 The Prince George’s County Council continues to operate under the Prince George’s County State of Emergency Declaration, effective March 16, 2020, and extended by the Governing Body of Prince George’s County with the adoption of CR-001-2022 on January 18, 2022. The Council’s Emergency Operations Procedures became effective pursuant to CR-10-2020, adopted on March 17, 2020, and amended pursuant to CR-35-2020, adopted on May 18, 2020. The Rules of Procedure for the County Council and District Council have been amended, pursuant to CR-57-2020 and CR-58-2020, respectively, adopted on July 21, 2020, for virtual and remote public participation before each body.
COUNTY COUNCIL CONVENES VIRTUAL SESSIONS; APPROVES PROPOSED CORRESPONDENCE AND LEGISLATION
 The Prince George’s County Council convened virtually twice this week, on Monday, January 31st and Tuesday, February 1st. Monday’s Council Session addressed a Motion to Convene in Executive Session. Tuesday’s session included the Presentation and Introduction of proposed legislation, followed by the review of a Proposed Joint Letter with County Executive Angela Alsobrooks, regarding Public Building Reform Board “First Round Recommendations” USDA ARS Glenn Dale & Goddard Space Flight Center/NASA Area 400. The Council voted unanimously to authorize the signature of Council Chair Calvin S. Hawkins, II, supporting the transfer of three federal properties to preserve over 200 acres of land in Prince George’s County. READ THE PRESS RELEASE.
The Council also addressed Proposed Correspondence transmitting the position of the Prince George's County Council on proposed State legislation. The Proposed Correspondence, addressed to Prince George’s County Senate Delegation Chair, Senator Joanne C. Benson; and Prince George’s County House Delegation Chair, Delegate Nick Charles, was approved for the Chair’s signature. Prior to adjournment, the Council adopted CR-008-2022, legislation proclaiming February 4th as Transit Equity Day in Prince George’s County.

COMMITTEE OF THE WHOLE CONVENES VIRTUALLY FOR GENERAL ASSEMBLY UPDATES; REVIEWS LEGISLATION
The Council’s Committee of the Whole (COW) met virtually on Tuesday, February 2nd for General Assembly updates, including a Fiscal Year 2023 Statewide Budget overview, and discussion of statewide and local measures. Council Member Turner Todd M. Turner provided the COW with Maryland Association of Counties (MACo) updates. CB-004-2022, proposed legislation concerning Supplemental Appropriations, was reviewed by the COW, and favorably approved for full Council consideration.

COUNCIL CHAIR CALVIN S. HAWKINS, II, RESPONDS TO THREATS AGAINST HISTORICALLY BLACK COLLEGES AND UNIVERSITIES, INCLUDING BOWIE STATE UNIVERSITY
 On Monday, January 31st, Bowie State University (BSU) was among several HBCU campuses forced to shelter-in-place for safety while bomb threats were investigated. No explosive devices were found. Bowie State reopened and law enforcement is continuing its investigation of the threats as hate crimes. Council Chair Hawkins, a BSU alumnus, issued the following statement:
The Prince George’s County Council welcomes the news that following the investigation of a bomb threat at Bowie State University, a shelter-in-place order has been lifted and surrounding communities are secure. Sadly, such threats were visited upon several other Historically Black Colleges and Universities as well, and the Council is encouraged that an investigation is ongoing. We thank Bowie State University President Dr. Aminta Breaux and law enforcement officials for their quick and thorough response to keep the BSU community and our residents safe.
COUNCIL CHAIR CALVIN S. HAWKINS, II, RESPONDS TO COUNTY EXECUTIVE ALSOBROOKS’ ANNOUNCEMENT OF NOMINEE FOR PLANNING BOARD CHAIR
On Thursday, February 3, 2022, Prince George’s County Executive Angela Alsobrooks announced Peter Shapiro as her nominee to replace retiring Prince George’s County Planning Board Chair Elizabeth Hewlett, Esq. This appointment is subject to the approval of the County Council, which will review, when formally submitted, the qualifications of the County Executive’s nominee, pursuant to Council authority under State Law.
