 The Prince George’s County Council continues to operate under the Prince George’s County State of Emergency Declaration, effective March 16, 2020, and extended by the Governing Body of Prince George’s County with the adoption of CR-137-2021 on November 29, 2021. The Council’s Emergency Operations Procedures became effective pursuant to CR-10-2020, adopted on March 17, 2020, and amended pursuant to CR-35-2020, adopted on May 18, 2020. The Rules of Procedure for the County Council and District Council have been amended, pursuant to CR-57-2020 and CR-58-2020, respectively, adopted on July 21, 2020, for virtual and remote public participation before each body.
COMMITTEE OF THE WHOLE CONVENES FOR REVIEW OF COUNTYWIDE MAP AMENDMENT LEGISLATION AND CONTINUED DECLARATION OF EMERGENCY
The Committee of the Whole (COW) convened virtually on Monday, November 29th for the review of two Council Resolutions. CR-136-2021, approving the Countywide Sectional Map Amendment, in accordance with the recommendations of the Planning Board, was favorably considered with amendments, and referred to the full Council for consideration. CR-137-2021, extending the County’s Declaration of Emergency was also favorably approved and referred to the full Council, following an overview presented by County Attorney Rhonda Weaver, and Health Officer Dr. Ernest Carter on the resolution, the County’s COVID-19 status, and the need to continue the state of emergency. The COW discussed an update on the Omicron variant; the importance of keeping the indoor mask mandate in place; vaccination updates; and the County’s continuing home visit and mobile units.

COUNCIL CONVENES VIRTUAL SESSION - UNANIMOUSLY ADOPTS LEGISLATION APPROVING COUNTYWIDE SECTIONAL MAP AMENDMENT - FIRST UPDATE TO COUNTY’S ZONING ORDINANCE IN 50 YEARS
 The Prince George’s County Council, convening the final session of Legislative Year 2021 on Monday, November 29, 2021, unanimously adopted CR-136-2021, approving the Countywide Sectional Map Amendment (CMA).
The CMA is the second and final phase of the Zoning Ordinance Rewrite project to modernize the County’s current 50-year-old Zoning Ordinance. Final adoption of the CMA now implements the County’s Zoning Ordinance and Subdivision Regulations by updating the current zone on each property in the County with a similar new zone that is closest in use and purpose.
Under CR-136-2021, the County’s new Zoning Ordinance and Subdivision Regulations become effective on April 1, 2022.
Council Chair Calvin S. Hawkins, II, says Prince George’s County is now positioned to expand and better capitalize on economic development opportunities to benefit County residents and communities.
“This process has been a huge undertaking and it has been a long journey, but the result is a new and modern Zoning Ordinance, the first in 50 years for Prince George’s County, and it will reap great economic reward for Prince Georgians now and in the future. This is a game-changer for our County, and I want to thank this Council and our staff, the Planning Board, County Executive Angela Alsobrooks, the State Delegation, and our residents and stakeholders for their hard work and commitment to participating in this process and bringing us to this defining moment. PRINCE GEORGE’S COUNTY CHARTER REVIEW COMMISSION AND COMPENSATION REVIEW BOARD MEET VIRTUALLY
The Prince George’s County 2021-2022 Charter Review Commission and the Compensation Review Board met virtually on Wednesday, December 1st. These bodies share a chair, and commissioners. Section 1106 of the County Charter provides that the County Council and County Executive shall appoint by resolution, a Charter Review Commission to undertake a comprehensive study of the Charter and recommend appropriate changes to the Charter. The Compensation Review Board is charged with reviewing the rate of current compensation for the County Council and County Executive and making recommendations regarding the amount of compensation. Wednesday’s meeting agenda included presentations from Office of Management and Budget Director Stanley Earley; County Auditor and Director of the Office of Audits and Investigation, David Van Dyke; Clerk of the Council Donna J. Brown; and Council Administrator Robert J. Williams, Jr. All presented on portions of the Charter relevant to their respective Charter responsibilities and recommendations for proposed Charter changes. Compensation Review Board recommendations are due December 15, 2021. The Charter Review Commission final report deadline is April 1, 2022.  The County will host a Kids Vaccination Clinic this Saturday, December 4th from 9 a.m. to 4 p.m. at the Sports & Learning Center in Landover. There will be games, prizes, music, and more! First and second doses will be available, as well as booster shots for adults.

PRINCE GEORGE’S COUNTY EMERGENCY RENTAL ASSISTANCE PROGRAM TO STOP ACCEPTING NEW APPLICATIONS - NEW APPLICATION DEADLINE DECEMBER 15
The Department of Housing and Community Development (DHCD) will close the Emergency Rental Assistance Program (ERAP) application portal on Wednesday, December 15, 2021 at 3:00 PM. The ERAP will continue to review and process remaining applications after the application portal closes. Closing the application portal will ensure that DHCD has the funding needed for the open applications that still need to be processed for payment, including applications received between now and December 15. Charged with studying and reviewing the duties, responsibilities, powers, and composition of the Prince George’s County Board of Education, the Task Force is hosting a listening session on Wednesday, December 8th at 6:00 PM. DISTRICT 3 COUNCIL MEMBER DANNIELLE GLAROS HOSTS NONPROFIT LEADERS MEETING
 On Friday, December 3rd, District 3 Council Member Dannielle Glaros was pleased to bring together representatives from approximately 40 nonprofit organizations that support the needs of District 3 residents. This event was the 14th semi-annual Nonprofit Networking event Council Member Glaros has hosted with the goal of connecting and sharing resources among nonprofit organizations serving her residents. Council Member Glaros thanked the College Park Airport for hosting the in-person, physically distanced event, and she also acknowledged Venture Philanthropy Partners and FAIR Chance for sharing information about the SOAR program for Prince George’s County nonprofits.
COUNCIL CHAIR CALVIN HAWKINS HOSTS WALKING TOUR OF MARLBORO PIKE
 On Monday, November 29th, Council Chair Calvin S. Hawkins, II (At-Large), hosted a “Walking Tour” of the Marlboro Pike community with working partner representatives from the offices of State Senator Melony Griffith, Delegate Nick Charles, District 6 Council Member Derrick Leon Davis, District 7 Council Member Rodney C. Streeter, Department of Public Works, Department of Public Works, Inspection and Enforcement, Police Department, M-NCPPC Planning Department, City of District Heights and Bishop McNamara High School. The group pinpointed challenges and code violations that have compounded over time throughout the corridor. Council Chair Hawkins expressed his appreciation to elected officials and County agencies for participating in the tour, and for taking this initial step to survey the corridor and find resolutions toward revitalization.
