COUNCIL EMERGENCY OPERATIONS STATUS
The Prince George’s County Council continues to operate under the emergency procedures stated in the Governor’s “Proclamation and Declaration of State of Emergency and Existence of Catastrophic Health Emergency – COVID-19”, effective March 5, 2020, and amended May 13, 2020, and the Prince George’s County State of Emergency Declaration, effective March 16, 2020, and extended by the Governing Body of Prince George’s County with the adoption of CR-31-2020 on May 11, 2020 and amended by Executive Order 8-2020 on May 14, 2020. These procedures became effective pursuant to CR-10-2020, adopted by the Council on March 17, 2020, and amended pursuant to CR-35-2020, adopted May 18, 2020.
COUNCIL CHAIR TODD M. TURNER ISSUES STATEMENT IN RESPONSE TO GEORGE FLOYD
The Prince George’s County Council grieves with the family and loved ones of George Floyd, the latest victim of deadly racial brutality and violence caused by those sworn to protect our communities. But our heartbreak and prayers for peace alone are not enough.
We should all be horrified by what occurred in Minneapolis with the murder of George Floyd, and by the continued injustices targeting and killing African-Americans and other people of color, including Breonna Taylor, Ahmaud Arbery, William Green and others.
Each of us must work together to change the broken systems that for too long have resisted change. Only together, working with those who yearn for justice and equality, can we be the change we are expressing as a nation.

COUNCIL CONVENES SESSION; ADOPTS EMERGENCY COVID-19 LEGISLATION
The Prince George’s County Council convened in virtual session on Tuesday, June 2n to consider legislation. During the session, the Council conducted public hearings on emergency legislation related to the County’s COVID-19 response. CR-029-2020, a resolution amending the Prince George’s County Fiscal Year (“FY”) 2020 Annual Action Plan for Housing and Community Development by adding new Community Development Block Grant (“CDBG”) and Emergency Solutions Grants (“ESG”) Program activities, eligible activities not originally funded or described in the FY 2020 Annual Action Plan was approved by the Council. The Council also held a public hearing and enacted CR-30-2020, amending the Prince George’s County Fiscal Year (“FY”) 2016-2020 Consolidated Plan for Housing and Community Development to modify the Citizen Participation Plan for inclusion of an expedited process for notice and reasonable opportunity to comment. These measures enabled the County, applying $4.5 million in Federal CARES Act Funds, to provide an immediate response to rapidly-evolving needs of residents impacted by COVID-19, including food, housing, and health insurance.

COMMITTEE OF THE WHOLE MEETS THIS WEEK TO REVIEW LEGISLATION
The Council’s Committee of the Whole convened virtually twice this week, on Tuesday, June 2nd and again on Thursday, June 4th to review legislation. The COW approved CB-021-2020, which amended CB-062-2019, a bill enacted in November 2019 that codified the County's administrative policy that County law enforcement agencies shall not honor Immigration and Customs Enforcement (ICE) detainers in non-criminal interactions and mandated that all County agencies shall not engage in immigration enforcement, to further comply with federal law. The COW also reviewed CR-033-2020, a resolution to establish support for the fundamental requirements for United 2026 as laid out in FIFA's "Proposal for a United Human Rights Strategy"; and to encourage certain persons to provide certain atmospheres, experiences, and policies for certain individuals at the 2026 FIFA World Cup.

COUNCIL CHAIR TODD M. TURNER WELCOMES NEW PRINCE GEORGE’S COMMUNITY COLLEGE PRESIDENT, DR. FALECIA D. WILLIAMS
The Prince George’s County Council extends a warm welcome to the newly-selected ninth president of Prince George’s Community College, Dr. Falecia D. Williams. The Council also congratulates the Prince George’s Community College Board of Trustees and the Presidential Search Committee for conducting a thoughtful and diligent review process of highly-competitive applicants for Community College president. A noted expert in student success, Dr. Williams formerly served as president of the Downtown and West campuses of the 68,000 student, Valencia College in Orlando, Florida, where she was responsible for providing academic, administrative, and fiscal leadership to support the vision, missions and values of the institution. Dr. Williams had been associated with Valencia College for over 22 years before her recent selection to lead Prince George’s Community College.

COUNCIL CHAIR TODD M. TURNER AND COUNCIL MEMBER DERRICK LEON DAVIS ENCOURAGE RESIDENTS TO PARTICIPATE IN BOWIE-MITCHELLVILLE & VICINITY MASTER PLAN KICKOFF EVENT-JUNE 13TH
Prince George’s County Council Chair Todd M. Turner (D – District 4) and Council Member Derrick Leon Davis (D- District 6) encourage residents to join a virtual (given the current state of emergency) kickoff meeting for the Bowie-Mitchellville and Vicinity Master Plan on Saturday, June 13, 2020 at 10:00 a.m. The meeting will highlight the initiation of a new Master Plan for approximately 59 square miles of northeastern Prince George’s County, including the entire City of Bowie, Mitchellville, Collington and other surrounding communities. Initiated by the Maryland-National Capital Planning and Planning Commission (M-NCPPC) and the Prince George’s County Council, this is the first Master Plan update since the 2018 Council adoption of the new Zoning Rewrite Ordinance.

COUNTY EXECUTIVE ANGELA ALSOBROOKS ANNOUNCES POSSIBLE MODIFIED PHASE TWO REOPENING FOR PRINCE GEORGE’S COUNTY ON JUNE 15
Prince George’s County Executive Angela Alsobrooks has announced that the County, just beginning an incremental phase one reopening, is not yet ready to move to phase two. If the County’s metrics trend in a positive direction, Prince George’s County could potentially begin a modified phase two on June 15, 2020. The decision will be made in consultation with the County’s Chief Health Officer who continues to monitor the County’s health data, including continued downward trends in the number of COVID-19 deaths and hospitalizations.

FREE COVID-19 TESTING
The Prince George’s County Health Department offers FREE COVID-19 testing by APPOINTMENT ONLY. Testing sites operated by the Prince George’s County Health Department offer drive-thru or walk-up testing for individuals with or without symptoms that have been exposed to or suspected to have been exposed to a COVID-19 positive person. Individuals must have an appointment to be tested. Call the County’s coronavirus hotline at 301-883-6627 to make an appointment.

Bulky trash, suspended due to COVID-19, will resume for County residents this Saturday, June 6th, from 8:00 a.m. until Noon. Nine (9) drop-off locations will be open throughout the County for residents to dispose of residential bulky trash. Household Hazardous Waste and Electronics Recycling Acceptance Sites located within the Brown Station Road Sanitary Landfill (BSRSL) in Upper Marlboro will return to regular service on June 11th. TEMPORARY RESTAURANT OUTDOOR SEATING
Prince George’s County has created a multi-agency workgroup to assist restaurants with reopening and is expediting necessary approvals and permits for temporary outdoor table service. The modified Phase I Prince George’s County reopening plan allows qualified restaurants to reopen on June 1, 2020, with outdoor seating with a Restaurant Temporary Outdoor Seating Area (RTOSA) Permit. With the County beginning a modified reopening, a restaurant concierge portal is now available for restaurants to apply for an expedited outdoor seating permit. If a restaurant already has approval in place for outdoor table service, there is no need to seek further approvals unless there is a plan to expand beyond existing parameters.
