 The Prince George’s County Council continues to operate under the Prince George’s County State of Emergency Declaration, effective March 16, 2020, and extended by the Governing Body of Prince George’s County with the adoption of CR-33-2021 on March 30, 2021. The Council’s Emergency Operations Procedures became effective pursuant to CR-10-2020, adopted on March 17, 2020, and amended pursuant to CR-35-2020, adopted on May 18, 2020. The Rules of Procedure for the County Council and District Council have been amended, pursuant to CR-57-2020 and CR-58-2020, respectively, adopted on July 21, 2020, for virtual and remote public participation before each body.
DISTRICT COUNCIL CONVENES ON LAND-USE MATTERS
The Prince George’s County Council, sitting as the District Council on zoning matters, met virtually on Monday, April 26th. The scheduled session included Oral Arguments, Items Referred for Document and Items Pending Finality. The District Council is granted authority to act on zoning matters by the State of Maryland Regional District Act, now in the Land Use Article of the Maryland Annotated Code. COMMITTEE OF THE WHOLE CONVENES VIRTUALLY FOR BUDGET WORK SESSIONS AND REVIEW OF LEGISLATION
The Committee of the Whole convened virtually on Monday, April 26th; Tuesday, April 27th; and Thursday, April 29th of this week for scheduled budget work sessions and the review of legislation. Monday’s COW focused on FY 22 Budget Work Sessions for the Board of Education Operating Budget and Employ Prince George’s. Tuesday’s COW included the review of CR-028-2021, a Resolution concerning the FY 2022 Annual Action Plan for Housing and Community Development, and CR-046-2021, legislation concerning Contract Approvals. Thursday’s COW focused on Budget Work Sessions for the Office of the Sheriff and the Circuit Court.

COUNTY COUNCIL CONDUCTS FY 2022 BUDGET PUBLIC HEARING; CONVENES VIRTUAL COUNCIL SESSION
 The Prince George’s County Council held a 5:00 p.m. budget public hearing on Monday, April 26th for the Prince George's County Proposed FY 2022 Operating Budget; Six-Year Capital Program (Including The Capital Improvement Budget); and the Prince George's County Board of Education Portion of the County FY 2022 Operating Budget; Proposed Budget of the Redevelopment Authority and Revenue Authority Of Prince George's County, and the Constant Yield Tax Rate.

On Tuesday, April 27th, the County Council convened a virtual session to review proposed legislation, proposed correspondence, and conduct a public hearing for Executive Appointments to the Fire Commission for Prince George’s County. All nominees were unanimously confirmed. Public Hearings were also held for Resolutions concerning the FY 2021 Annual Action Plan for Housing and Community Development; CB-017-2021, an Act concerning Food Hall Occupancy; CR-034-2021, legislation concerning Contract Approvals; and CR-035-2021, legislation addressing Reversionary Interest in Real Property.

PRINCE GEORGE’S COUNTY CLIMATE COMMISSION MEETS VIRTUALLY
The Prince George’s County Climate Action Commission, established by Council Resolution-07-2020, to develop a Climate Action Plan for Prince George’s County, met virtually on Friday, April 30, 2021. The Commission is working to develop a plan that guides the County’s preparation for and resilience to regional climate change impacts, and sets and achieves climate stabilization goals. The Commission will issue a final Climate Action Plan on or before September 30, 2021.

PRINCE GEORGE’S COUNTY LIFTS OUTDOOR MASK MANDATE; ENCOURAGES CONTINUED OUTDOOR MASK WEARING FOR UNVACCINATED INDIVIDUALS
 Prince George’s County Executive Angela Alsobrooks announced Friday that at the advice of County health officials, masking is no longer required for most outdoor activities, effective immediately. “We will follow CDC recommendations that say those fully vaccinated against COVID-19 do not need to wear a mask when outdoors walking, running, hiking or biking, or in small gatherings with members of their household or other fully vaccinated people,” said Alsobrooks. “While this is exciting news for those fully vaccinated, we still urge caution and we encourage those who are not vaccinated, to take the vaccine and join the growing number of Prince Georgians who are Proud to be Protected from COVID-19.” Masks are still required in crowded outdoor venues like sports stadiums or outdoor concert venues.Unvaccinated residents are strongly encouraged to get vaccinated and continue wearing their masks outdoors until they are fully vaccinated. Masks are still required in all indoor venues and while on public transportation. All other COVID-19 safety guidelines and requirements remain in place at this time, including capacity restrictions for businesses, however additional information will come in the near future.
NO APPOINTMENT CLINIC MAY 3!
 In efforts to allow Prince Georgians easier access to COVID-19 vaccinations, a pilot walk-up vaccination clinic will open at the Sports and Learning Complex on Monday, May 3, 2021. If you live or work in Prince George’s County, you can walk up and get a vaccination without an appointment on Monday only. This is a one-day event. There will be 500 doses available, so vaccines will be administered on a first come- first served basis, beginning at 7 a.m. The Sports and Learning site will resume its appointment schedule on Tuesday, May 4th.

