUNCIL CHAIR CALVIN S. HAWKINS II, APPLAUDS FAITH COMMUNITY’S CONTINUING SUPPORT OF NEIGHBORS IN NEED
 Council Chair Calvin S. Hawkins II, says he finds it gratifying and uplifting to witness and continue participating in efforts hosted by the local faith community to join neighbors to help County residents in need, even as the County charts a path forward from the COVID crisis. While driving through the County on Saturday, Chair Hawkins observed volunteers from The Sanctuary at Kingdom Square preparing to distribute fresh groceries to neighbors in need. Chair Hawkins applauded their efforts, noting that the County’s faith community has been an invaluable partner in the County Government’s outreach, especially in response to COVID’S impact on our communities.
COUNCIL MEMBERS JOIN RIBBON CUTTING FOR NEW HYATTSVILLE LIBRARY
 The long-awaited Hyattsville Branch Library has opened! Council Members Deni Taveras (District 2), Dannielle Glaros (District 3), and Mel Franklin (At-Large), joined County Executive Angela Alsobrooks and other distinguished guests for a ribbon cutting ceremony on March 30th, officially opening the doors to welcome excited residents.

DISTRICT 9 COUNCIL VICE-CHAIR SYDNEY HARRISON PARTNERS TO HOST WOMEN’S HISTORY MONTH LUNCHEON
 On March 25th, Council Vice-Chair Sydney Harrison partnered with the nonprofit, 4Ever Unified, celebrating the outstanding community contributions of several trailblazing women, during the District 9 Women’s History Luncheon. The event was held at Topolino’s Restaurant, in Camp Springs, Maryland.
DISTRICT 4 COUNCIL MEMBER TODD M. TURNER VISITS THE CITY OF GREENBELT’S FIRST ANNUAL FOOD TRUCK FESTIVAL
 District 4 Council Member Todd M. Turner stopped for photos and food with Greenbelt City Council Member Ric Gordon and Delegate Nicole Williams (22nd District) upon a visit to the City of Greenbelt’s First Annual Food Truck Festival on March 26th. The Greenbelt Labor Day Festival Committee hosted the day-long event at Schrom Hills Park, celebrating the food truck offerings, and supporting the Greenbelt Labor Day Festival, which runs Sept. 2-5 this year at the Roosevelt Center.
DISTRICT 8 COUNCIL MEMBER EDWARD BURROUGHS III HOSTS TOWN HALL MEETING
 Council Member Edward Burroughs III hosted his first Virtual District 8 Town Hall/Listening Session on March 24th. Council Member Burroughs opened the meeting with welcoming remarks and a statement of his three legislative priorities. District 8 constituents shared concerns, issues, and comments with the Council Member, and any requested action items are being addressed by the District 8 Team.
