 The Prince George’s County Council continues to operate under the Prince George’s County State of Emergency Declaration, effective March 16, 2020, and extended by the Governing Body of Prince George’s County with the adoption of CR-001-2022 on January 18, 2022. The Council’s Emergency Operations Procedures became effective pursuant to CR-10-2020, adopted on March 17, 2020, and amended pursuant to CR-35-2020, adopted on May 18, 2020. The Rules of Procedure for the County Council and District Council have been amended, pursuant to CR-57-2020 and CR-58-2020, respectively, adopted on July 21, 2020, for virtual and remote public participation before each body.
COUNTY COUNCIL CONVENES VIRTUAL SESSION; APPROVES PROPOSED CORRESPONDENCE; ENACTS LEGISLATION
 The Prince George’s County Council convened on Tuesday, March 1st, beginning with the presentation of several measures. The Council reviewed Proposed Correspondence to Prince George’s County Senate Delegation Chair Joanne C. Benson, and Prince George’s County House Delegation Chair Nick Charles, transmitting the position of the Prince George's County Council on proposed State legislation. Council Members approved the correspondence for the Council Chair’s signature. The Council also held a public hearing for CB-004-2022, legislation concerning Supplementary Appropriations, which was enacted with unanimous Council support.

DISTRICT COUNCIL CONVENES TO CONSIDER LAND-USE MATTERS
The District Council, under the authority granted to act on zoning matters by the State of Maryland Regional District Act, convened virtually on Monday, February 28th. Monday’s zoning agenda included one New Case and several Items Pending Finality.

COMMITTEE OF THE WHOLE CONDUCTS VIRTUAL MEETINGS THIS WEEK; RECEIVES GENERAL ASSEMBLY UPDATES; REVIEWS EXECUTIVE APPOINTMENTS
The Council’s Committee of the Whole (COW) met virtually on Monday, February 28th to review Executive Appointments to the Prince George’s County Commission for Animal Control and the Solid Waste Advisory Commission for Prince George’s County. All nominations were favorably approved for Council consideration. Committee Members also received a briefing on the American Rescue Plan Act funds. Approximately 2/3 of the County’s allocation is being applied to pandemic-related expenditures.

The COW met virtually on Tuesday, March 1st for Maryland General Assembly updates, including a discussion of statewide and local measures impacting Prince George’s County. Council Member Todd M. Turner provided the COW with Maryland Association of Counties (MACo) updates.
The COW also met virtually on Thursday, March 3rd for two scheduled briefings. MDOT Maryland Transit Administration, Transit Development & Delivery Executive Director, Matthew Pollack, provided the Council with a Purple Line update. This briefing was followed by an Equity and Systemic Disparities Dialogue with Metropolitan Washington Council of Governments Executive Director, Chuck Bean; Center for Community Engagement, Environmental Justice, and Health Associate Professor, Dr. Sacoby Wilson; and Columbia University Population Research Center Assistant Professor of Sociology and Urban Studies, Dr. Angela Simms.

CHARTER REVIEW COMMISSION CONVENES VIRTUALLY
The Prince George’s County 2021-2022 Charter Review Commission met virtually on Wednesday, March 2nd. Section 1106 of the County Charter provides that the County Council and County Executive shall appoint by resolution, a Charter Review Commission to undertake a comprehensive study of the Charter and recommend appropriate changes to the Charter. The Charter Review Commission’s final report deadline is April 1, 2022. Wednesday’s meeting agenda included reports from Charter Review Commission Subcommittees – Administrative/Legislative; Budget/Fiscal; and Contracting/Personnel. MASK MANDATE LIFTED IN PRINCE GEORGE’S COUNTY
 On Monday, February 28, 2022, following a significant drop in COVID-19 cases, Prince George’s County lifted its mask mandate. As a reminder, residents are still required to wear a mask while taking any form of public transportation in the County and the United States, to include buses, trains, and planes.

COUNCIL MEMBER TODD M. TURNER PROVIDES FOOD SECURITY TASK FORCE UPDATES
 District 4 Council Member, and Chair of the Council’s Food Security Task Force Todd M. Turner, joined the Prince George’s County Food Equity Council for a presentation and discussion focusing on the Food Security Task Force Final Report and Recommendations, which were presented to the Council in January. The Food Equity Council develops and supports policies, approaches, procedures, practices and initiatives to create systemic change to the local food system, promoting health, economic opportunity, food security, and well-being, especially among communities that have been negatively impacted by the current food system.
COUNCIL LEADERSHIP JOINS 111th BIRTHDAY CELEBRATION
 Council Chair Calvin S. Hawkins, II, and Vice Chair Sydney Harrison, joined the birthday festivities for District 9 resident and Proud Prince Georgian, Aline Miles, who celebrated 111 years of life on March 2nd. Vice Chair Harrison presented Ms. Miles with a Council Proclamation, and said meeting her family, and friends, was an honor. “It was an absolute honor for myself and Council Chair Hawkins to be in the presence of Ms. Miles and her extended family. One hundred and eleven years of life is truly a blessing from the Lord.”