 Maryland now offers drive-thru, no-appointment, COVID-19 vaccinations at the Six Flags mass vaccination site in Bowie. Vaccines are available from 10 a.m. to 2 p.m. Monday through Sunday. For a scheduled appointment at the Six Flags site, you can still pre-register.

COUNTY LIBRARIES ENTER PHASE TWO REOPENING
 The Prince George’s County Memorial Library System (PGCMLS) is gradually resuming in-person services over the course of the coming months. The Library’s reopening timeline is organized in four phases that stagger the return of in-person services at PGCMLS branches. Maximized physical distancing, greatly enhanced sanitization of facilities and materials, and clear communications with customers will be required throughout the process. PGCMLS entered Phase 2 of its reopening plan this week at the following branches: Bowie, Laurel, New Carrollton, Oxon Hill, South Bowie, and Spauldings.

MUNICIPALITIES, RECREATIONAL AUTHORITIES AND NONPROFITS ENCOURAGED TO APPLY FOR PEPCO SUSTAINABLE COMMUNITIES GRANTS
Pepco is offering grants of up to $10,000 to municipalities, recreational authorities and nonprofits for projects focusing on open space preservation, improvements to parks and recreation resources, and environmental conservation. The company's Sustainable Communities Grant Program, which was launched last year and is facilitated by Rock Creek Conservancy, provides $125,000 in grants annually to fund open space and environmental projects and resiliency projects across the company's District of Columbia and Maryland service area.  COUNCIL CHAIR CALVIN HAWKINS PARTICIPATES IN CHRISTMAS IN APRIL COMMUNITY EVENT
 Council Chair Calvin S. Hawkins, II says “Christmas in April” is one of his favorite times of year! The Prince George’s County “Christmas in April” program, an annual one-day volunteer repair effort restoring the homes of senior residents in the County was founded in 1989, and this year, on April 24th, Chair Hawkins and his Chief of Staff Ashley Sharp joined the County’s Office of Community Relations Team to assist longtime resident, Mrs. Kernan, with sprucing up her home. Due to the pandemic, the team was restricted to work on the outside of the home.
DISTRICT 4 COUNCIL MEMBER TODD M. TURNER JOINS STATE AND COUNTY OFFICIALS ON TOUR OF CHAMP HOUSE, BOWIE ADDICTION RECOVERY HOUSE
 District 4 Council Member Todd M. Turner was among State and County officials who visited the Champ House on Monday, a transitional house for men in addiction recovery. The house, founded in 1993, is in Bowie. Council Member Turner joined Executive Director of the Maryland Opioid Operational Command Center, Steve Schuh, who is also the former Anne Arundel County Executive, Maryland Delegate Geraldine Valentino-Smith (D-Bowie), and Prince George’s County Health Officer, Dr. Ernest Carter, on the tour.

DISTRICT 7 COUNCIL MEMBER RODNEY STREETER PARTNERS WITH GREATER BADEN MEDICAL SERVICES IN CAPITOL HEIGHTS TO HOST MEN’S VACCINE CLINIC
 District 7 Council Member Rodney Streeter, in partnership with Greater Baden Medical Services at Capitol Heights, conducted a Men’s COVID-19 Vaccine Clinic on Wednesday, April 28th, to help address a reported gender gap in coronavirus vaccinations. Men and women were vaccinated during Wednesday’s clinic, and Council Member Streeter expressed his appreciation to Greater Baden Medical Services at Capitol Heights, for continuing to provide important health services to District 7 residents and the broader community.  Council Member Monique Anderson- Walker reminds the public that they can walk-in and get their COVID-19 Vaccine on Friday, April 30th and Saturday, May 1st, between 10:00 am - 2:00 pm at the Central Baptist Church of Camp Springs Vaccination Clinic, 5600 Old Branch Avenue, in Camp Springs. The clinic is the result of Council Member Anderson-Walker’s partnership with the Maryland Equity Task Force, Central Baptist Church, Walgreens and Uber to provide access to the Pfizer vaccine for 16-year and older residents. DISTRICT 9 COUNCIL MEMBER SYDNEY HARRISON DISTRIBUTES PPE TO FRONTLINE WORKERS
 On Friday, April 23rd, Council Member Sydney Harrison and the District 9 Team, partnered with nonprofit, Purposeful Living and Giving, to provide over 500 PPE (Personal Protection Equipment) isolation gowns, MP3 players, and Deluxe Arts and Crafts sets to senior residents at the Bradford Oaks Community Rehabilitation Center in Clinton, Maryland. Council Member Harrison thanked all participating community partners and frontline healthcare heroes for their dedicated service to District 9 communities.
