 The Prince George’s County Council continues to operate under the Prince George’s County State of Emergency Declaration, effective March 16, 2020, and extended by the Governing Body of Prince George’s County with the adoption of CR-122-2021 on October 19, 2021. The Council’s Emergency Operations Procedures became effective pursuant to CR-10-2020, adopted on March 17, 2020, and amended pursuant to CR-35-2020, adopted on May 18, 2020. The Rules of Procedure for the County Council and District Council have been amended, pursuant to CR-57-2020 and CR-58-2020, respectively, adopted on July 21, 2020, for virtual and remote public participation before each body.
DISTRICT COUNCIL CONVENES VIRTUAL SESSION ON LAND-USE MATTERS
The Prince George’s County Council, sitting as the District Council on zoning matters, met virtually on Monday, November 8, 2021. Monday’s District Council agenda included a New Case in District 6, and Items Pending Finality for projects in Districts across the County. The District Council is granted authority to act on zoning matters by the State of Maryland Regional District Act, now in the Land Use Article of the Maryland Annotated Code.

COMMITTEE OF THE WHOLE CONVENES VIRTUALLY; REVIEWS COUNTYWIDE MAP AMENDMENT TRANSCRIPT ANALYSIS AND PROPOSED LEGISLATION; RECEIVES HEALTH DEPARTMENT BRIEFING
The Council’s Committee of the Whole (COW) convened virtually on Monday, November 8th and Tuesday, November 9th. On Monday morning, the COW reviewed the Transcript Analysis for the Countywide Sectional Map Amendment (CMA). This public meeting was part of an ongoing process to consider and approve a CMA to implement the classifications of zones in the replacement Zoning Ordinance approved by way of the Council’s enactment of CB-13-2018. The COW reconvened Monday afternoon for an Agency Oversight Briefing from the Health Department, presented by Health Officer, Dr. Ernest Carter, joined by Deputy Health Officer and Chief of Operations, Ololade Olakanmi, and Executive Assistant to the Health Officer Anea Jordan.

Tuesday’s COW reviewed proposed legislation, including CR-131-2021, concerning the Phase II P3 Alternative Financing School Infrastructure Work Group and Task Force. The proposed measure supports, encourages, and establishes a collaborative work group to explore a second Public Private Partnership Alternative Financing School Infrastructure Program for public school construction and replacement projects in Prince George’s County.

PRINCE GEORGE’S COUNTY COUNCIL HOSTS MARYLAND DEPARTMENT OF TRANSPORTATION OFFICIALS FOR VIRTUAL ANNUAL STATEWIDE TRANSPORTATION TOUR
The Prince George’s County Council hosted the Maryland Department of Transportation’s (MDOT) Annual Statewide Tour on Monday, November 8th, for a public discussion about transportation needs and priorities in Prince George’s County. Maryland Transportation Secretary Gregory Slater and a host of state officials discussed the Draft FY 2022-2027 Consolidated Transportation Program (CTP), which details the Maryland Department of Transportation (MDOT) $16.4 billion six-year Capital Budget. MDOT's Annual Tour, covering 23 Maryland counties and Baltimore City engages local officials and the public in dialogue about their transportation concerns and priorities. Council Chair Calvin S. Hawkins, II provided introductory remarks, and Council Members also participated in the discussion with questions and comments. Included among participating County officials were Deputy CAO for Infrastructure, Environment and Technology, Floyd Holt, on behalf of County Executive Angela Alsobrooks; Martin Harris, Acting Director of the County’s Department of Public Works and Transportation; and Assistant DCAO for Economic Development, Denise Robinson.

COUNTY COUNCIL CONVENES VIRTUALLY; CONDUCTS PUBLIC HEARINGS AND ENACTS LEGISLATION
 The Prince George’s County Council convened virtually on Tuesday, November 9th for the Introduction of Resolutions, review proposed legislation and conduct public hearings. Included among the measures enacted by the County Council during Tuesday’s session, was CB-073-2021, legislation sponsored by District 6 Council Member Derrick Leon Davis and District 1 Council Member Tom Dernoga, implementing authority granted to Prince George’s County by the Maryland General Assembly in its 2021 Session to place speed cameras on roads in residential districts with a maximum posted speed limit of 35 miles per hour. COUNTY COUNCIL SEEKS COMMUNITY INPUT ON PRINCE GEORGE’S COUNTY REDISTRICTING PLAN
REDISTRICTING VIRTUAL PUBLIC HEARING TUESDAY, NOVEMBER 16TH - SIGN UP TO SPEAK BY 3:00 PM MONDAY, NOVEMBER 15th
 Pursuant to the County Charter, Section 305, the Prince George’s County Council will conduct a virtual Public Hearing for CR-123-2021, on Tuesday, November 16, 2021, at 3:00 p.m.
The Council will hear public testimony and consider CR-123-2021, the Council’s Redistricting Plan, and the Redistricting Commission’s Proposed Plan. At the conclusion of the hearing, the Council will vote on the Plan proposed in CR-123-2021. If the Council does not enact CR-123-2021, the Commission's Plan becomes law on the last day of November.
Council Chair Calvin S. Hawkins, II, encourages residents to share their comments during the November 16th public hearing. “An informed citizenry is key to this process, and the Council encourages the continued engagement of our residents and stakeholders. The November 16th public hearing is an important opportunity for critical public input on the amended Redistricting plan before the Council votes on the measure, and we look forward to hearing from residents.”

DISTRICT 8 COUNCIL VACANCY; DISTRICT TO REMAIN RESPONSIVE TO RESIDENTS
Former District 8 Council Member Monique Anderson-Walker resigned her seat on the Prince George’s County Council, effective Monday, November 8, 2021.
Pursuant to County Charter Section 309, a Special Election must be held to fill a vacancy on the County Council occurring within the first three years of a term.
The Council will set the dates for a Special Primary Election and Special Election for District 8, by Council Resolution.
